In recent years, human rights conditions in the People’s Republic of China (PRC) have deteriorated, while bilateral tensions related to trade Michael A. Regardless of their party affiliation or preferred diplomatic priorities, presidents have invariably come to appreciate that they can- not afford to make foreign policy decisions in the same manner as they did when they were a candidate. The requirements of managing an enormous and complex national security bureau- cracy reward careful deliberation and strategic consistency, while sharply punishing the kind of policy shifts that are more common on the campaign trail.
