1. Introductions

Chris Wells thanked everyone for joining the Truro and Roseland Community Network Panel Meeting, via Microsoft Teams.

Apologies were noted as above.

Acting Inspector for Truro, Michelle Thompson – Devon and Cornwall Police introduced herself. Acting Inspector Thompson will be overseeing the role until Inspector Colin Wheeler is in post and then she will become the Neighbourhood Team Leader, taking over from Sgt Marc Sayers. On behalf of the Community Network Panel, Councillor Wells asked to formally record our collective thanks to Inspector Rick Milburn for his support over the years.

2. COVID 19 Update – Dr Ruth Goldstein

Cllr Chris Wells thanked Dr Goldstein for a very comprehensive presentation and thanked her and her Team for keeping Cornwall Safe.

Martyn Alvey CC informed the group that he sits on the Local Outbreak Group and is happy to speak to anyone if they have any questions.

Dr Goldstein informed the group that cases are coming down and the death rate plateauing but not reached a peak yet.

Cllr Stuart Roden thanked Dr Goldstein for the work being done and asked whether there is any link to case numbers and deprivation in Cornwall. Dr Goldstein replied that at present, that level of analysis has not yet been done but cases are higher in more populated areas. There are bigger outbreaks in lower deprivation areas.

There are currently no test labs in Cornwall. Treliske Hospital only uses its lab to look at tests undertaken in the hospital (pillar 1) or urgent ones. All pillar 2 site tests are sent up country with a turnaround time within 12hrs or below.

Cllr Mrs Carlyon raised concerns over Tier 4 residents being allowed to travel to Cornwall via airport at the end of

2020. Dr Goldstein said that unfortunately, the Council had no influence on flights but people in Tier 4 shouldn’t have been leaving their area unless for business or medical reasons. Also at this time there was only temperature testing going on, no Covid testing.

It is suggested that previous case numbers in Cornwall were due to visitors rather than local but there is no analysis to support this yet. The data shows cases rose after Christmas due to household transmissions. The new strain is the main reason that cases in Cornwall increased and affected how quickly it has been getting spread.

Cllr Rob Knill raised a concern around people in mobile vans and homeless who may not be following the Covid Regulations. Dr Goldstein informed him that the Council are working with the voluntary sector to engage with harder to reach groups. Any concerns can be reported at [email protected] or Information about Coronavirus (Covid-19) - Cornwall Council. Breaches can be reported to the police on 101.

Cllr Mrs Eathorne Gibbons asked whether checks on hotels, caravans and second homes are taking place. The Enforcement Team are receiving any intelligence on this and will investigate any reports.

Sgt Thompson stated that the largest number of police calls at present are reports of Covid breaches.

3. Planning Enforcement

See attached presentation.

Cllr Chris Wells stated that there was some frustration as data protection doesn’t allow for any feedback or updates on what progress is being made after reporting potential breach. There is no feedback. Jon Drew informed him that they have to stick to legal advice and can't provide any information. They do have a

9-stage flowchart and anyone can ask the case officer what

stage on the flowchart they are on.

In response to Cllr Rob Knill’s query on the weight of the Neighbourhood Development Plan, Jon Drew informed the group that a Neighbourhood Development Plan should hold the same weight as the policies within the Cornwall Wide Local Plan. If a development happens that is contrary to a local NDP policy, this will be taken account of and supports any subsequent enforcement action.

Cllr La Borde raised concerns around Biodiversity and that developers need to show a 10% increase biodiversity net gain. JD - Biodiversity net gain is a requirement through the Development process. No powers to enforce what someone does with private land / field. – but once a site becomes a development site, it can be monitored and controlled through the application process.

Cllr Julian German asked Jon Drew to give a couple of examples where prosecution has taken place:

- A site near , built 2 storey house on flood plain. Enforcement action was taken, the developer appealed but lost appeal and the house was demolished. - A Truro site, actions of a developer caused root damaged to trees. Enforcement action was taken, and the developer was fined. Cornwall Council worked with developer on other sites to ensure they were compliant.

Once there is a conviction, the information is in the public domain.

Cllr Howes - an incident relating to harm to highways has been reported but the Parish Council have not heard anything back, is it normal to take 7 months where danger identified? Jon Drew informed her that it can take the Planning Inspectorate up to 12 months to investigate.

5. Issues raised by Panel Members

Chacewater Parish Council

Chacewater PC have been asked to comment on Langarth Planning Application but are concerned about the short response time on such a large document.

ACTION: it was agreed to set up individual meetings with Adam MOB Birchall with Chacewater, Kea and Feock Parish Councils.

Cllr Karen La Borde stated the information is quite dense in plans. Kenwyn PC have asked for specific information on traffic

and Air Quality. Could this possibly be picked up in a cluster

meeting?

ACTION – Cllr Mrs Carlyon requested an update from South MOB/CW West Water regards the sewage works. Possible future agenda item.

6. Updates – Corporate Leadership Team Representative & Community Link Officer

The Carrick Cabins are due to close in March 2021.

The Planning Application for the conversion of Chough House to become a Rough Sleeper Assessment Centre has been submitted.

The Localism Strategy Meeting took place on Monday 25 February 2021, with over 100 participants. The link for the information is below:

Localism Vision and Strategy 2020 - Cornwall Council

The A30 Dualling Meeting took place on 12 January 2021 where Costain updated on the progress of the project. There was also an update on the Saints Trails.

All the projects in the Highways Budget Scheme have been agreed in principle and are in the early stages of costs being

worked up.

Each Community Network Panel is to receive an additional amount of funding. The Truro and the Roseland Panel is to receive an additional £15,500 which is to be used to help address any funding shortfall of the schemes supported by the Panel.

It was AGREED to therefore wait until more detailed costs come back for each of the schemes before considering how this

additional funding may be allocated.

ACTION: Cllr Stuart Roden suggested Sophie Hoskin (Strategic MOB/CW Director Neighbourhoods) is invited to a future Panel Meeting to provide an update on Localism and the plans to make the devolution process smoother and simpler.

7. Standing items

Climate Change Cllr John Carley has made the suggestion of using #MEGA – Make Earth Green Again which Edwina Hannaford is keen to make use of.

Cllr John Carley went on to inform the delegates of the idea to make use of geothermal energy to support the huge energy

demand Langarth and Truro College will create. The idea would be to use a heat main pipe from United Downs. He would like the Cornwall Councillors to take up this idea and support it as well as the Parish Councils backing the proposal.

Traffic Management Maria Curtin, with the support of Rob Nolan CC is currently looking at ‘20 is plenty’ campaign in Daniel Street. The residents

are backing the campaign. Cllr Chris Wells informed her it would be better to direct her idea to Truro City Council.

Rob Nolan CC has raised it with Truro Transport Strategy and will support Maria Curtin.
