INTRODUCTION On October 7, 1975, President Gerald R. Ford signed into law the Department of Defense (DOD) Appropriation Authorization Act of 1976. Section 803(a) of that act stated: . the Secretary of the military department concerned shall take such action as may be necessary and appropriate to insure that (1) female individuals shall be eligible for appointment and admission to the service acadeny con­ cerned, beginning with appointments to such acadeny for the class beginning in calendar year 1976, . 1 and thus ended the long standing tradition of the male only United States military service academies. The involvement of wcxnen in the American military has been on a rather "as needed basis" for a majority of the history of the United States. This is due to the traditional, deeply rooted feel­ ings in the American culture that the defense of the nation is the responsibility of men. It was not until 1948 that women served in the American military as a total full-time component. In the twenty-five years following 1948, the number of women in the Amy, Navy, Air Force and Marines was limited to 2% of the total uniformed force and this involvement was limited almost entirely to two of ^DOD Appropriation Authorization Act, 1976, Sec 803(a,b,c,), 89 Stat. 537 (1975), 10 U.S.C. Sections 4342, 6954, 9342 (1976). 1 2 traditional female occupations— clerical and health care. In ad­ dition, women were refused acceptance to the three military service academies. It was the belief that the purpose of these academies was to produce officers who could, if need be, fill combat positions and since Federal laws and military regulations forbid women from filling such positions,

Grandchildren are probably driving their parents up the wall as to what Santa is going to bring them for Christmas. Used to tell mine only coal this year, they would just look at me and say, "Oh yeah, Right,” and walk away. One time I did hide their presents on Christmas morning, and they didn't know what to do. Of course I finally gave in and we did have a happy Christmas. It’s that time of year when you’re watching your children or grandchildren opening their presents and seeing the smiles and laughter coming from them makes it all worth while. Tony LaMorte You threaten them as to what is going to be their downfall, but then comes Christmas morning and all those threats just vanish into thin air as if they never existed. Yes, Christmas is for everyone, but to me it's mostly for the children. They have a lot of love and laughter to give and not a care in the world. It's their day and no one should take that away from them. This Christmas day lets say a prayer for all our troops that can't be home with their families and loved ones. They’re doing a job that has to be done and they’re doing it without complaining. Say a prayer for their safe return; I know I will. Pennsylvania women have been leaders in just about every field of endeavor. Located at West Point, New York, the U.S. Military Academy is often simply known as West Point. Located on the high west bank of New York’s Hudson River, West Point was the site of a Revolutionary-era fort built to protect the Hudson River Valley from British attack. In 1780, Patriot General Benedict Arnold, the commander of the fort, agreed to surrender West Point to the British in exchange for 6,000 pounds. However, the plot was uncovered before it fell into British hands, and Arnold fled to the British for protection. Ten years after the establishment of the U.S. Military Academy in 1802, the growing threat of another war with Great Britain resulted in congressional action to expand the academy’s facilities and increase the West Point corps. Beginning in 1817, the U.S. Military Academy was reorganized by superintendent Sylvanus Thayer–later known as the “father of West Point”–and the school became one of the nation’s finest sources of civil engineers. Men are not the center of the world, but men and women are. (Gerda Lerner, 1986) RESUMO Estudo acerca da incorporação feminina nas Forças Armadas de Brasil e Argentina. A organização militar fechada e fiel aos seus valores prezou ao longo dos séculos por preservar sua dinâmica e homogeneidade. As mudanças do mundo pós-Guerra Fria criaram novas condições que tornaram incontestável a necessidade de uma modernização institucional e reordenamento da atuação das forças, entre elas enfatiza-se a possibilidade de participação das mulheres. A pesquisa tem o intuito de identificar o processo que permeou a incorporação feminina na instituição, para tanto, se propõe a realizar um recorrido histórico do processo, com o auxílio das ações e resultados obtidos nos Estados Unidos, uma vez que é o país que mais antecedentes proporciona sobre a temática. Com vistas a responder o questionamento: como ocorreu o processo de incorporação das mulheres nas Forças Armadas de Brasil e Argentina? Realiza-se uma análise do contexto nacional de ambos os países, permeado pela transição democrática e a reformulação das relações civis-militares, da mesma forma que à atuação dos movimentos de mulheres e às mudanças no contexto internacional. Em suma, a pesquisa se desenvolve em bases qualitativas, por meio da análise de bibliografia pertinente, recorre-se, também, a fontes primárias como atas de reuniões e entrevista.
