Attachment – Idaho State Veteran’s Benefits Attachment – Military History Anniversaries 01 thru 15 APR (Updated) Attachment – Agent Orange Laos Victims * DoD * Pentagon Reimbursements U.S. Failed to Collect $773M from Afghan Coalition Partners For four years, the Pentagon failed to charge partner nations for use of American rotary-wing aircraft in Afghanistan, and the department has no way of knowing how many millions of dollars has been lost, according to a new report from the department’s inspector general. During that time period, American and coalition costs for rotary-wing transportation hit $773 million. How much of that should be reimbursed is effectively impossible to know, according to the auditors. For the 38 members of the Resolute Support coalition, American air transportation is vital for moving from the central hub in Kabul and Bagram Airfield to four outposts located in Mazar-e-Sharif, Herat, Kandahar and Laghman. But auditors discovered that the Department of Defense “did not request reimbursement for air transportation services provided to Coalition partners” between September 2017 and September 2020, despite a standing requirement to do so. The data sets were compared using statistical analysis to determine accuracy and precision. Additionally, the team evaluated the amount of time and resources necessary to produce an acceptably accurate photogrammetry model that can be used for a variety of archaeological functions, including site monitoring and interpretation. Through statistical analysis, the team determined that, in the worst case scenario, in its current iteration, photogrammetry models created with SeaArray have a margin of error of 5.29 cm at a site over 84 m in length and 65 m in width. This paper discusses the design of the survey, acquisition and processing of data, analysis, issues encountered, and plans to improve the accuracy of the SeaArray photogrammetry system.

In recent years, human rights conditions in the People’s Republic of China (PRC) have deteriorated, while bilateral tensions related to trade Michael A. Weber and security have increased, possibly creating both constraints and opportunities for U.S. policy Analyst in Foreign Affairs on human rights. After consolidating power in 2013, Chinese Communist Party General Secretary and State President Xi Jinping intensified and expanded the reassertion of party control over society that began toward the end of the term of his predecessor, Hu Jintao. Since 2017, the government has enacted new laws that place further restrictions on civil society in the name of national security, authorize greater controls over minority and religious groups, and further constrain the freedoms of PRC citizens. Government methods of social and political control are evolving to include the widespread use of sophisticated surveillance and big data technologies. Arrests of human rights advocates and lawyers intensified in 2015, followed by party efforts to instill ideological conformity across various spheres of society. In 2016, President Xi launched a policy known as “Sinicization,” under which the government has taken additional measures to compel China’s religious practitioners and ethnic minorities to conform to Han Chinese culture, support China’s socialist system as defined by the Communist Party, abide by Communist Party policies, and reduce ethnic differences and foreign influences.

Regardless of their party affiliation or preferred diplomatic priorities, presidents have invariably come to appreciate that they can- not afford to make foreign policy decisions in the same manner as they did when they were a candidate. The requirements of managing an enormous and complex national security bureau- cracy reward careful deliberation and strategic consistency, while sharply punishing the kind of policy shifts that are more common on the campaign trail. Statements by the president are taken far more seriously abroad than are promises by a candidate, by both allies and adversaries alike. And while policy mistakes made before entering office can damage a candidate’s personal political prospects, a serious misstep made once in office can put the country itself at risk.
