We start the first day with a brief discussion of Gusterson’s second article, building on the previous long discussion of the first one. September 23, 2019 Gusterson, H. 1999, “Feminist Militarism,” PoLAR: Political and Legal Anthropology Review 22.2, 17; https://doi.org/10.1525/pol.1999.22.2.17 This article focuses on the feminist themes Gusterson touched on in his earlier one. He begins restating the essentialist position and its opposition by feminists via “social constructedness.” Second-wave feminism started with Simone de Beauvoir’s idea that gender is constructed (“One is not born, but rather becomes, a woman”) and extending to post-structuralist Judith Butler, for whom gender is a performance, potentially fluid, learned and practiced daily based on cultural norms and discourses. Gusterson is intrigued by the idea of feminist militarism as performance. “If we weren’t feminists when we went in [to the military], we were when we came out.” What was meant by this? How does the military culture described in the article reflect gender essentialism? On p. 22, Gusterson argues that the women’s movement and the peace movement “remake their mythic narratives… through the tropes of revitalization.” What does he mean by this? It focuses on the futures discourse of the group appointed by the Prime Minister, Olof Palme, in 1967 under the chairmanship of Alva Myrdal. The Swedish futures discourse focused on futures studies as a democratic means of reform in defence of the Swedish model and ‘‘Swedish’’ values of solidarity and equality, in opposition to an international futurology dominated by the Cold War and dystopic narratives of global disaster. The article suggests that the creation of Swedish futures studies, culminating in a Swedish institute for futures studies, can be seen as a highpoint of postwar planning and the Swedish belief in the possibility of constructing a particularly Swedish future from a particularly Swedish past. INTRODUCTION In 1971, the Swedish Prime Minister and leader of the Social Democratic Party (Socialdemokratiska arbetareparti, SAP), Olof Palme, appointed a group chaired by Alva Myrdal – feminist, social policy researcher, ambassador, minister, and eventually, in 1982, Nobel Peace Prize laureate1 – to study the future. In the early 1970s, Alva Myrdal was well-known through her work on disarmament and world peace, as well as, in the Swedish political context, her radical equality programme for the SAP in 1969. The Working Class Perspective The histories of the welfare state have hitherto, on the whole, been written from above. Their searching eye has been firmly fixed on governments and Civil servants, and mainly with a view to looking into what the latter have contributed to the development of what from today's perspective appears to be the main feature of the welfare state, social insurance and large-scale income maintenance programmes. The best of these works embody an impressive scholarship, combining meticulous with imagination and subtlety.1 But their approach tends to preclude from the outset a full understanding of the emergent reality of the welfare state. After all, the latter arose as form of dealing with what was once called "the working and dangerous classes". -

Manifestations of Antisemitism in the EU 2002 - 2003 Based on information by the National Focal Points of the RAXEN Information Network Manifestations of Antisemitism in the EU 2002 – 2003 Based on information by the National Focal Points of the EUMC - RAXEN Information Network EUMC - Manifestations of Antisemitism in the EU 2002 - 2003 2 EUMC – Manifestations of Antisemitism in the EU 2002 – 2003 Foreword Following concerns from many quarters over what seemed to be a serious increase in acts of antisemitism in some parts of Europe, especially in March/April 2002, the EUMC asked the 15 National Focal Points of its Racism and Xenophobia Network (RAXEN) to direct a special focus on antisemitism in its data collection activities. This comprehensive report is one of the outcomes of that initiative. It represents the first time in the EU that data on antisemitism has been collected systematically, using common guidelines for each Member State. The national reports delivered by the RAXEN network provide an overview of incidents of antisemitism, the political, academic and media reactions to it, information from public opinion polls and attitude surveys, and examples of good practice to combat antisemitism, from information available in the years 2002 – 2003. On receipt of these national reports, the EUMC then asked an independent scholar, Dr Alexander Pollak, to make an evaluation of the quality and availability of this data on antisemitism in each country, and identify problem areas and gaps. The country-by-country information provided by the 15 National Focal Points, and the analysis by Dr Pollak, form Chapter 1 and Chapter 2 of this report respectively. -

The Bush Revolution: The Remaking of America’s Foreign Policy Ivo H. Daalder and James M. Lindsay The Brookings Institution April 2003 George W. Bush campaigned for the presidency on the promise of a “humble” foreign policy that would avoid his predecessor’s mistake in “overcommitting our military around the world.”1 During his first seven months as president he focused his attention primarily on domestic affairs. That all changed over the succeeding twenty months. The United States waged wars in Afghanistan and Iraq. U.S. troops went to Georgia, the Philippines, and Yemen to help those governments defeat terrorist groups operating on their soil. Rather than cheering American humility, people and governments around the world denounced American arrogance. Critics complained that the motto of the United States had become oderint dum metuant—Let them hate as long as they fear. September 11 explains why foreign policy became the consuming passion of Bush’s presidency. Once commercial jetliners plowed into the World Trade Center and the Pentagon, it is unimaginable that foreign policy wouldn’t have become the overriding priority of any American president. Still, the terrorist attacks by themselves don’t explain why Bush chose to respond as he did. Few Americans and even fewer foreigners thought in the fall of 2001 that attacks organized by Islamic extremists seeking to restore the caliphate would culminate in a war to overthrow the secular tyrant Saddam Hussein in Iraq. Yet the path from the smoking ruins in New York City and Northern Virginia to the battle of Baghdad was not the case of a White House cynically manipulating a historic catastrophe to carry out a pre-planned agenda. -

The views and opinions expressed in the report do not necessarily correspond with the views of the Ministry of Foreign Affairs. Preface In September 1998, I was commissioned by the Norwegian Ministry of Foreign Affairs to carry out a preliminary study looking into Norway’s role in the Middle East. According to the agreement with the Ministry, the study should focus on the years prior to 1993 and examine whether Norway’s political past in the Middle East – and, not least, the mediating and confidence-building efforts of Norwegians prior to the opening of the secret Oslo Back Channel – had had any influence on the process that followed. The study should also try to answer the question ‘Why Norway?’ – that is, what had made Norway, of all countries, suitable for such an extraordinary task? The work on the study started on 15 September 1998. The date of submission was stipulated as 15 April 2000. This was achieved. The following report is based on recently declassified and partly still classified documents (to which I was granted access) at the Norwegian Ministry of Foreign Affairs, the verbatim records of the Parliamentary Foreign Affairs Committee, records of government proceedings and the Norwegian Parliament, Labour Party Archives, documents from the US State Department and the Socialist International – to mention the most important.
