The analyst examined those organized crime syndicates that direct their criminal activities at the United States, namely Mexican narcotics trafficking and human smuggling networks, as well as a range of smaller organizations that specialize in trans-border crime. The presence in Mexico of transnational criminal organizations, such as Russian and Asian organized crime, was also examined. In order to assess the extent of terrorist activity in Mexico, several of the country’s domestic guerrilla groups, as well as foreign terrorist organizations believed to have a presence in Mexico, are described. The report extensively cites from Spanish-language print media sources that contain coverage of criminal and terrorist organizations and their activities in Mexico. -

Transforming Mexico: social movements, human rights and social media By: Rupert Knox A thesis submitted in partial fulfilment of the requirements for the degree of Doctor of Philosophy University of Sheffield School of Languages and Cultures and Department of Sociological Studies Faculty of Arts and Humanities and Faculty of Social Sciences Submission date: 14 November 2018 Abstract Mexico’s partial democratic transition resulted in widespread violence, human rights violations, inequality, corruption and impunity, frustrating the hopes and aspirations of many sections of society. However, between 2011 and 2016 three major social movements emerged to challenge injustice and demand social change. The Movement for Peace and Justice with Dignity, YoSoy132 and Ayotzinapa 43 were plural non- institutional social mobilizations empowering those victimised and marginalized in the defective democratic settlement. Human rights discourse and digital and social media have become embedded in political discourse and social practice around the world, but their meaning, uses and implications are complex and contested. This thesis examines their role in contentious collective movements in Mexico’s specific socio-political context. Qualitative case study research methods are used to examine their dynamic uses and meanings in the three mobilization processes in order to explore their enabling and constraining features. The thesis also draws on the author’s previous experience as an international human rights advocate and researcher working on Latin America. The research shows the diverse ways that human rights discourse and digital and social media feature in the practice and meaning of each movement. They are understood to enhance key aspects of civil society mobilization processes, such as strengthening the impact of trigger events and enabling the configuration of skilled support networks, but also to entail certain constraining logics which the movements grapple with to sustain contention. -

Overview InSight Crime, a foundation that studies organized crime in Latin America and the Caribbean (Insight Crime n.d.), indicates that Mexico’s larger drug cartels have become fragmented or "splintered" and have been replaced by "smaller, more volatile criminal groups that have taken up other violent activities" (InSight Crime 16 Jan. 2019). According to sources, Mexican law enforcement efforts to remove the leadership of criminal organizations has led to the emergence of new "smaller and often more violent" (BBC 27 Mar. 2018) criminal groups (Justice in Mexico 19 Mar. 2018, 25; BBC 27 Mar. 2018) or "fractur[ing]" and "significant instability" among the organizations (US 3 July 2018, 2). Beittel Analyst in Latin American Affairs Updated December 20, 2019 Congressional Research Service 7-.... www.crs.gov R41576 Mexico: Organized Crime and Drug Trafficking Organizations Summary Mexican drug trafficking organizations (DTOs) pose the greatest crime threat to the United States and have “the greatest drug trafficking influence,” according to the annual U.S. Drug Enforcement Administration’s (DEA’s) National Drug Threat Assessment. These organizations work across the Western Hemisphere and globally. They are involved in extensive money laundering, bribery, gun trafficking, and corruption, and they cause Mexico’s homicide rates to spike. They produce and traffic illicit drugs into the United States, including heroin, methamphetamine, marijuana, and powerful synthetic opioids such as fentanyl, and they traffic South American cocaine. Over the past decade, Congress has held numerous hearings addressing violence in Mexico, U.S. counternarcotics assistance, and border security issues. Mexican DTO activities significantly affect the security of both the United States and Mexico. As Mexico’s DTOs expanded their control of the opioids market, U.S. overdoses rose sharply to a record level in 2017, with more than half of the 72,000 overdose deaths (47,000) involving opioids. Although preliminary 2018 data indicate a slight decline in overdose deaths, many analysts believe trafficking continues to evolve toward opioids. The major Mexican DTOs, also referred to as transnational criminal organizations (TCOs), have continued to diversify into such crimes as human smuggling and oil theft while increasing their lucrative business in opioid supply. According to the Mexican government’s latest estimates, illegally siphoned oil from Mexico’s state-owned oil company costs the government about $3 billion annually. -

El primer informe de seguridad entregado a mediados de oc- tubre por el presidente de la república enfatiza la desaceleración de la inseguridad sin la lógica de guerra de los dos sexenios anteriores. Con ello, el modelo de construcción de la paz va a entrar en 2020 en su primera fase. Una de las partes importantes de la nueva estrategia se localiza en la reconstrucción de los tejidos social e institucional y en la aportación de opciones a los jóvenes que eran el reclutamiento principal de los grupos del crimen organizado. Las bandas cri- minales no sólo habían capturado zonas territoriales e institucionales del Estado, sino que estaban siendo una opción delictiva para los jóvenes. La consolidación de la estructura principal de la Guardia Nacional y sus primeros despliegues han acortado lose plazos para su funcionamiento óptimo. Pero en base al artículo Quinto transitorio Constitucional de la reforma para crear la Guardia Nacional las fuerzas armadas adquirieron la seguridad jurídica de tener cinco años aún de par- ticipación en actividades de seguridad interior. -

The arrests were the result of an undercover operation that began in October 2001 and is continuing, said Attorney General Rafael Macedo de la Concha. The suspects, which included retired military personnel, law-enforcement officers and mid- level bureaucrats, are accused of providing inside information to drug traffickers in exchange for payments amounting to thousands of dollars each month. The accused workers, employees of the Procuraduria General de la Republica (PGR), the Secretaria de la Defensa Nacional (SEDENA), and the Secretaria de Seguridad Publica (SSP), relayed strategic information primarily to the cartels headed by Vicente Carrillo Fuentes, Ismael "El Mayo" Zambada, Osiel Cardenas Guillen, and Joaquin "El Chapo" Guzman. -

Abstract (Dis)Claiming Mestizofilia: Chicana/os Disarticulating Euromestizaje by Agustín Palacios Doctor of Philosophy in Ethnic Studies University of California, Berkeley Professor Laura E. Pérez, Chair This dissertation investigates the development and contradictions of the discourse of mestizaje in its key Mexican ideologues and its revision by Mexican American or Chicana/o intellectuals. Great attention is given to tracing Mexico’s dominant conceptions of racial mixing, from Spanish colonization to Mexico’s post-Revolutionary period. Although mestizaje continues to be a constant point of reference in U.S. Latino/a discourse, not enough attention has been given to how this ideology has been complicit with white supremacy and the exclusion of indigenous people. Mestizofilia, the dominant mestizaje ideology formulated by white and mestizo elites after Mexico’s independence, proposed that racial mixing could be used as a way to “whiten” and homogenize the Mexican population, two characteristics deemed necessary for the creation of a strong national identity conducive to national progress. Mexican intellectuals like Vicente Riva Palacio, Andrés Molina Enríquez, José Vasconcelos and Manuel Gamio proposed the remaking of the Mexican population through state sponsored European immigration, racial mixing for indigenous people, and the implementation of public education as a way to assimilate the population into European culture. -

The governing Partido Accion Nacional (PAN) is feeling the heat for its failure to curb drug-related violence and is to some extent also identified with the downturn that has the Mexican economy in the doldrums. The opposition Partido Revolucionario Institucional (PRI) was poised to take advantage of the PAN's woes, but many citizens are not certain whether the party has abandoned its corrupt past. The center-left parties are so fractured and corrupted that many voters do not consider them a viable alternative. This has prompted many voters to strongly consider an independent campaign to vote for "None of the Above" in the upcoming congressional and gubernatorial elections on July 5.
