Government of Nigeria - Mercury continues to provide services for the purpose of enhancing bilateral diplomatic, economic and security relations between the US and Nigeria. If/when needed we will also assist with media strategy and communications. Government of Somaliland - Request and attend meetings with US Federal Government officials to brief them on client's issue. In preparation for Tuesday's conference call with Mohamed Yonis, Foreign Minister of Somaliland, we have pulled together a briefing documentto giv e you a better understanding of the political situation in Somaliland, particularly as the state's leadership seeks to gain international recognition of Somaliland as a sovereign state. Background on Somaliland

Located in the Horn of Africa, Somaliland is a breakaway, semi-desert territory on the coast of the Gulf of Aden. Somaliland was independent for a short period in 1960, between the end of British colonial rule and its union with the former Italian colony of Somalia. More than 40 years later voters in the territory overwhelmingly backed its self-declared independence in a 2001 referendum.

Though not internationally recognized, Somaliland has established and sustained peace arid stability and held parliamentary and presidential elections. It has a working political system, government institutions, a police force and its own currency. The territory has lobbied hard to win support for its claim to be a sovereign state.1

While civil wars and chaos seem to the theme in the Horn of Africa, Somaliland, the former British protectorate, has also escaped much of the chaos and violence that plague Somalia. Somaliland stands in clear contrast to south-central Somalia, which remains a failed state without an effective government, plagued by a series of disastrous humanitarian crises.

Somaliland meets the criteria for recognition as a state, It has a permanent population, a defined territory, a functioning government and capacity to enter into relations with other states in the international community. With a thriving private business sector, duties from Berbera, a port used by landlocked Ethiopia, and livestock exports are important sources of revenue.

The Commission, the conflict prevention NGO International Crisis Group and other security and development policy think tanks have favorably recognized Somaliland's achievements.

Somaliland's leaders have distanced themselves from Somalia's central transitional government, set up in 2004 following long-running talks in , which they see as a threat to Somaliland's autonomy. In June 2012, however, they agreed to talks in London with the Somali government on settling Somaliland's status, under the aegis of Britain, the European Union and

Biography: Dr. Mohamed Yonis - Foreign Minister of Somaliland

Dr. Mohamed Bihi Yonis serves as the Foreign Minister of Somaliland since June 2013. Born in 1947, Dr. Mohamed Bihi Yonis holds a master's degree in public administration from Harvard University and a bachelor's degree in political science from Miami University. He has a diploma in education from the Teachers Training College in Hargeisa and Gohrde College in Germany, and a certificate in conflict management from the Canadian Institute for Conflict Resolution.

In September 2009, Secretary-General Ban Ki-moon and African Union Chairperson Jean Ping appointed Dr. Mohamed Bihi Yonis as Deputy Joint Special Representative for Operations and Management in the African Union-United Nations Hybrid Operation in Darfur (UNAMID). Mr. Yonis succeeded Hocine Medili of Algeria.

Dr. Yonis's prior peacekeeping experience also includes senior-level assignments in field missions, including serving as the Chief Administrative Officer with the United Nations Truce Supervision Organization (UNTSO) from 2002 to 2006 and the Chief Administrative Officer in the Office of the United Nations Special Coordinator for the Middle East Peace Process (UNSCO) from 2001 to 2002.

Before service in peacekeeping, he worked for the in C6te d'lvoire in various senior positions, including the Director and Management Adviser to the President of the Bank and the Deputy Director of Human Resources Management- Purpose of the Conference Call

Somaliland is seeking recognition as an independent state and realizes the importance of the USG's support in the process. Its leadership is also seeking to better integrate itself into the region and to attract more development assistance, trade and investment to fortify the economy. Minister Yonis welcomes the opportunity to brief Rep. Bass on the situation to date. Given Rep. Bass' passion for Africa and her position as Ranking Member of the Subcommittee oh Africa, Global Health, Global Human Rights and International Organizations, the Government of Somaliland would value her support and advocacy in Congress.
