MR MMUSI: Mr Chairperson, I have the honour to present to this Honourable House, my Ministry’s 2021/2022 Recurrent and Development Budget proposals. Before presenting my budget proposals, please allow me to give an overview of the major activities undertaken by my ministry during the 2020/2021 financial year as well as progress achieved.

MINISTRY HEADQUARTERS - 2501 Legislative and Policy Development and Reform

Mr Chairperson, the ministry legislative and policy development programme is intended to improve access to justice and regulate legal services through the review, amendment and enactment of necessary and relevant legislation and policy. With respect to this, in my last address I informed this Honourable House of the development of a Sex Offenders Registry Bill, the amendment of Legal Practitioners Act and the development of a Sentencing Policy (Alternatives to Imprisonment). The Sentencing Policy (Alternatives to Imprisonment) is expected to be completed by April 2021.

I am pleased to report that this Honourable House passed the Sex Offenders Registry Bill in December 2020. Advanced consultations are ongoing with the Law Society of Botswana and other key stakeholders on the Legal Practitioners Bill, 2020. This Bill will among others, address certain public concerns about non-professionalism by some members of the legal fraternity and enhance disciplinary structures and processes for the profession.

Mr Chairperson, I am pleased to inform the House that during the forthcoming financial year, the Criminal Procedure and Evidence Act will be holistically reviewed in order to enhance its effectiveness and relevance to current times.
