NTLO YA DIKGOSI O R D E R P A P E R (TUESDAY 25TH JUNE, 2019) QUESTIONS 1. KGOSI D. S. TOTO II (KGALAGADI SOUTH REGION): To ask the Minister (701) of Finance and Economic Development whether he will upgrade the Makopong, Middlepits and Bokspits border posts to cater for good livestock breeds purchased from South Africa by Batswana so as to address the long distance currently travelled to McCarthy’s Rust and Bray border posts to access services. 2. KGOSI D. S. TOTO II (KGALAGADI SOUTH REGION): To ask the Minister (703) of Finance and Economic Development if he will extend the hours of operation at Hereford, Makopong, Middlepits and Bokspits border posts. 3. KGOSI D. S. TOTO II (KGALAGADI SOUTH REGION): To ask the Minister (707) of Environment, Natural Resources Conservation and Tourism to update this Honourable House on progress made to give farmers including Young Farmers, part of the Wildlife Management Areas to address shortage of grazing land, stock theft and movement of animals to South Africa. 4. KGOSI C. COCK (THAMAGA REGION): To ask the Minister of (708) Employment, Labour Productivity and Skills Development to explain:- (i) what the law states on employment of security personnel regarding emolument; (ii) if he is aware that there are security companies that pay such workers as late as mid-month following the supposed month of payment; and if so, (iii) what action can be taken against such companies. 5. KGOSI P. J. CHIKA III (CHOBE REGION): To ask the Minister of Local (709) Government and Rural Development to explain why there has been an overstay of extension workers in the Chobe Region. 6. KGOSI D. S. TOTO II (KGALAGADI SOUTH REGION): To ask the Minister (710) of Tertiary Education, Research, Science and Technology:- (i) if he will consider expanding the Botswana Open University to Tsabong to bring education closer to the student community residing there instead of travelling to Kang and Gaborone; and 1 (ii) to use the Tsabong Junior Secondary School infrastructure which is currently lying idle. 7. KGOSI G. MODISE (TSWAPONG REGION): To ask the Minister of Local (711) Government and Rural Development whether he is aware of the following words that appear on page eight (8) of the Five Year Strategic Plan for Tribal Administration, "There are eight main tribes being Bakgatla, Bakwena, Batlokwa, Bangwato, Barolong, Balete, Bangwaketse and Batawana”. There is a special recognition for the four back regions which are North-East, Chobe, Ghanzi and Kgalagadi. The arrangement was done deliberately because the regions are made up of an aggregation of tribes which are independent from one another:- (i) if the Minister is aware of these words, what is Government's opinion regarding these words as they are tribalistic in nature; (ii) has the Minister mentioned such kind of words in this 21st century where respect and equality are expected for all citizens of this country; (iii) can the Minister confirm that the Government of Botswana is the one that came up with what is said to be a special recognition for the communities of:- (a) North-East, (b) Chobe, (c) Ghanzi and (d) Kgalagadi. (iv) can the Minister further explain to this Honourable House what the words "back four regions" mean because these are fully fledged districts within the Republic of Botswana; (v) can the Minister further state whether in view of Section 77(1)(a) of the Constitution of Botswana that recognises persons from the areas stated therein, which persons for the time being perform the functions of the office of Kgosi in the stated areas, has Government now changed, given these provisions of the Constitution, downgraded or referred to Dikgosi from the said areas as Dikgosi of the back four regions; (vi) how much can it cost Government to recognise Dikgosi from other tribes as Dikgosi; and 2 (vii) can the Minister further explain the relationship between unrecognised tribes to those which they are made to be their subjects, such as:- (a) Batswapong; (b) Babirwa; (c) Bakalanga; and other tribes in other regions, to the recognised ones, and if that arrangement is still relevant after fifty-two (52) years of independence. 8. KGOSI R. KHUWE (TUTUME REGION): To ask the Minister of Local (712) Government and Rural Development to explain:- (i) why there is delay in the appointment of Court Clerks at Maitengwe and Mathangwane Customary Courts; (ii) if he is aware that there is delay in the filling of posts for Court Clerks at some newly upgraded courts like Semitwe, Makuta and others; if so (iii) when will he address the above situations. 9. KGOSI I. J. TITUS (SPECIALLY ELECTED): To ask the Minister of Health (713) and Wellness to apprise this Honourable House:- (i) when the Bokspits Clinic and staff houses were last maintained and if there are any plans to renovate them; and (ii) if the back-up generator that was installed at Bokspits Clinic in 2016 was under warranty since it only operated once and stopped functioning. 10. KGOSI P. J. CHIKA III (CHOBE REGION): To ask the Minister of Health (714) and Wellness if he will construct two more staff houses for Parakarungu Clinic inside the clinic premises since the houses they are occupying outside the clinic are far from the clinic and as a result pose a threat to their safety when they have to attend to patients at night especially that there is no ambulance and wild animals roam the place. 11. KGOSI R. KHUWE (TUTUME REGION): To ask the Minister for (715) Presidential Affairs, Governance and Public Administration to explain the criteria used by the District Commissioner’s Office in appointing Government employees to read the message from His Excellency, The President during Independence Day Celebrations at Customary Courts. 12. KGOSI D. S. TOTO II (KGALAGADI SOUTH REGION): To ask the Minister (716) of Agricultural Development and Food Security to update this Honourable House on progress made in the construction of the small stock mini abattoir at Tsabong. 3 13. KGOSI D. S. TOTO II (KGALAGADI SOUTH REGION): To ask the Minister (717) of Employment, Labour Productivity and Skills Development to explain why a technical college that was promised to the community of Tsabong in Kgalagadi South by Government has not been built. 14. KGOSI R. KHUWE (TUTUME REGION): To ask the Minister of Local (718) Government and Rural Development to explain the delay in installing direct telephone lines in the Headman of Records offices as they currently share telephone lines with Court Clerks. 15. KGOSI D. S. TOTO II (KGALAGADI SOUTH REGION): To ask the Minister (719) of Agricultural Development and Food Security to state when his Ministry will make an arrangement for farmers at Bokspits to slaughter their livestock in their butcheries and transport the meat through the Bokspits border post with refrigerated trucks to South Africa for selling. 16. KGOSI R. KHUWE (TUTUME REGION): To ask the Minister for (720) Presidential Affairs, Governance and Public Administration:- (i) if he is aware that the term for Members of Ntlo ya Dikgosi is not five (5) years as stipulated due to the fact that Ntlo ya Dikgosi convenes months after National Assembly has been constituted; and (ii) what he intends to do to address this anomaly. 17. KGOSI D. S. TOTO II (KGALAGADI SOUTH REGION): To ask the Minister (721) of Health and Wellness if he will consider constructing a non- communicable disease clinic at Tsabong to relieve patients from travelling long distance to get specialized treatment at Block 6 Clinic in Gaborone. 18. KGOSI I. J. TITUS (SPECIALLY ELECTED): To ask the Minister of Local (722) Government and Rural Development:- (i) to explain if the Directorate of Public Service Management (DPSM), Directive No. 1 of 2008, Presidential Directive Cab 8(A) of 2008 and Savingram OKS 4/2006/5 Volume 1 (101) dated 11th April, 2011 on scarce skill allowance also applies to the Tribal Administration employees; and if not, (ii) what are the reasons for the exclusion and if he will consider including them. 19. KGOSI D. S. TOTO II (KGALAGADI SOUTH REGION): To ask the Minister (723) of Health and Wellness to explain the delay in the construction of a primary hospital that was promised to the community of Middlepits. 4 NOTICE OF MOTIONS (FOR TUESDAY 25TH JUNE, 2019) CONSTRUCTION OF A MINI INDUSTRIAL WORKSHOP AT TSHANE PRISON 1. “That this Honourable House requests Government to construct a Mini Industrial Workshop at Tshane Prison which will be used for the training of inmates to provide them with different skills which will assist them in their post imprisonment life.” (Kgosi M. Monyamane – Kgalagadi North Region) RESTRUCTURING OF LANDBOARDS IN BOTSWANA 2. “That this Honourable House requests Government to restructure landboards in Botswana for purposes of good governance and best practices.” (Kgosi G. Modise – Tswapong Region) SETTING UP OF A PRESIDENTIAL MUSEUM 3. “That this Honourable House requests Government to set up a Presidential museum which will not only house all matters that have been declassified but also be used as a depository for very important moments in the life of a President, and the decisions they made which will boost researchers, media and the nation at large.” (Kgosi T. Masunga – Specially Elected) SETTING UP OF A COMMISSION OF INQUIRY TO ESTABLISH THE RATE OF DEATH AND DISABILITY IN GOVERNMENT HOSPITALS 4. “That this Honourable House requests Government to set up a commission of inquiry to establish the rate of death and disability in Government hospitals as a result of negligence by staff in the past five years in order to take corrective measures to save lives.” (Kgosi G.
