It has more proven natural gas reserves than any other country, is among the top ten in proven oil reserves, is the largest exporter of natural gas, the second largest oil exporter, and the third largest energy consumer. Energy exports have been a major driver of Russia’s economic growth over the last five years, as Russian oil production has risen strongly and world oil prices have been very high. This type of growth has made the Russian economy dependent on oil and natural gas exports and vulnerable to fluctuations in oil prices. The Russian government has moved to take control of the country’s energy supplies. It broke up the previously large energy company Yukos and acquired its main oil production subsidiary. The Duma voted to give Gazprom, the state- controlled natural gas monopoly the exclusive right to export natural gas; Russia moved to limit participation by foreign companies in oil and gas production and Gazprom gained majority control of the Sakhalin energy projects. Russia has agreed with Germany to supply Germany and, eventually, the UK by building a natural gas pipeline under the Baltic Sea, bypassing Ukraine and Poland. In late 2006 and early 2007, Russia cut off and/or threatened to cut off gas or oil supplies going to and/or through Ukraine, Moldova, Georgia, and Belarus in the context of price and/or transit negotiations — actions that damaged its reputation as a reliable energy supplier.

    The Russia You Never Met MATT BIVENS AND JONAS BERNSTEIN fter staggering to reelection in summer 1996, President Boris Yeltsin A announced what had long been obvious: that he had a bad heart and needed surgery. Then he disappeared from view, leaving his prime minister, Viktor Cher- nomyrdin, and his chief of staff, Anatoly Chubais, to mind the Kremlin. For the next few months, Russians would tune in the morning news to learn if the presi- dent was still alive. Evenings they would tune in Chubais and Chernomyrdin to hear about a national emergency—no one was paying their taxes. Summer turned to autumn, but as Yeltsin’s by-pass operation approached, strange things began to happen. Chubais and Chernomyrdin suddenly announced the creation of a new body, the Cheka, to help the government collect taxes. In Lenin’s day, the Cheka was the secret police force—the forerunner of the KGB— that, among other things, forcibly wrested food and money from the peasantry and drove some of them into collective farms or concentration camps. Chubais made no apologies, saying that he had chosen such a historically weighted name to communicate the seriousness of the tax emergency.1 Western governments nod- ded their collective heads in solemn agreement. The International Monetary Fund and the World Bank both confirmed that Russia was experiencing a tax collec- tion emergency and insisted that serious steps be taken.2 Never mind that the Russian government had been granting enormous tax breaks to the politically connected, including billions to Chernomyrdin’s favorite, Gazprom, the natural gas monopoly,3 and around $1 billion to Chubais’s favorite, Uneximbank,4 never mind the horrendous corruption that had been bleeding the treasury dry for years, or the nihilistic and pointless (and expensive) destruction of Chechnya.

    PART 1 The Proton in the East COPYRIGHTED MATERIAL 1 Vladimir Chelomey: From the V1 to Proton Vladimir Nikolayevich Chelomey was born on June 17, 1914 (Julian calendar), or June 30, 1914 (Gregorian calendar) into a family of teachers in Sedletz (Poland). He spent his childhood in Poltava and then moved to Kiev in 1926. At 18 years of age, he finished his studies at the Technicum Automobile of Kiev (Ukraine) and entered the Institut PromEnergetik, studying the internal combustion engine. But the young Vladimir was interested in the then emerging field of aviation. He was accepted into the aerospace faculty at the Kiev Polytechnic Institute (since renamed the National Aerospace University). During his first year, while studying, he also worked as a technician in the subsidiary of the Institute of Civil Aviation. Figure 1.1. Vladimir Chelomey (source: rights reserved) In 1936, while still a student, he published a paper on vector analysis and taught vibration theory to engineers working at the Zaporozhye aircraft engine factory. This production facility, no. 29 (now Motor Sich), had the manufacturing license for French engines Gnome and Rhône at the time.     Preface The Arms Debate: American Security or International Turmoil The United States is the world’s most prolifi c producer and distributor of arms and military equipment. Having exploded into the arms trade business after World War II, the United States has since dominated an industry worth an estimated $100 billion each year and still growing. According to the Stockholm International Peace Research Institute ( SIPRI), weapons sales between 2013 and 2017 were 10 percent higher than from 2008 to 2012. Much of this escalation can be attributed to the on- going effort to combat radical militant organizations and the alleged need to provide weapons to war-torn regions to prevent instability. The United States accounts for 34 percent of all arms sales, an increase from 30 percent in 2012. Comparatively, the United States output of arms is 58 percent higher than that of the next most prolifi c arms dealer, Russia. America’s role in arms trading is controversial. When the United States started dealing weapons during World War I, allied lobbyists and politicians created the perception that the arms trade benefi tted the American middle and working classes. As America progressed as an arms dealer during World War II, it was argued that arms trading was a necessary feature of American foreign policy, enabling the Unit- ed States to exert indirect infl uence over allies and even potential enemy states and providing leverage for essential economic and foreign policy initiatives. Neverthe- less, America has had an active, growing anti-arms trading lobby since World War II which argues that America’s involvement in the industry is immoral and creates more problems than it solves.

    ABSTRACT Title of Thesis: CLASSIFYING BIAS IN LARGE MULTILINGUAL CORPORA VIA CROWDSOURCING AND TOPIC MODELING Team BIASES: Brianna Caljean, Katherine Calvert, Ashley Chang, Elliot Frank, Rosana Garay Jáuregui, Geoffrey Palo, Ryan Rinker, Gareth Weakly, Nicolette Wolfrey, William Zhang Thesis Directed By: Dr. David Zajic, Ph.D. Our project extends previous algorithmic approaches to finding bias in large text corpora. We used multilingual topic modeling to examine language-specific bias in the English, Spanish, and Russian versions of Wikipedia. In particular, we placed Spanish articles discussing the Cold War on a Russian-English viewpoint spectrum based on similarity in topic distribution. We then crowdsourced human annotations of Spanish Wikipedia articles for comparison to the topic model. Our hypothesis was that human annotators and topic modeling algorithms would provide correlated results for bias. However, that was not the case. Our annotators indicated that humans were more perceptive of sentiment in article text than topic distribution, which suggests that our classifier provides a different perspective on a text’s bias.
