Modernising Landonline: Progress Update November 2019

Portfolio Land Information

On 21 November 2019, the Cabinet Government Administration and Expenditure Review Committee (GOV):

1 noted that confidence in property rights and accurate land information are critical for New Zealand, as buyers and sellers rely on the services that Land Information New Zealand (LINZ) provides through its central register of survey and title information, and the Crown guarantees that the issued title is correct;

2 noted that in October 2018, GOV approved a Programme Business Case (PBC), authorised capital expenditure for the modernisation of Landonline, and invited the Minister for Land Information to report-back on the progress of the Landonline modernisation programme (the Programme) in September 2019 [GOV-18-MIN-0078];

3 noted that the Programme involves an iterative rebuild with tranches and deliberate “on ramp” processes with Single Stage Business Cases (SSBC) to initiate each tranche to ensure confidence in the delivery of the programme;

4 noted that in Budget 2018, Cabinet agreed to $103 million capital contingency funding as a repayable capital injection for the Programme [CAB-18-MIN-0158.18];

5 noted that the Programme can be funded within the contingency referred to in paragraph 4 above, as it requires a capital injection of up to $95.4 million, to be drawn down over years 2-7 of the Programme, which will be repaid within 10 years;

6 noted that LINZ is contributing $32.9 million from capital reserves to the Programme, PROACTIVELYprimarily made up of Landonline depreciation funds; RELEASED 7 noted that on 1 April 2019, the Minister of Finance, Minister for Government Digital Services and Minister for Land Information (joint Ministers) approved a SSBC and expenditure for tranche 1 “Search and Notices”;

18 invited the Minister for Land Information to provide a further report back to GOV in March 2021 on progress of the Programme.
