Introduction At present time, JSC Novorossiysk Commercial Sea Port is the largest port in the Black Sea region. By traffic, the company takes the first place among ports of all FSU countries and ranks among the ten largest European seaports. JSC Novorossiysk Commercial Sea Port (NCSP) has a dominant role in the port’s cargo handling. The company was founded in December 11, 1992. NCSP handles oil, steel and non-ferrous metals, paper and pulp, raw sugar, fertilizers and containers up to 45 million tons in total per year. Oil and oil products throughput makes up 20 % of the national oil export, other cargoes, about 60 % of all cargo handled in Russian seaports. Non-freezing Tsemess bay and a system of piers and breakwaters allow for all-year navigation, while navigation safety is secured by the company’s Traffic Control equipped with the computerized control system. An advanced system of rail and motor communications connects Novorossiysk Commercial Sea Port with the key industrial and administrative centers of Russia, Transcaucasia, and the Central Asia, so the company maintains trade routes to the Middle East, East Asia, Southeast Asia, Africa and South America. Relative proximity to largest foreign markets makes Novorossiysk seaport a very attractive shipping terminal. 4 2. General information about the port of Novorossiysk Location: Novorossiysk is situated in the North of Novorossiysk Bay in the North-Eastern part of the Black Sea. General overview: The port consists of two harbors, one is for oil and the other one is for dry cargo. The port specializes in handling grain, sugar, metal, scrap, mineral fertilizers, refrigeration, timber and crude oil cargoes. Traffic figures: Approximately 10,000,000 tons of general cargo and 40,000,000 tons of crude oil handled annually. Approximately 6,000 vessels visit the port annually. 2.1. Climate The climate is close to Mediterranean one. In winter-time the air masses from the northern regions are taking hold of the city while in the summer the air is of tropical origin. There are favorable natural conditions. Ice-free Tsemes Bay allows year-round operations, and the port's system of seawalls and breakwaters provides sufficient protection for port facilities, minimizing downtime due to weather conditions. But the blowy weather lasts from November to March and three-day storms with severe wind are pretty common. It makes difficulties for different port operations. 2.3. Rules and regulations of Port Authorities Pilotage and pilot service at the port area of Novorossiysk is obligatory for all Russian and foreign vessels and is carried out around the clock. At the port of Novorossiysk mooring operations for all vessels with gross registered tonnage over 200 are carried out with obligatory tow supply. In the case of south winds with the speed over 14 meters per second (or in the case of unfavorable weather forecast) vessels mooring to berths №№ 4, 9, 14, 17, 40, 41 and JSC «Novorossiysk Grain Terminal» berths №№ 1, 2, 3 is prohibited. If the speed of wind is close to 17 meters per second and a gale warning is announced all mooring operations are carried out only with special permission of Novorossiysk port harbor master. In the case of gale warning of north-eastern winds increase the vessels moored to the berths №№ 4, 5, 6, 6(a), 10, 11, 12,13, 18, 19, 20, 23, 24, 27, 29, 30, 31, 32-5, 39 should have additional strong mooring lines in order not to be torn off the berths. In the case of gale warning of south winds increase (over 17 meters per second) the vessels moored to «Novorossiysk Commercial Sea Port» berths №№ 4, 9, 14, 17, JSC «Novorossiysk Grain Terminal» berths №№ 1, 2, 3, 4, 40, 41 and «Novorossiysk Ship-Repair Yard» berth № 1 should be shifted to road immediately. If the wind speed is over 17 meters per second all port cargo handling operations are prohibited. 6 2.4.
