Morgan was born on January 26, 1955, in Tulsa, Oklahoma. He received a bachelor’s degree from Oklahoma State University in 1976, and a Juris Doctor degree from the University of Tulsa in 1979. Morgan served as a municipal judge for the City of Stillwater, a position he held for twelve years from 1984 to 1996. He also worked as an adjunct business law professor at Oklahoma State University. He maintains an active law practice in Stillwater, specializing in commercial transac- tions, litigation, and real property. Morgan won election to the Oklahoma Senate from District 21 in 1996. He continues participation in the Oklahoma and Payne County bar associations. Morgan has one daughter, Abby. His hobbies include golf, running, and spending time with his daughter.
