INTRODUCTION The Chicago Transit Authority (“CTA”) operates the nation’s second largest public transportation system, providing bus and elevated/subway train service for the City of Chicago and 40 surrounding suburbs. The CTA operates 24 hours a day, year-round. On an average weekday, approximately 1.7 million rides are taken on the CTA. CTA is an integral part of the Chicagoland regional economy and its mission is to deliver quality, affordable transit services that link people, jobs and communities. CTA’s Corporate Partnership program is a strategic initiative designed to create partnerships with well-established sponsors for a broad range of CTA assets. This innovative program creates business across the board. AMTRAK Information Ridership & Endpoint OTP Virginia financially supports four Amtrak routes which connect the Commonwealth to destinations in the Northeast. Ridership for state-supported trains is listed below. Information is reported on the federal fiscal year (FFY) schedule (October – September). Second train to Norfolk, VA started March 4, 2019 and was an extension of a daily roundtrip between Washington D.C. and Richmond. Amtrak train schedules were optimized for Washington - Norfolk, Washington - Newport News and Washington - Richmond routes as part of start of second Norfolk train. Florio Chairman, Subcommittee on Commerce, Transportation and Tourism Committee on Energy and Commerce House of Representatives The Honorable Robert Torricelli House of Representatives In your letter of January 13,1986, you asked that we determine whether Amtrak’s Auto Train is recovering its costs and whether Amtrak’s federal appropriations are used to subsidize Auto Train’s operations. On June 20, 1986, we briefed your offices on the results of our review and, as requested, have summarized the information we pre- sented in this report. Individual Amtrak trains are not required to recover their total costs. However, the Rail Passenger Service Act of 1970, as amended, estab- lished a ceiling on the loss-per-passenger-mile (one passenger traveling 1 mile) that a train can sustain before Amtrak must discontinue or adjust the service. Amtrak adjusts the loss-per-passenger-mile figure annually to reflect inflation. In fiscal year 1985, for long-distance trains, such as Auto Train, the loss cannot exceed 10.8 cents per passenger mile. The loss, however, is calculated using short-term avoidable costs rather than total costs. Short-term avoidable costs are day-to-day operating costs, such as train and engine crew expenses, that, in general, would cease as soon as a train was discontinued. -
