MINISTER OF LAND MANAGEMENT, WATER AND SANITATION SERVICES (MR MZWINILA): Thank you Mr Speaker. Mr Speaker, the number of pending applications for land allocation and age analysis per sub land board is a lengthy document, but I will just summarise and give the Member all the information. Essentially, the number of applications at the present moment is at 1,294,362 across 44 sub land boards. The age analysis is also shown and we will provide the information. We have waiting lists in terms of more than one, two, three years and five years and we will also provide that information in a table format to the Honourable Member.

(i) The age of analysis is also shown in the table;

(ii) The causes of delay are many and varied but the predominant ones are;

(a) High cost incurred in land servicing.

(b) Long processes in land acquisition for expansion of settlements.

(c) It is a requirement that Strategic Environmental Assessment (SEA) is undertaken prior to demarcation of land. The land board usually does not have enough funds to pay for the assessment. (d) Reluctance by ploughing fields owners to relinquish their fields to the land board for village expansion citing low compensation rates. (e) Shortage of physical planners and funds at district councils to prepare and design layout. (iii) I cannot say we have a crisis in Botswana with respect to land allocation. This is because out of the 1,294,362 pending applications, only 505,600 applicants do not have plots or have not applied in other sub land boards. In other words, in the waiting list 60 per cent of the people should not be there. Only 40 per cent should actually be on the waiting list and we are going to remove that 60 per cent because the Land Policy clearly states that they should not be in the application list. Therefore, I can say my ministry has challenges to meet the demand for land by Batswana even though the supply does not always meet the demand.

(iv) Mr Speaker, my ministry came out with several measures as a matter of urgency to address the situation which include among others: (a) Development of the Public Private Partnership (PPP) Strategy in Land Servicing;

(b) Commencement of the revised Tribal Land Act which will compensate tribal land at market value;

(c) Out sourcing of preparation of detailed layouts.

(d) Collaboration with other stakeholders such as the district council to expedite the preparation of layouts. Also Mr Speaker, to develop an average plot, to provide access road, water and sewage, the average cost is P120,000 for a single plot. If you factor in supplying electricity, the average cost per plot is P140,000 per plot. Thus, the amount we have calculated in order to provide serviced plots to the uncleaned waiting list is P155,323,440,000 which is unattainable, given the financial situation of this country and the Government. The Ministry of Trade should also initiate how it could go about doing things; by so doing, we would go somewhere. The bulk of the budget in this country is spent on importing food, but we have good soils, we have everything, and when it comes to meat; we have plenty of cattle and small livestock. The remaining thing is to amend and modify how we do things at the Botswana Meat Commission (BMC), which seems to be slowly becoming extinct. If we could do that, we would be headed in the right direction. If we are going to just stay here saying we are empowering people, people are going to become educated in numbers, and eventually someone will become a Professor, and the other one will be saying I have a doctorate; is it edible?
