3. Composition of committees and delegations

The President had received the following requests for appointments from the GUE-NGL Group and the Secretariat of the Non-Attached Members:

The appointments would be deemed ratified if there were no objections before the approval of these minutes.

4. Composition of Parliament

Daniël van der Stoep had submitted his resignation as a Member of Parliament with effect from 1 September 2011.

In accordance with Rule 4(1) and (3), Parliament noted his resignation and established the vacancy of his seat with effect from that date.

The competent authorities of the had announced the election to the European Parliament of Auke Zijlstra, replacing Daniël van der Stoep.

Parliament took note, with effect from 13 September 2011.

The competent authorities of Sweden had announced the election to the European Parliament of Mikael Gustafsson, replacing Eva Britt Svensson.

Parliament took note, with effect from 22 September 2011.

Under Rule 3(2), until such time as their credentials had been verified or a ruling had been given on any dispute, and provided that they had previously made a written declaration stating that they did not hold any office incompatible with that of Member of the European Parliament, Auke Zijlstra and Mikael Gustafsson would take their seats in Parliament and on its bodies and would enjoy all the rights attaching thereto.

5. Signature of acts adopted under the ordinary legislative procedure

6. Corrigendum (Rule 216)

The committee responsible had forwarded the following corrigendum to a text adopted by Parliament:

Corrigendum (P7_TA-PROV(2011)0304(COR01)) to the position of the European Parliament adopted at first reading on 5 July 2011 with a view to the adoption of Regulation (EU) No …/2011 of the European Parliament and of the Council establishing a European Agency for the operational management of large- scale IT systems in the area of freedom, security and justice P7_TA-PROV(2011)0304-COM(2010)009 3 – C7-0046/2009 – 2009/0089(COD) - LIBE

Pursuant to Rule 216(4) of the Rules of Procedure, this corrigendum would be deemed approved unless, not later than 48 hours after its announcement, a request was made by a political group or at least 40 Members that it be put to the vote.

The corrigendum was available on the Séance en direct site.

7. Statements by the President

The President welcomed the speech made by Herman van Rompuy, President of the European Council, on behalf of the European Union as a whole at the 66th Session of the UN General Assembly held on 22 September 2011.

The President expressed Parliament's condemnation of the death penalty on the occasion of the execution of Troy Davis on 21 September 2011 in the United States and the public hanging of Alizera Molla Soltani, a 17-year-old minor in Iran the same day.

The President stressed the importance of the vote that Wednesday on the economic governance package. He also emphasised that José Manuel Barroso, President of the Commission, would make a statement on the State of the Union on the Wednesday morning, and that the first question hour with Jean-Claude Juncker, President of the Euro Group, would be held on the Tuesday afternoon, when Catherine Ashton, Vice- President of the Commission and High Representative of the Union for Foreign Affairs and Security Policy, would also make a statement on the Eastern Partnership Summit.
