En función de las características propias, se identifica la aptitud de cada parcela para los usos posibles del suelo. 1.1 Encuadre geográfico El municipio de Jaraba se encuentra situado en la cuenca alta del río Mesa, afluente del río Jalón por su margen derecha, entre las formaciones calcáreas de la unidad morfoestructural de la Cordillera Ibérica y la apertura de un pequeño valle hacia sectores septentrionales. Este sector aparece definido por una fisonomía heterogénea, ligada a su personalidad geográfica, su topografía, su ocupación vegetal, su clima, geomorfología y de comunicaciones, en los valles laterales del corredor entre el valle del Ebro y el centro de la Península. Aguas debajo del núcleo de Jaraba, el valle sobrepasa los materiales mesozoicos carbonatados y el río Mesa discurre sobre un estrecho valle cuaternario, donde se desarrollaba una rica huerta de vocación frutícola, en la actualidad muy abandonada y ocupada por cultivos extensivos principalmente de cereal. La cuenca circundante ha sido secularmente muy intervenida mediante una profunda roturación de su cubierta vegetal para usos agropecuarios y/o repoblaciones de coníferas (sector septentrional del término municipal). El término municipal de Jaraba se asienta tomando como eje principal el curso SO‐NE del río Mesa, alrededor del que se han formado el espacio ribereño y de regadío, y se han asentado los corredores de transporte más importantes, base de la aparición del núcleo de población.

En el artículo 10 del texto refundido de la Ley del Impuesto sobre Transmisiones Patrimo- niales y Actos Jurídicos Documentados, aprobado por Real Decreto Legislativo 1/1993, de 24 de septiembre, y en el artículo 9 de la Ley 29/1987, de 18 de diciembre, del Impuesto sobre Sucesiones y Donaciones, se establece que la base imponible de ambos impuestos estará constituida por el valor real de los bienes y derechos transmitidos. A este respecto, el artículo 57.1.b) de la Ley 58/2003, de 17 de diciembre, General Tribu- taria, dispone que el valor de las rentas, productos, bienes y demás elementos determinantes de la obligación tributaria podrá ser comprobado por la Administración tributaria mediante estimación por referencia a los valores que fguren en los registros ofciales de carácter fscal.
