But like most endeavors in life, it was not done alone. I have been the giateful beneficiary of numerous support from friends, family, and colleagues in academia and on Capitol Hill. Many of the key concepts regarding the Congress which I talk about in the concluding chapter were developed in Allen Hertzke’s “Congress and the Political System” course and in Gary Copeland’s graduate seminars on legislative process. 1 am especially indebted to Allen Hertzke for his love of students and political science, his tremendous scholarly capacity, and his commitment to furthering the scope of knowledge about American politics. 1 would like to acknowledge the crucial support of key individuals who were pivotal in helping me finish this project: my dissertation director and major professor. Dr. Ronald M. Peters; my parents Paul and Linda Meiers; my friend Frank Smist; and my wife, Jeanine Meiers. Most of the themes and subjects probed in this dissertation have their genesis in conversations with him throughout the past five years. Incentives for cutting S.J. emissions proposed By Audrey Cooper, Record Staff Writer Published Thursday, April 24, 2003 FRESNO -- Business and community leaders at a first-ever clean-air summit Wednesday unveiled a proposed plan to cut smog by offering tax incentives and government funds to industries or groups that cut emissions. The Operation Clean Air summit drew more than 400 people from around the San Joaquin Valley, which is by some standards the country's most polluted area. That pollution has been linked to climbing asthma rates, premature deaths and cancer. Operation Clean Air is a public-private organization interested in finding voluntary measures to cut the Valley's pollution. It was the brainchild of Fresno-area politicians and includes representatives of the nine-county Valley air basin. Officials said the proposed plan was only a draft and would go through several changes over the next few months. But the popular centerpiece of the plan is a proposed "Air Quality Improvement Zone," which could work similar to municipal economic-improvement zones that use various financial incentives to encourage urban redevelopment.

    Retired United States Congressmen from the State of Michigan Submitted by Joshua Koss To The Honors College Oakland University In partial fulfillment of the requirement to graduate from The Honors College 1 Abstract Conventional wisdom in the study of members of Congress, pioneered by Richard Fenno, argues that one of the chief goals of elected officials is their reelection. However, this theory does not account for those who willingly retire from Congress. Who are these former members and what activities do they pursue once they leave office? To answer the first question, this project analyzes data on retired members of Congress from the state of Michigan regarding the years they served, party identification, and their age of retirement. The second and perhaps more interesting question in this research, examines the post-congressional careers of former members of Congress and whether their new line of work has any connections with their time in Congress through committee assignments and issue advocacy. In addition to quantitative analysis of the attributes of former members and their post-congressional careers, a qualitative analysis is conducted through a comparative case study of retired Senator Donald Riegle and former Representative Mike Rogers. ABSTACT The Northeast has been a Democratic stronghold over the past sixty years, yet it is also a region that has many ideologically moderate Republicans who have traditionally voted for more moderate Republican Congressional representatives. Despite the region’s Democratic trend there are a few congressional districts that remained solidly Republican into the 1990s and 2000s. However, even these Republican incumbents eventually lost their seats to the Democratic Party. I examine those four districts specifically and ask whether or not a recent increase of conservatism in the Republican Party contributed to these once solid, moderate Republican districts finally becoming Democratic. I hypothesize that the Republican conservative shift did not please some of the more moderate constituents of these districts who in turn voted their Republican representatives out of office. I use ticket-splitting as an indicator of partisan change and all the districts had more Republican ticket-splitting than the national average. Once the Republican congressmen had lost their seats, the ticket-splitting was less significant, indicating that voters who had previously split their Republican tickets had permanently left the Party.
