    Retired United States Congressmen from the State of Michigan Submitted by Joshua Koss To The Honors College Oakland University In partial fulfillment of the requirement to graduate from The Honors College 1 Abstract Conventional wisdom in the study of members of Congress, pioneered by Richard Fenno, argues that one of the chief goals of elected officials is their reelection. However, this theory does not account for those who willingly retire from Congress. Who are these former members and what activities do they pursue once they leave office? To answer the first question, this project analyzes data on retired members of Congress from the state of Michigan regarding the years they served, party identification, and their age of retirement. The second and perhaps more interesting question in this research, examines the post-congressional careers of former members of Congress and whether their new line of work has any connections with their time in Congress through committee assignments and issue advocacy. In addition to quantitative analysis of the attributes of former members and their post-congressional careers, a qualitative analysis is conducted through a comparative case study of retired Senator Donald Riegle and former Representative Mike Rogers. This aspect of the study more closely examines their respective career paths through congress and post-congressional vocations. 2 Introduction In 1974, Democratic Congresswoman Martha Griffiths announced her retirement from the House of Representatives citing her age, 62, as a key motivation for the decision. In 2005, Congressman Upton was one of only three Republicans to vote against extending the Bush tax cuts on capital gains and dividends, even though these tax cuts were projected to save taxpayers $80.5 billion over 10 years.1 • Voted Against Substituting Tax Cuts In Place of President Obama’s Stimulus Bill. In 2009, Congressman Upton again demonstrated opposition to tax cuts when he was one of only 9 Republicans to vote against a Republican substitute amendment offered by Rep. Dave Camp to the Democrats’ $787 billion stimulus bill. This substitute amendment would have replaced the Obama-Pelosi stimulus bill with a Republican version composed of income tax rate deductions for the bottom two income tax brackets, alternative minimum tax relief, and other tax cuts.2 • Voted with House Democrats to Make Tax Cuts Subject to a 60-Vote Standard in the Senate. Congressman Upton was one of only 11 House Republicans to vote with House Democrats for a budget resolution that would have subjected tax cuts to provisions requiring 60 votes rather than a simple majority in the U.S. Senate, making future tax cut legislation difficult to pass. With the vote in the House literally split dead even, Congressman Upton’s vote was decisive. The measure barely failed in a tied vote, 209-209.3 Fiscal Responsibility • Voted For Speaker Pelosi’s Omnibus Spending Bill for 2009. Congressman Upton was one of only 16 Republicans to vote with House Democrats to pass the Omnibus Appropriations Act for FY 2009, which increased government spending 8.4% on top of the stimulus.

The House of Representatives rejected the request by a vote of 215 to 213. Shocked CIA director William Casey credited non-governmental organizations (NGOs) saying, ―If Tip O‘Neill didn‘t have Maryknoll nuns who wrote letters, we would have a contra program.‖ The Reagan administration‘s efforts to discredit, harass, and undermine various NGO‘s throughout the 1980s showed how powerful they believed the movement of NGOs to be. Finally, after the House of Representatives narrowly voted down renewed funding for the Contras in February 1988, both the leaders of the anti-Contra aid and the Contra aid backers credited or blamed NGOs for the defeat of Contra funding. This study examines how and why NGOs were able to play a decisive role in the decision making of United States foreign policy over the Sandinista-Contra conflict in Nicaragua.

Not yet clear are how sixteen districts will be carved.from the current eighteen, who among our members of Congress will be most threutened, and how the 11-7 Democratic edge may change. Seniority counts on Capitol Hill. Long service delivers prime committee assignments, committee and subcommitlee chairships, budget negotiating chits, and policy and party caucus leadcrship. As late as the early 1960s, southern Democrats armed with decades of seniority chaired nearly all the key committees of the U.S. House. Age, growing Republican competitiveness in the South, increased registration and voting by more liberal African-Americans in southern Democratic primaries, and incumbent entxenchmcn: in the L North and Midwcst largely have reversed geographical clout in the U.S. House. Michigan, not South Carolina nor Mississippi, now lays claim to a powerhouse delegation. Collectively, Lhc eighteen members of the U.S. Housc of Representatives from Michigan havc 286 years of service in Washington, D.C. Excluding Barbara-Rose Collins ;md David Camp, who wcrc elected in 1990, the remaining sixteen members average nearly 18 years each in the U.S. Congress. Those long tenures translate into key committee positions, pork barrel, and clout, particularly among majority Democrats. MICHIGAN'S MOST INFLUENTIAL MEMBERS OF THE U.S. HOUSE Not to downplay the constituent work, personal and political influence, and respect enjoyed by other Michigan congresspersons, cight Democrats and three Republicans are certainly movers and shakers in Washington, D.C.
