    Rt Hon Trevor Mallard Speaker House of Representatives Mr Speaker, Privilege complaint RE: Electoral (Integrity) Amendment Bill and NZ First MPs’ $300,000 Resignation Obligation Contract Liability. I wish to raise, under Standing Order 402, a matter of privilege in respect of a contempt under Standing Order 410 (f), in which Members of Parliament have failed to declare a financial interest they have in the Electoral (Integrity) Amendment Bill. This privilege issue is in respect of Rt Hon Winston Peters, Hon Tracey Martin, Hon Ron Mark, Hon Shane Jones, Darroch Ball, Jenny Marcroft, Clayton Mitchell, Mark Patterson and Fletcher Tabuteau. The summary of the privilege issue is that these nine Members of Parliament have a personal financial interest in the Electoral (Integrity) Amendment Bill in that they have entered into a resignation obligation contract with a personal liability of $300,000 dollars as required under the New Zealand First Party Constitution section 57 (h). This $300,000 liability is nullified under NZ First’s constitution in the event of legislation such as the Electoral (Integrity) Amendment Bill being passed. The first test is whether these nine MPs have a financial interest under Standing Order 164. A financial interest is a direct financial interest that might accrue to a member personally as a result of the House’s consideration of a particular item of business. The specific contract affecting each member for the sum of $300,000 is clearly a financial interest, and the fact that this liability is nullified by the passage of the Electoral (Integrity) Amendment Bill means they have a financial interest in terms of Standing Order 164.

    Global Legislators for a Balanced Environment (GLOBE) ‘Unlocking New Zealand’s Mitigation Opportunities’ GLOBE-NZ Consultancy Project As part of its work, GLOBE-NZ is contracting a London-based consultancy firm, Vivid Economics Ltd, to complete an independent report on alternative pathways for New Zealand’s transformation toward a low-emission economy. Drawing from New Zealand information sources and international best practice, the report will assess mitigation opportunities, costs and co-benefits; barriers to progress; and integrated policy options for unlocking mitigation opportunities. Vivid has conducted previous work on climate change mitigation and green growth in New Zealand. This project covers the period Sept. 2016 to February 2017. To enable engagement with New Zealand experts and sector representatives, it will include a series of visits to New Zealand by members of Vivid over that period. The first visit (21- 29 Sept.) involved the Director of Vivid, John Ward. It was Mr Ward’s intention to gain an initial insight into the current (post-Paris) climate policy situation in New Zealand, brief key experts and sector groups on the project, and set the stage for more in-depth engagement during a visit by members of Vivid’s broader team starting in late November. The funding for the project is provided by New Zealand-based foundations, companies and individuals, and also by Wellington-based embassies.1 By enabling an independent synthesis of the latest information on climate change mitigation opportunities in New Zealand and international best practice, we hope that this project will help to inform parliamentary debate and deliberation and future decision-making by government, business and civil society.

Jacinda Ardern is far tougher underneath than she looks on the surface and has very strong personal approval ratings. Also, if there is a big global shock before the election on 19 September (will COVID-19 be one?), the 'devil you know' factor will probably work in this first-term government's favour. Of course, she might be 'gone by lunchtime', to quote someone who was gone by lunchtime. Never say never in politics, I learnt decades ago. But my aim in this talk is to take the wider and longer view than just of one person in one place at one time. First, look back half a century. I have been doing that in the book I have drafted – my final book which may not be publishable and even if publishable may not be published. It covers 50 years in our politics of the generation born from 1942 to 1961, whom I call in the book the Upstarts – from Sgt Pepper's Lonely Hearts Club Band in June 1967 to Jacinda Ardern's swearing in on 26 October 2017. As a journalist I watched the Upstarts' noisy prancing in 1968 – a Peace Power Politics conference, the Governor-General evading a huge protest by sliding in through a side door to open Parliament – then, from 1969 (aside from four years in London) from the vantage point of the parliamentary press gallery.

We are members of the Parliamentary Watch Committee of the National Council of Women of New Zealand (NCWNZ) Background The submission we present has been prepared from a background of policy decisions and pervious submissions which have been written following consultation with the members of our organization. The NCWNZ position has always regarded abortion as a health issue and promoted a review of the law relating to abortion in New Zealand. The 2018 NCWNZ submission to the Law Commission on their consultation on Abortion Law Reform, again emphasized Abortion as a health issue. This reflected the majority of responses from members. The concluding observations of the United Nations committee on the Elimination of Discrimination Against Women (CEDAW) in the eighth periodic report on New Zealand (12 July 2018) recommended that the State party “remove abortion from the Crimes Act 1961 and amend the Contraception, Sterilisation, and Abortion Act 1977, in order for abortion to be fully decriminalized and incorporated into health services legislation.” The Abortion Legislation Bill 2019 NCWNZ members have been largely supportive of the Bill as it reflects the main points which have been discussed at NCWNZ Conferences over the years – the health, care and wellbeing of women.
