The Honorary Auditor's Financial Report December 31, 1980 and 1979

We have examined the statements of assets and liabilities of the Siam Society (Under Royal Patronage) as at December 31, 1980 and 1979 and the related statements of revenues and expenses for the years then ended. Our examinations were made in accordance with generally accepted auditing standards and, accordingly, included such tests of the accounting records and such other auditing procedures as we considered necessary in the circumstances. The accounts of the Society are maintained and the accompanying financial statements have been prepared on the cash basis, with adjustments to give effect to unsold publications, dues collected in advance and inclusion of provision for deprecia­ tion. In our opinion, the financial statements referred to above present fairly, on the basis indicated in the preceding paragraph, the assets and liabilities of the Siam Society (Under Royal Patronage) at December 31, 1980 and 1979 and its revenues and expenses for the years then ended, applied on a consistent basis.

PROPERTY AND EQUIPMENT The Society has adopted the practice of recording donated properties at nominal values. Because of the nature of the Society's activities, it has not put emphasis on establishing the current values of these properties. In the past, the Society had obtained a valuation for its land which was quoted at Baht 7.2 million.

Furniture, fixtures and office equipment are being depreciated by the declining balance method; whereby the depreciation rate of 10% - 20% are being applied on the net book value at the beginning of each year, while the transportation equipment is depreciated by the straight-line method of five years. Depreciation expense amounted to Baht 101,224 in 1980 and Baht 57,461 in 1979.

The Annual General Meeting terminating the Council year 1979/80 was held on Thursday, 27 March 1980 at the Society's Home, and commenced at 8.15 p.m. The Meeting was attended by 55 members. Ms. Nisa Sheanakul, the Honorary Secretary, presented an additional report from the Administra­ tion Committee on the rental of the Society's premises during the past Council Year, as follows: - 5 August The hall and grounds were rented by the former "Free Thai" for a dinner party. 21 August The hall and grounds were rented by the American Chamber of Commerce in Thailand for a cocktail party. 17 November The hall was rented by the Morakot group for a perfor- mance of Thai classical music. 30 November to The hall was used by the First National Arts Exhibition 15 December Committee for an art exhibition.

21 January The hall and grounds were rented by Turismo Thai Co., Ltd. for a dinner party and performance of music and dance. 26 March The Duang Prateep Foundation held their annual general meeting in the Hall. Presiding over the occasion was Gen. Kriangsak Chomnan, former Prime Minister of Thailand and President of the Foundation. He was shown around the Library and the Kamthieng House, and presented with publications of the Society by the Honorary Secretary on behalf of the Council. Ms. Nisa reminded the meeting that the Hall and grounds of the Siam Society were available for renting. The new air-conditioning system would provide increased comfort, but would necessitate raising of the rental fees. Details on renting could be obtained from the Administrative Secretary. There being no other comments, the Annual Report was ad?pted.

3. Presentation of the Financial Statement for 1979. M.R. Patanachai Jayant, the Honorary Treasurer, presented the Financial Statement for 1979, which was duly adopted. 4. Election of the Honorary Auditor for 1980. The outgoing Council proposed the re-election of Mr. Yukta na Thalang as Honorary Auditor. Mr. Yukta na Thalang was re-elected. 5. 1. The following were elected Ordinary Members of Council: Mr. Christopher J.A. Prince Subhadradis Diskul, the newly reelected President, warmly thanked members of the outgoing Council who were leaving Thailand or who for other reasons had not stood for reelection. These were Ms. Nisa Sheanakul, Ms. Josephine Stanton, Ms. Beverly Frankel, H .E. Mr. Frantz B. Howitz, Prof. lnsee Chandrastitya, Mr. Kenneth MacCormac, M .L. Manich Jumsai and Mr. Antoine van Agtmael. The President hoped that they would continue to give support to and show interest in the activities of the Siam Society. 6. Any Other Business. Society member Mr. John Stirling raised the matter of the disappearance of certain volumes from the Library, and wished to call the council's attention to the difficulty in finding books in the Library. Society member Mr. Charles Stewart echoed this observation, remarking that it was indeed difficult to locate books in the Library. Mr. Stewart in addition wondered whether the photocopies of rare books presently kept in the rare book collection could not be recopied so as to become accessible to borrowers. In reply to Mr. Stirling, Dr. Tej Bunnag conveyed a message from the Honorary Librarian to the effect that the Library's holdings were classified according to the Dewey decimal system, but some volumes had been reclassified or otherwise shifted during the recent renovation of the Library building, and cataloguing in some instances was not up to date. The newly engaged librarian was expected to be able to sort out confusion where it existed, and would improve the cross-indexing files. Ms. Nisa congratulated the newly elected Council, and reminded them that its first meeting would be held on the following day at the Society's Home, at 5.00 p.m. Ms. Nisa also recalled for the Meeting item 18 of the rules of the Siam Society, which instructs the Council, inter alia, "to present to the Annual General Meeting, at the expiration of their term of office, a Report on the proceedings and condition of the Society, and a provisional programme for the ensuing year". Ms. Nisa said that in the past the Council had only managed to present the Annual Report at the Meeting but not the provisional programme for the subsequent year. She would like to request the newly elected Council to consider preparing one and announce it to members through the circular sometime in June, if possible, so that members would have some idea about the Society's plans and activities for the coming Council year. Ms. Nisa added that the new Council should also seriously consider "inviting Members of the Royal Family and other distinguished personages to accept Honorary Offices", as instructed in item 18 (b) of the Society's Rules. The President adjourned the meeting at 8.45 p.m.

* * * * * After the formal business of the Annual General Meeting, Ms. Prateep Ungsongtham presented a film show on her famous school for children of the Klong Toey slum area. Ms. Prateep had won the Magsaysay Award for Social Service in 1978, in recognition of her innovative work in providing education for slum children who were outside the national system. Membership of the Siam Society at the end of 1980 reached a total of 1,214 members in the following categories: 358 Life, 433 Regular, 399 Ordinary, and 24 Student. The over-all number of members continues to increase gradually, but the number of Student members is not as large as we would like. In addition to the varied and interesting programmes of events and activities held at the Home of the Society, excursions both within the country and abroad are becoming very popular. As a result of improved publicity about our activities, attendance at our programmes has been increasing to the extent that frequently events being fully booked. Under the supervision of the Administrative Secretary, the administrative work seems to have progressed more smoothly. Members of the office staff have willingly contributed their own time outside office hours to help with events and activities at the Society's home. All in all, 1980 was a good year: the Administration Committee has been able to accomplish quite a number of projects and we hope to be able to keep this up with the benefit of new ideas. We also welcome all suggestions to improve our efficiency.

ROYAL VISITS. On Sunday, 3 August 1980 at 7.30 p.m., H.R.H. Princess Maha Chakri Sirindhorn, Vice-Patron of the Siam Society, graciously consented to present medallions to donors in commemoration of the Society's 75th Anniversary and attended a film show on Acharn Montri Tramote's life and work. On Monday, 22 December 1980 at 3.30 p.m., H.I.H. Prince of visited the Siam Society. His Imperial Highness was escorted for about one hour around the Hall, the Library and the Kamthieng House by the Society's President and Council Members.

STAFF RULES AND REGULATIONS. The Chairman of the Administration Committee submitted to the Council revised Staff Rules and Regulations, a Retirement Fund Programme and a Medical Coverage Programme. A staff salary scale including annual increases was also drawn up and submitted. With the approval of the Honorary Treasurer and the Finance Committee, the Council agreed in principle that these programmes be carried out, with effect from 1 January 1981.

HALL AND GROUNDS. In addition to the Society's own programme of regular lectures, film shows and other events, our air-conditioned Hall with its improved sound system has been more widely used on a rental basis by members and the public for such occasions as receptions, exhibitions, and dinner and wedding parties.

ANNUAL NATIONAL BOOK FAIR. The Society took a stall at the Annual National Book Fair held at Lumpini Park on 29 March 1980. A considerable number of books were sold.

CONFERENCE ROOM. After renovation and redecoration of Prince Dhani Room above the hall, Council Members ars able to enjoy their monthly meeting in a cool and pleasant atmosphere. The room is also available for other committee meetings.

BOOKS. An inventory of books temporarily stored in the Kamthieng House was made and the Council approved the sale to members at a special discount of 50% on normal sale price. Over Baht 20,000 was realized from the sale within the limited period of 6 months.

HOUSE AND GROUND IMPROVEMENTS. Inadequate car park space at the Society's Home had long been a problem, but smce the Siam Cement Company kindly donated 10,200 bricks for paving, we were able to pave the front lawn and turn it into an attractive car park. A storeroom for publications was constructed as an annex to the Library building. Dr. Prasarn Buri, Council Member, kindly undertook supervision of the car park pavings and construction of the storeroom. Mimeograph Machine- A new mimeograph machine was purchased at a price of Baht 42,520. For security purposes, window grills were put on all library windows at a cost of Baht 21,000. New telephone line- A new telephone line, number 391-2407, was installed. An air-conditioner was installed in the new rare-book room. A number of art objects, generously given to the Society by an anonymous donor, are being used to decorate the library and office. 228 Annual Reports

Staff room- The staff restroom was rearranged so that the staff can have lunch in comfort and relax during their lunch hour, and so that tea and coffee can be prepared and the washing up be done without littering the office or the library.

STAFF. Mr. Cherdsak Doungmutphol, a part-time librarian, resigned after having worked for a few months. The Council hopes to find a replacement in the near future. Mr. Witaya Suthisripok, M.B.A. from Roosevelt University, U.S.A. was employed as Assistant Administrative Secretary in April 1980. Miss Amara porn Lelakultanit, B.A. in Anthropology from Silpakorn University, was employed as Curator for the Kamthieng House, in February 1981.

PUBLICITY. Besides sending regular circulars to our members about the Society's activities, the Administrative office has put its best efforts into sending out announcements of the Society's activities to leading Thai and English newspapers, radio- T.V. stations, information centres, embassies and some leading hotels in town. On this score, we have had good cooperation and response from the media.

The second part of the total Ford Foundation grant for Arts & Cultural promotion of baht 406,587 (US$ 20,000) was actually received during December 1979 & became available from New Year 1980. During the course of the year under review expenditure of baht 391,000 was actually authorized at a total of five Committee Meetings, however, due to changing circumstances during the year baht 160,000 was returned as being no longer required. The actual balance in the fund at 31st December was baht 90,587 and authority has since been received from the Ford Foundation to carry this balance forward for use on cultural projects during 1981. A breakdown of projects sponsored is as follows:- 1. Mural exhibitions, hanging panels (for the Society and reframing pictures at Wat Rajasitaram). 80,000 2. Support for publications- Chao Baan, Chieng Mai & Songkla University Journals. 60,000 3. Historical and archeological research, seminars and lectures. 50,000 4. Dance and Music Cultural exchange programmes with (Arts Centres in Jakarta, Bandung, Solo and Denpasar) Hong Kong (Asian Arts Festival) and University of Malaya. 31,000 5. Programmes at the Society or on T.V. in Bangkok- Nang Talung (Phuket) Mahk Reuk Khon (S.W.U. Bangkaen); Manohra (Songkla), Hilltribes (Chieng Mai); Northeast Dancers (Sakol Nakon). 20,500 6. Films and recordings- an abbot's cremation; musicians 'Wai Khru'; Luang Pradit Pairoh's music. 17,500 7. Film Showings and ACFOD. 12,000 Some projects and requests for aid had to be turned down owing to inadequate funds or lack of personnel, these included a request from a person in Khorat to devote one year to an anthropological study of the Chong people and a request by a ladies cultural group in Japan to send 10 Dancers and Musicians to on a cultural exchange visit which they (the ladies) would later return. Other projects have been approved but for various reasons the funds have not yet been utilised, these include 1) the picture hanging panels baht 40,000; 3) Indian lectures baht 10,000 5) Hill tribe Dance and Music demonstration baht 3,000; 6) Recordings of Luang Pradit's music by his daughter Khunying Chin Silapabanleng baht 7,000 (unused balance of baht 10,000 for 3 sessions); 7) Film shows baht 10,000.

The Committee for the Survival of Thai Murals was granted permtsswn to work under the Society's umbrella but would be generally responsible for their own activities. It was agreed that close contact would be kept with the Arts & Culture Committee who would be happy to assist whenever possible. CSTM should be represented on the Arts & Culture Committee if possible but need not be represented on the Council of the Society. The Art & Culture Committee was happy to assist with a loan of baht 50,000 last August to enable certain expenses to be met pending receipt of funds from the French Embassy in connection with an exhibition of mural photographs at Le Petit Palais in in October. The loan has since been returned. The Society has been invited to make a proposal for the use of baht 100,000 to be used for mural preservation work by Siam Cement. The Society was happy to pass these funds on to the Advisory Committee for the Preservation of the Library at Wat Rakhang. It was hoped that CSTM would assist although the work planned at Wat Rakhang was not part of CSTM's current plan. A training course is being planned by the Rome based International Centre for the Study of Preservation and Restoration of Cultural Property (ICCROM) and the Fine Arts Department. Some Thai artists were expected to participate in this Ford Foundation sponsored course and the CSTM might well be involved in due course. Revolving Fund for Publications. This Ford Foundation sponsored project funded at baht 101,674 (US$ 5,000) was totally expended on the publication of three books: -History of Wat Phra Chetupon; Ceramic Wares of Siam and the World of Buddhism (See Pubs. Cte. report). Reserve Fund for Executive Officer. This Ford Foundation fund of baht 254,187 (US$ 12,500) was partly used during 1980. Ford Foundation have approved the use of the balance for assistance with the salary of the Assistant Administrative Secretary.

ANNUAL REPORT OF THE PUBLICATIONS COMMITTEE 1980/81

Four books were published by the Society during the year. And a fifth was published under the auspices of the Society. The 75th Anniversary Publication of the Society. Edited by Mr. Kim Atkinson together with Mr. Chusak Vorapithak and Mr. Krongsak Chulamorkort, this volume portrays the various activities of the Society in its 75th year by means of pictures and short texts written by the members of Council involved. The Ceramic Wares of Siam, by Charles Nelson Spinks (3rd Edition). This remains the cheapest authoritative introduction to the subject. The letterpress, with minor adjust­ ments, remains unchanged but the illustrations and bibliography have been revised. Editors: Ms. Beverly Frankel and Ms. Virginia D. Crocco. The History of Wat Pra Chetupon and its Buddha Images by Dr. Kathleen I. Matics. This will remain the authoritative work on this subject in English. It is based on the author's doctoral thesis and is designed to meet the requirements both of scholars and of the general reader. Of particular value is the very extensive bibliography including all the available Thai sources. The Society was very fortunate to have the assistance of Ms. Sally Tun Thein as editor. The World of Buddhism: A Pictorial Presentation by John Blofeld. The text, by a distinguished author and Society member, is brief, interesting and lucid. Mr. Geoffrey Bell, also a Society member, took enormous pains in the collection and verification of some two hundred illustrations over a hundred of which appear in the volume: they are divided with three sections, Iconography, Temples and Monks and Layman. The volume has gained immensely from professional layout contributed by the late Mr. Alan Randall. The Fifth work, published under the Society's auspices, is a charming volume "55 Chants D'Amour Hmong Blanc" by Father Jean Mottin. The original texts are transcribed into Roman in the phonetic system devised by Messrs. Barney and Smalley and the translations are the author's. This is an extremely valuable work, recording something that is likely, alas, all too soon to disappear. Future publications include "Yao Design" by Jacqueline Butler Diaz (reissue) and "A History of Man "Dvaravati" Art" by Dr. Piriya Krairiksh. Journal of the Siam Society. Printing of the July 1980 number of the Journal of the Siam Society (volume 68 part 2) was completed in February 1981.

There has been no annual report on the Kamthieng House in recent years partly because of extensive reconstruction during 1979, and the rearrangement of the exhibits. The EAST-WEST SEMINAR of Japan having generously made an annual contribution to the Society, for the Kamthieng House Project, of up to US$ 3,000 with effect from their fiscal year 1979, the Kamthieng House Committee was able to employ a curator from February 1981. Miss Amaraporn Lelakultanit, the first Kamthieng House Curator, is working on a new exhibition. We hope that soon some activities such as painting, wood carving, weaving etc., can be arranged and presented to Society members and the public. We welcome suggestions from members as to how we can arrange future activities effectively.

233 ANNUAL REPORT OF THE PROGRAMME AND TRAVEL COMMITTEE 1980/81

After the installation of air conditioning m the Hall, our lectures and performances have been much appreciated. Due to the high cost of electricity, however, we have had to charge for some film shows, which were quite a success : a few had to be shown twice in a night and some had to be repeated later on. We could even make a handsome donation to Thammasat University from money collected at the showings of The King of the White Elephant by Dr. Pridi Panomyong towards the building of the Puey Ungphakorn Library there, since we £elt the Founder of the University was the author and director of the film who kindly let us show the film free of charge and also let the Society have a copy for our archives. Besides, Dr. Puey is an honorary member and has greatly helped the Society in the past. We still only offer one lecture in Thai annually despite the fact that each time it is fully attended. We feel, however, that other organisations are now offering competent lectures in Thai and there seems to be no need for competition from our Society. This year music and dance performances may not have been as numerous as previously but each show attracted a very good audience. Two excursions abroad had to be cancelled, one to China and one to Bhutan. Yet travelling within the country was arranged quite regularly for enjoyment as well as for scholarly interest. We welcome suggestions and criticism from members, so that we can arrange future programmes more effectively.

Library Redecoration. The work is complete. The two Rare Books Prince Wan I and Prince Wan II rooms are now functioning. The store room in the back previously used for back file journals was converted to be a partially dark room for the microfilm service. The passage in the back was converted to be another store room as well as a working area. The Recataloguing and Reclassification of Books. The recataloguing and reclassification of books in English is now complete. From checking, a number of books have been missing. The Library hopes that members who happen to find any library books which are overdue will kindly return them. Cataloguing and Classification of Thai books has begun. Thai rare books in Prince Wan I is now complete. Microfilm Project. Through a kind contribution from the John F. Kennedy Fund, the Library now owns a modern microfilm projector which enables the Library to photograph the precious BANGKOK TIMES and THE JOURNAL OF SIAM SOCIETY both for library use and for sale. The work has begun. The result is satisfactory.

Donations. 1. The Yoshida Foundation through Dr. Masaru Ogawa, its Executive Director, has kindly donated 64 books on and about Japan in English. 2. Professor Hans E. Kauffmann has donated 34 issues of the journal MAN as well as 20 issues of the JOURNAL OF ROYAL SOCIETY OF GREAT BRI­ TAIN AND IRELAND. 3. The Representative of the United Nations High Commissioner for Refugees has kindly donated books on Cambodia. 4. Individuals: The total number of gifts: Thai books 86 titles. National Museum of Ethnology, Japan. Inter-Library Loan. The Library has started an official Inter-Library Loan scheme with other Institutions: Chulalongkorn University, Thammasat University and the Thai National Documentation Centre. In-Service-Training. During the past year, the Library had students from Bopitpimook Technological College as well as from Chulalongkom University for a short period of practical training.

During the fiscal year the Natural History Section achieved the following activities. 1. Excursion: Three excursions were organised for members of the Society and their friends. The excursion to Phu Kradueng National Park in Loei Province during December 1980 had to be cancelled due to the heavy flood in Bangkok. Two excursions to Tarutao National Park in Satun Province during February 18-22, and March 18-22, 1981 were successfully arranged and satisfactorily carried out. 2. Publication: The Natural History Bulletin Vol. 28 was published in August 1980, containing 13 articles in 195 pages. The manuscripts of a combined issue of the Natural History Bulletin Vol. 29 of some 200 pages have been delivered to the printer since November 1980, and is still in the course of printing. It is expected to come out in circulation in April or May 1981. The delay of printing is due to change in the printing press.
