Alguns chamam-lhe sociedade de informação, outras do conhecimento, outros ainda da aprendizagem. O mundo em que vivemos caracteriza-se pela existência de um fluxo intenso de informações, em permanente mudança, onde o conhecimento é um recurso flexível, sempre em expansão e em transmutação. Neste contexto, a Educação, confronta-se com um imenso desafio: dotar a humanidade da capacidade de dominar o seu próprio desenvolvimento, contribuindo para o progresso da sociedade em que vive, baseando o desenvolvimento na participação responsável dos indivíduos e das comunidades. À Escola solicita-se o exigente papel promover competências para participar e interagir num mundo global, competitivo, que valoriza a flexibilidade, a capacidade de adaptação, a criatividade, a inovação e, sobretudo, a capacidade de compreender que a aprendizagem é um processo que ocorre ao longo de toda a vida, quer de forma autónoma, quer na interação com outras pessoas. Os municípios não são alheios a esta tendência e assumem, necessariamente, novas responsabilidades educadoras no âmbito da formação e promoção do desenvolvimento de habitantes de ambos os sexos, de todas as idades e de todos os estratos socioeconómicos. A construção do Projeto Educativo Municipal constitui o primeiro passo para a assunção de Valongo enquanto um município e concelho educadores que desde o primeiro momento assumi, na altura enquanto membro da Assembleia Municipal. Enquanto presidente da Câmara Municipal de Valongo reconheço que se trata de uma forma consistente de identificação de desafios emergentes, uma forma de contrariar fatores deseducativos instalados e superar a fragmentação e duplicação de serviços, racionalizando a utilização dos recursos. Implicando todos os agentes educativos do território e todas as áreas municipais, recorrendo à participação de indivíduos e instituições e assumindo a proximidade e a vinculação do PEM ao território e à comunidade, este documento visa, pois, apresentar aquelas que são consideradas as linhas orientadoras das políticas educativas no concelho de Valongo entre 2013 e 2017. O passo seguinte visa encontrar, com ambição, a melhor solução educativa para as dificuldades e anseios identificados neste documento. José Manuel Ribeiro Presidente da Câmara Municipal de Valongo 4 PROJETO EDUCATIVO MUNICIPAL DE VALONGO A Educação deve ser, cada vez mais, uma preocupação central do concelho de Valongo tendo em vista o desenvolvimento económico e social da sua população, na sua maioria jovem. Ao assumir responsabilidades acrescidas na área da educação, faço-o com a convicção de que é a nível local, na identidade e especificidade própria de cada território, com as dinâmicas sociais que lhe estão associadas, que a educação deve encontrar as melhores soluções para as populações e as comunidades. Pese embora todas as responsabilidades legalmente definidas ao nível autárquico não hesitamos pois em assumir o desafio de concluir o processo de construção do Projeto Educativo Municipal (PEM), na senda dos quatro pilares enunciados pela UNESCO para a educação do presente século: aprender a conhecer; aprender a ser; aprender a fazer; aprender a viver em conjunto. Neste sentido o documento que ora se apresenta assenta em três eixos essenciais: o sucesso educativo, a aprendizagem ao longo da vida e a empregabilidade; a cidadania e a igualdade; a articulação / comunicação e planeamento na comunidade educativa. O PEM é uma vertente essencial do projeto estratégico de desenvolvimento local, especificando o sentido da ação educativa do território e o seu modo singular de se organizar. Define as opções básicas, os princípios orientadores, os objetivos e linhas prioritárias de atuação que devem presidir e conduzir à definição e à execução de políticas educativas da cidade. O Município de Valongo assume-se pois como entidade parceira dinamizadora, que assume a sua função e poder educativo em conjunto com os restantes agentes locais, definindo em conjunto com os estabelecimentos de educação e ensino da rede pública e privada, as associações culturais e desportivas, as entidades formadoras, as instituições sociais, associações de pais e mães, as empresas uma estratégia global que permita encontrar soluções locais para problemas e anseios comuns. O desafio seguinte consiste, através de conhecimento partilhado, diálogo, experiências conjuntas, criar ações concretas que unem dimensões da vida que habitualmente se apresentam como dissociadas: a educação e formação ao longo da vida, a oferta e a procura de emprego, o cultural, o económico e o social. Concertando o formal, não-formal e o informal pretende-se criar uma dinâmica educativa participada, resultante de mudanças individuais, grupais e comunitárias que

    © Lonely Planet Publications 382 The Douro THE DOURO The meandering Rio Douro has shaped both the geography and the history of this dramatic region. The Douro region is home to Portugal’s most famous vineyards, including those of the Alto Douro, one of the oldest demarcated wine regions on the planet and a Unesco- declared World Heritage Site. The gateway to the region is Porto, the historic city at the mouth of the river. Wealth from its wine trade has long powered the economy, leaving a legacy of intricately carved cathedrals, beaux-arts boulevards and Parisian-style squares. It is also a city with a burgeon- ing cultural scene, with cutting-edge modern architecture, forward-looking theatres and galleries, and uninhibited nightlife. Upriver from Porto, the steeply terraced vineyards show vintners’ Herculean efforts to shape this region over the centuries. The riverbanks stretch skyward at impossibly steep angles and are covered by vines. For the curious, there are numerous ways to delve into the Douro experience: visiting vineyards, sailing the Douro, embarking on scenic train journeys, staying in a chateau on a working wine estate, or sampling an aged port in an 18th-century wine-cellar. The Douro is also a fascinating place to glimpse the artistic treasures left by previous inhabitants. Highlights include Stone Age petroglyphs, Visigothic churches and magnificent baroque churches slumbering in tiny villages. And while the coast isn’t the Douro’s big draw, there are some worthwhile stops here, including picturesque Vila do Conde, a once- important shipbuilding centre. Note that this chapter includes a few towns that are technically in the Beira Alta and Trás-os-Montes regions but lie along the Rio Douro.
