    HIV/AIDS Behavioural Surveillance Survey (BSS) Dukwi Refugee Camp, Botswana May 2013 UNHCR & Botswana Ministry of Health 1 Acknowledgements The 2012 Botswana Behavioural Surveillance Survey (BSS) was a joint effort of UNHCR and the Botswana Ministry of Health, with funding from UNAIDS and WHO, and the support of Botswana Red Cross Society. The BSS was initiated and coordinated by Ms. Marian Schilperoord of UNHCR Geneva, and Dr. Njogu Patterson of UNHCR Pretoria, whose depth of experience overseeing similar surveys was incredibly valuable. Dr. Emmanuel Baingana of UNAIDS and Dr. Eugene Nyarko of WHO lent invaluable advice and support during critical phases of the project, and we are exceptionally grateful. The investigation team was led by the Principal Investigator Ms. Aimee Rose who managed the adaptation of the protocol and tools, field work, analysis and reporting. Dr. Marina Anderson, Co‐ Principal Investigator from the Ministry of Health, provided excellent technical oversight and coordination with the Ministry of Health. The indicators in this report cover data on dam levels, water production, billed water consumption, non-revenue water, and water supplied to mines. It is envisaged that coverage of indicators will be expanded as more data becomes available. International standards and guidelines were followed in the compilation of this report. The United Nations Framework for the Development of Environment Statistics (UNFDES) and the United Nations International Recommendations for Water Statistics were particularly useful guidelines.     Local Communities, CBOs/Trusts, and People–Park Relationships: A Case Study of the Kgalagadi Transfrontier Park, Botswana Naomi Moswete and Brijesh Thapa Introduction The concept of community-based natural resources management (CBNRM) was introduced in Botswana in the early 1990s, and was premised on the idea that rural people must have the power to make decisions regarding utilization of natural resources (Mulale et al. 2013). CBNRM was built on the need for local participation and involvement in the management and utilization of protected areas, as well as community empowerment within and adjacent to them (Thakadu 2006; Mutandwa and Gadzirayi 2007). Based on these fundamental tenets, the CBNRM initiative was designed to alleviate poverty, advance conservation, strengthen rural economies, and empower communities to manage and derive equitable benefits from resources, as well as determine their long-term use (Arntzen et al. 2003; GoB 2007). Since its adoption, the implementation arm for CBNRM initiatives has been largely orchestrated through the formation and operation of a local community-based organization (CBO) and/or community trust (Moswete et al. 2009; Mbaiwa 2013). This local organizational entity (here- after referred to as a CBO/Trust) has evolved as an instrumental tool for rural communities as it provides a forum for them to negotiate their interests, problems, goals, and aspirations in a democratic and participatory process (Rozemeijer 2001; Arntzen et al. 2003; Mbaiwa 2013). This paper examines how local residents assess CBOs/Trusts, and people–park relation- ships, within the context of the Botswana portion of the Kgalagadi Transfrontier Park (KTP). Botswana Population at 2 Million Botswana’s population has reached the 2 million mark. Preliminary results show that there were 2 038 228 persons enumerated in Botswana during the 2011 Population and Housing Census, compared with 1 680 863 enumerated in 2001. Suffice to note that this is the de-facto population – persons enumerated where they were found during enumeration. 2. General Comments on the Results 2.1 Population Growth The annual population growth rate 1 between 2001 and 2011 is 1.9 percent. This gives further evidence to the effect that Botswana’s population continues to increase at diminishing growth rates. Suffice to note that inter-census annual population growth rates for decennial censuses held from 1971 to 2001 were 4.6, 3.5 and 2.4 percent respectively. A close analysis of the results shows that it has taken 28 years for Botswana’s population to increase by one million. At the current rate and furthermore, with the current conditions 2 prevailing, it would take 23 years for the population to increase by another million - to reach 3 million. Marked differences are visible in district population annual growths, with estimated zero 3 growth for Selebi-Phikwe and Lobatse and a rate of over 4 percent per annum for South East District. Most district growth rates hover around 2 percent per annum. High growth rates in Kweneng and South East Districts have been observed, due largely to very high growth rates of villages within the proximity of Gaborone.
