MIDWEST VIRTUAL RAIL CONFERENCE 2020 SPEAKER BIOGRAPHIES Session: Tuesday, Plenary Urban, Regional and Intercity Rail in Era of Social Distancing Hilary Konczal Chief Safety and Environmental Officer, Metra Hilary has over 28 years of service with Metra. He has an extensive background in safety, environmental compliance, industrial hygiene, railroad operations, regulatory compliance and security.

Hilary is responsible for the administrative oversight and management of Metra’s safety programs and risk reduction initiatives, environmental compliance and industrial hygiene activities. He leads a team of safety and environmental professionals who are responsible for safeguarding Metra’s employees, passengers and contractors. He is an Associate Instructor for the U.S. Department of Transportation, Transportation Safety Institute (TSI) teaching FRA System Safety and FTA Safety Management Systems (SMS) to railroad and transit professionals throughout the United States.

Hilary is Chairman of the American Public Transportation Association’s (APTA) Commuter Rail Safety and Security Committee, Board of Director of the World Safety Organization (WSO), Board of Director of the DuPage Railroad Safety Council, Board of Director Operation Lifesaver - Illinois Chapter and Co-Chair of Metra’s Labor Management Committee. He is an active member of the Federal Railroad Administration’s (FRA) Railroad Safety Advisory Committee (RSAC) and the American Association of Railroads (AAR) Safety and Operations Committee. Jim Mathews President and CEO, Rail Passengers Association Jim Mathews is President & CEO of the Rail Passengers Association, the oldest and largest national organization speaking for the more than 40 million rail passengers in the U.S. On behalf of tens of thousands of RPA members nationwide, he leads a DC-based team that works to expand intercity, regional and high-speed rail, making communities safer, more accessible and more productive, and bettering the lives of everyone who lives, works and plays in cities and towns nationwide. Mathews is a member of the DOT’s National Advisory Committee on Travel & Tourism Infrastructure, the FRA’s Rail Safety Advisory Committee and its Passenger Rail Working Group.

Narayana Sundaram Sr. Director, Eng & Commuter Rail Ops, American Public Transportation Association Narayana Sundaram is APTA’s Senior Director of Engineering and Commuter Rail Operations. In this role Narayana staff advises various commuter rail committees including the commuter rail CEOs committee. He is also responsible for all regulatory engagement for APTA’s commuter and intercity railroads.

Narayana manages APTA’s Standards program which has developed more than 310 standards and recommended practices. Additionally, Narayana leads the State of Good Repair and Infrastructure Maintenance efforts and overall serves as APTA lead on engineering topics on the rail side of technical services.

Prior to joining APTA, he held several positions with ENSCO, a leading technology provider in the rail industry. He spent 13 years at ENSCO holding several positions last of which was Business Area Manager for the Vehicle/Track Interaction Consulting Services. Narayana has conducted about 13 years of research for FRA for passenger and freight rail operations. Narayana holds a Masters of Mechanical Engineering from the University of Maryland and a BS in Mechanical Engineering from India. He lives in Centreville, VA and Chairs the Math Club at Greenbriar West Elementary School. MIDWEST VIRTUAL RAIL CONFERENCE 2020 SPEAKER BIO’S Session: Tuesday, 1A Passenger Rail Trans - Post Covid Michael Noland President/General Manager, Northern Indiana Commuter Rail Mike Noland was appointed President of the Northern Indiana Commuter Transportation District, d/b/a the South Shore Line, by its Board of Trustees in October 2014. Noland came to the South Shore Line with over three decades in the railroad industry with extensive, high-paced, commuter railroad experience. Prior to joining the South Shore Line he worked for 28 years at Metra in Chicago, Illinois. Immediately prior to joining the South Shore Line, Noland worked as an executive with a private sector railroad holding company located in Chicago, Illinois with rail operations in 9 states and the United Kingdom.

In his role as President, Noland serves as the Chief Executive Officer of the railroad responsible for managing the day-to-day operations of the South Shore Line.

Focusing on world-class customer satisfaction for its nearly 3.5 million annual riders, Noland leads a team of dedicated railroaders who are committed to providing safe, reliable, comfortable and convenient service.

Noland currently resides in Long Beach, Indiana with his wife Carrie, and holds a B.A. from the University of Notre Dame and a Juris Doctor from John Marshall Law School. Arun Rao Passenger Rail Manager, Railroads and Harbors Section, Wisconsin DOT Arun has 18 years of experience in transportation at the Wisconsin Department of Transportation (WisDOT). Arun is responsible for the planning, policy, and program management of intercity passenger rail at WisDOT. Arun serves on several national committees including the Next Generation Equipment Committee, States- Intercity Passenger Rail Committee, and the States for Passenger Rail Coalition. Arun serves as Chair of the States for Passenger Rail Coalition and Vice Chair of the Midwest Equipment Pool Board. Arun has a Masters Degree in Urban and Regional Planning from the University of Wisconsin –Madison, with certification through the American Institute of Certified Planners.

Scott Rogers Chair, West Central Wisconsin Rail Coalition Scott Rogers is Chair of the West Central Wisconsin Rail Coalition - a non-profit organization representing local business, education and government - providing leadership and coordination to develop passenger rail service as part of a regional strategy to ensure a balanced transportation system for long term sustainable economic growth. He is the Governmental Affairs & Workforce Director for the Eau Claire Area Chamber of Commerce, and is Wisconsin’s Private Sector appointee to the Midwest Interstate Passenger Rail Commission (MIPRC).

Session: Tuesday, 1B Precision Scheduled Railroading - Class I and Shortline Connection Tyler Dick Principal Railway Research Engineer, UIUC/NURail C. Tyler Dick, Ph.D., P.E. is Lecturer and Principal Railway Research Engineer with RailTEC at the University of Illinois. Prior to joining RailTEC in 2012, Dr. Dick spent 11 years as a railway design engineer with HDR Engineering. Dr. Dick holds a B.Sc. in civil engineering from the University of Manitoba and a M.S. and Ph.D. in civil engineering from the University of Illinois. His current research is focused on railway capacity, network design, and yard & terminal operations. Daniel Sabin President, Northern Railroad Dan Sabin grew up in a Rock Island Railroad family in Manly, Iowa. Starting as a student telegrapher and track section laborer in August 1968. We was the youngest train dispatcher in the US, working his way through college at Des Moines, Joliet and El Reno. Management experience at Canadian Pacific, Chessie System, Bangor & Aroostook-CDAC and as a Transportation Consultant. After 25 years, returned to own and operate the Iowa Northern Railway Company, a former Rock Island main line where his father started in 1944 as a locomotive fireman. Iowa Northern is one of the fastest growing short lines in North America, expected to move up to Class II status over the next three years. Success has been based on aggressive industrial development and joint ventures to extend the economic reach of a 250-mile short line. The line connects with three Class I carriers and one other short line. Dan is on the boards of the American Short Line and Regional Railroad Association, Short Line Safety Institute, and was charter chairman of the Iowa Freight Advisory Council. He chairs the Small Railroads Committee at ASLRRA and serves on the Executive Committee. Peter Swan Associate Professior Logistics & Operations Management, Penn State Harrisburg Dr. Swan is an Associate Professor of Logistics and Operations Management at Penn State Harrisburg. He has been a member of the Penn State faculty since 1998. After receiving an MBA in Transportation from Tennessee, Dr. Swan began his career in the railroad industry working for CSX in operations, marketing, and information systems. After ten years in the railroad industry he returned to college for his Ph.D. in Operations Management from the University of Michigan.

At the University of Michigan, Dr. Swan was active in the Trucking Industry Program, where he participated in both the Driver Survey and the LTL Case Study. Dr. Swan’s research primarily involves transportation economics, transportation operations, supply chain modeling. He co-authored papers on carrier effects on total logistics cost, effects of road tolls on trucking traffic and crash costs, as well as a paper viewing transportation security through the lens of agency theory.

Dr. Swan chaired the Transportation Research Board (TRB) Freight Systems Group (2010-2013) as well as the TRB Committee for Freight Transportation Economics and Regulation (2002-2008) and is a member of the TRB Committees for Freight Economics and Regulation and Trucking Research. Session: Tuesday, 2A Developments in Grade Crossing and Trespasser Safety Francesco Bedini Human Factors Division, FRA Starr Kidda Human Factors Division Chief, FRA Dr. Starr Kidda is the Human Factors Division Chief for the Federal Railroad Administration’s (FRA) Office of Research, Development & Technology. Starr has worked for FRA since July 2013, previously as an engineering psychologist. She supports a wide range of human factors research efforts, including highway-railroad grade crossing safety, trespass/suicide prevention, and safety culture initiatives. Starr has a Bachelor’s of Science in Psychology from Davidson College and a Ph.D. in Industrial/Organizational Psychology from the University of Georgia.

Pasi Lautala Director, Rail Transportation Program, Michigan Tech Dr. Lautala was appointed in August, 2012 as an Assistant Professor in the Department of Civil and Environmental Engineering. He is also the Director of Rail Transportation Program (RTP), position that he has held since October, 2007. Pasi has his BS from Tampere University of Technology in Finland and his MSc. And Ph.D. degrees from Michigan Tech University. Dr. Lautala is leading and coordinating the overall development of the Program and most rail transportation related education and research at Tech. His previous experience includes work with Finnish Railways prior to his arrival in the US, as well as five years of railroad and highway-engineering consulting experience in Chicago before his return to Michigan Tech. Dr. Lautala is also the Michigan Tech Principal Investigator for the National University Rail Transportation Center (NURail), funded by the US Department of Transportation and for several other rail- related research and education projects. Dr. Lautala is a member of Michigan Commission for Supply Chain and Transportation Logistics Collaboration, the Vice Chair of ASCE Rail Transportation Committee and Vice Chair of the TRB AR040, Rail Freight Transportation Committee. He is also actively involved in the AREMA Education and Training Committee. Dr. Lautala is also the Associate Director of Education for NURail Center, a rail-focused, Tier-1 University Transportation Center (UTC) under the US Department of Transportation (DOT) Research and Innovative Technology Administration (RITA) program. Rachel Maleh Executive Director, Operation Lifesaver, Inc. Rachel Maleh is Executive Director of Operation Lifesaver, Inc, the national, nonprofit rail safety education organization in Washington, D.C. Maleh has over 25 years’ experience in nonprofit management, communications, marketing, fundraising, organizational development, and leadership transition planning. Before joining Operation Lifesaver, Inc. Maleh ran a communications consulting firm offering nonprofit management services. Previously, she was Deputy Executive Director of the Greater Washington Region of the American Heart Association. Her experience also includes serving as Senior Advisor/Chief of Staff with the National Community Reinvestment Coalition in Washington, D.C.

Session: Tuesday, 2B LNG Transportation by Rail Mark Maday Staff Director, Hazmat Team, Federal Railroad Administration Mr. Maday joined the FRA in January 2017, and is responsible for providing policy and enforcement guidance to FRA and State rail hazardous materials inspectors regarding the transportation of hazardous materials by rail. Mr. Maday and his staff work directly with PHMSA on regulatory review, development, and updating of the Hazardous Materials Regulations (HMR), and with other federal agencies and stakeholders on programs concerning the safe transportation of hazardous materials by rail. Additionally, Mr. Maday is also responsible for the administration of FRA’s Safety Compliance Program (SCOP) for the transportation of spent nuclear fuel (SNF) and high level radioactive waste (HLRW).

Prior to joining FRA, Mr. Maday worked for from 2003-2016 last serving as Manager – Hazardous Materials Management in Omaha, NE. Prior to joining Union Pacific in 2003, he worked for Del Monte Foods as Transportation Manager – Central States Distribution from 1996 – 2002.

Mr. Maday is a US Army veteran /US Army Reserve where he held qualifications in Nuclear, Biological, and Chemical warfare, and Logistics, and held the rank of Captain. He is certified as a technician-level hazardous material emergency responder, and holds a B.A. degree from Northeastern Illinois University. Scott Nason Application Development Manager – Rail and ISO Markets, Chart Industries Scott Nason is the Application Development Manager for Chart’s Rail Car and ISO Container products. He is concentrating on rail tank cars and LNG fuel tender opportunities as well as opportunities for the use of ISO containers to transport and store LNG and other cryogenic liquids. Prior to this position, Mr. Nason spent several years as a product manager of mobile equipment for Chart, focusing on rail cars, highway trailers, ISO containers, and a variety of cryogenic liquid transportation equipment. He also worked as an engineering manager for Chart’s Process Engineering (acquisition), working on bulk tanks and systems for all cryogenic liquids. Mr. Nason has 37 years of experience in design engineering, product management, and business development of cryogenic liquid systems and transportation equipment. Paul Williams Regional Manager Hazardous Materials, Co. Paul Williams has been employed in the railroad hazardous materials field for over 34 years. He is currently employed with the Norfolk Southern Railway where he serves as Regional Manager, Hazardous Materials, providing regulatory support, DOT compliance audits, and managing derailments and product releases throughout the NS system. He has held positions with the Association of American Railroads, Bureau of Explosives in Washington, DC and the Transportation Technology Center’s Security Emergency Response Training Center in Pueblo, CO. Mr. Williams’ primary response region is Virginia and West Virginia but has supervisory responsibility for three Hazardous Materials Compliance Officers who cover the Southern Region. While operating primarily in the VA and WV, Mr. Williams responds to incidents throughout the entire 22 state NS system. He is a former Chairman of the Hazardous Materials Advisory Committee and the AAR Tank Car Committee. Mr. Williams continues to serve as the NS representative on the Tank Car Committee. Session: Tuesday, Keynote Joe McHugh Vice President, State-Supported Service, Amtrak Joe McHugh has been with Amtrak since July 1994 and prior to his current position served for 22 years in the Government Affairs group where he was responsible for initiating, developing and communicating Amtrak’s legislative and funding need to the U.S. Congress. In January 2017, Mr. McHugh was asked to take over the State Contracts and Business Development Line of Business. In this role, he is responsible for managing the company’s relationships with each of the 21 state partners.

Session: Wednesday, Plenary Chuck Baker President, American Short Line and Regional Railroad Association (ASLRRA) Chuck Baker joined ASLRRA as President in February 2019. His previous 15 year career in the rail industry includes being a Partner at Chambers Conlon & Hartwell (CC&H), where, in addition to the ASLRRA, he represented clients such as the National Railroad Construction & Maintenance Association (NRC), the OneRail Coalition, the American Railway Development Association, Norfolk Southern, and Canadian National. Mr. Baker is a native of Baltimore, MD, and a graduate of Rice University in Houston, TX.

Patrick Fuchs Board Member, Surface Transportation Board Patrick Fuchs was sworn in on January 17, 2019, as a Member of the Board for a term of office expiring on January 17, 2024, following his confirmation by the United States Senate on January 2, 2019. Prior to his appointment, Mr. Fuchs was senior professional staff member working on surface transportation and maritime issues for the United States Senate Committee on Commerce, Science, and Transportation under the leadership of Chairman John Thune of South Dakota. Prior to serving Chairman Thune, he was a policy analyst and Presidential Management Fellow at the Office of Management and Budget (OMB), where he managed railroad and maritime regulatory reviews. He has also worked for the U.S. Department of State, where he received the Meritorious Honor Award for extraordinary contributions to substantive economic analysis. Mr. Fuchs and his wife, Katherine, were born and raised in Wisconsin. Ian Jefferies President and CEO, Association of American Railroads As the Association of American Railroads (AAR’s) president and CEO, Jefferies advocates for and works with member railroads to ensure the continued viability of America’s railroad industry. Prior to assuming the role on January 1, 2019, Jefferies was the senior vice president of AAR’s government affairs where he led the development, promotion and implementation of legislative priorities for the AAR. Before joining the AAR, Jefferies cultivated more than a decade of experience working within government. From 2009 to 2013, Jefferies served as a senior policy advisor to the Chairman of the U.S. Senate Committee on Commerce, Science and Transportation. In this role, Jefferies provided policy guidance on a host of transportation issues, including railroad economic regulation, rail safety and passenger rail. Jefferies also led the successful development, negotiation and reauthorization of major infrastructure legislation and managed the successful conference of Committee legislation relating to the 2012 surface transportation reauthorization law, MAP 21. Jefferies began his career in government serving as a Senior Advisor to the Mayor of Lexington, Kentucky, before transitioning to the federal government. Prior to serving in the United States Senate, he worked for the U.S. Department of Transportation, Office of the Inspector General and the U.S. Government Accountability Office. In these roles, Jefferies led program reviews on a variety of issues including infrastructure development, international trade, major weapon systems acquisition and federal contracting. Russo Corporation began in the late 90’s. His expertise is in Sales & Marketing. He also serves as General Manager for the family of SteelPro companies providing operational management for the Warehouse Division. He holds a Bachelor’s of Science in Marketing from Oakland University in Rochester, MI and received his MBA from Michigan State University.

Brad Peot Sales Manager (WSOR & DREI), WATCO Brad is a native of Northeast Wisconsin. He attended the University of Wisconsin-Superior where he earned a Transportation & Logistics Management Degree in 2010 along with a Certification in Transportation & Logistics (CTL). Brad started his transportation career as an intern with the Canadian National Railway and after graduating, worked for the Finger Lakes Railway and Hi-Crush Partners in various rail logistics roles. Brad joined Watco in January 2014. In his most recent role, he is responsible for growing Watco’s portfolio of grain, grain products, fertilizer, food products, and military equipment that moves on the Wisconsin & Southern Railroad and through its terminals in the region. He also oversees the Marketing & Sales aspects on the Decatur & Eastern Railroad and Watco’s switching and shortline railroads in the Chicagoland area. In 2017, Brad coordinated two military projects that resulted in WSOR winning an American Short Line and Regional Railroad Association marketing award. He also completed Michigan State’s Railway Management Certificate Program in 2019. Brad resides in Madison, WI, and when he’s not working, he enjoys: sailing, social dancing, working on home improvement projects, and volunteering with his church. Fred Schlemmer Chief Financial Officer, SteelPro Fred Schlemmer, Chief Financial Officer - Fred has been employed with the Jack A. Russo Corporation for 13 years, and has been the CFO for the past 6 years. Fred has over 40 years of experience in financial operations and has held positions with the Ford Motor Company, Nissan Motor Corporation, and Bosal Industries prior to joining SteelPro. He graduated from Hope College with a BA in Economics and Accounting, and has an MBA from Michigan State University. He is responsible for managing the financial risks of the corporation, financial planning and reporting, assisting the CEO and COO on all strategic and tactical matters related to budget management, cost-benefit analysis, forecasting needs and securing of new funding. VP & Head of US Govt Affairs, CN Session: Wednesday, 1B Passenger Rail Experience Improvements Larry Chestler VP Long Dist Service Line, Amtrak Larry Chestler joined Amtrak in 2019 and serves as the leader of the Long Distance Service Line, with business management and strategic leadership responsibility for Amtrak’s fifteen long distance routes. He has recently led product development initiatives focused on modifying offerings and business processes in response to the coronavirus pandemic, and led a cross- departmental task force defining and executing changes across the business. Prior to serving Amtrak, Larry was a commercial, operations and finance leader over the last 30+ years at airline and travel service companies including most recently at Sun Country Airlines and at MLT Vacations. Bob Guy State Legislative Director, Illinois SMART-TD; and Chair, Midwest Interstate Passenger Rail Commission (MIPRC) Bob Guy’s roots in railroading go deep. His grandfather worked for the Illinois Central railroad as a payroll clerk, yardmaster and towerman. A few years after graduating from Western Illinois University, Guy’s grandfather suggested he hire out as a brakeman. In 1996, Guy was elected UTU #234’s Local Legislative Representative. He is currently the State Legislative Director for Illinois SMART-TD (formerly UTU) and represents SMART-TD on the U.S. Surface Transportation Board's Rail Energy Transportation Advisory Committee.

Guy has been the Illinois governor’s private sector appointee to the Midwest Interstate Passenger Rail Commission since 2012. He was elected chair of MIPRC in October of 2019. Joshua Hamilton Lansing Station Volunteer Coordinator, MARP and MDHSRA Joshua is a board member of the Michigan Association of Rail Passengers and the High Speed Rail Association, and is the Coordinator of the Lansing Amtrak Station Volunteer Host Program. He lives in Lansing with his wife Sarah and two young daughters and works full time at a local Catholic Church in addition to his work at the LNS Station.

Session: Wednesday, 2A Impacts and Opportunities from USMCA Bill Anderson Director, Cross Border Institute, University of Windsor Dr. Bill Anderson received his doctorate in Geography from Boston University in 1984. From 1983 to 1998 he was a member of the Geography faculty, director of the Institute for Energy Studies and an associate member of the Department of Civil engineering at McMaster University. From 1998 to 2008 he was a professor in the Department of Geography and a lead researcher in the Center for Transportation Studies at Boston University. He arrived at the University of Windsor in July 1, 2008 as Ontario Research Chair in Cross-Border Transportation Policy and founding director of the Cross-Border Institute (CBI). CBI’s research, outreach and educational activities are focused of the movement of goods, people and services across the Canada-US border and other international land borders. Dr. Anderson’s expertise is in border operations, technology and policy; freight transportation and supply chain; international trade and business; Canada-US economic integration; and regional economic development. At the CBI he leads a multidisciplinary team studying border traffic flows, the economic impact of border infrastructure, big data analysis of Global Positioning System data, cross-border customs and immigration and other topics with the common goal of making borders work better. Dan Ujczo Practice Group Chair, Dickinson Wright Dan is an international trade and customs lawyer who specializes in Canada-United States and North American matters. Dan is the Practice Group Chair for Dickinson Wright’s innovative Canada-US and USMCA Platforms which include more than 300 attorneys practicing throughout North America. A US-licensed lawyer, Dan is one of the few individuals that has served in the US and Canadian governments, as well as private practice and academia. Dan is the President of the Ohio-Canada Business Association and he serves on the boards of the American Chamber of Commerce in Canada and the North American Strategy for Competitiveness (NASCO). He frequently testifies before U.S., state, and Canadian governmental agencies and his commentary may be found in various media outlets including The Wall Street Journal, The Washington Post, U.S. News and World Reports, Politico, Bloomberg News, The Globe and Mail, the CBC, and the Business News Network. Andrea Waldock Niethold Director Government Affairs, US, CN Railway Andrea Waldock Niethold was appointed Director of U.S. Government Affairs at CN in August 2017, based in Washington, D.C. In her role, Waldock Niethold engages with federal lawmakers and regulators on issues important to CN and the freight railroad industry. She also manages CN’s relationships at various levels of government with a strong focus on community support and engagement. Prior to joining CN, Waldock Niethold held various legislative positions on Capitol Hill for almost a decade. Most recently, from 2012-2017, she served as Chief of Staff to Pennsylvania Congressman Lou Barletta. Waldock Niethold holds an A.B.D. and M.A. in Education Policy and Administration from the Catholic University of America and a B.S. in Elementary Education from Butler University in Indianapolis, Indiana. Corman Railroad Group Chase Armstrong joined R. J. Corman in 2012. He has held numerous positions including Business Development Manager, Corporate Account Manager, Director of Sales, and Assistant Vice President of Commercial Development before taking on the role of Vice President of Commercial Development. In this position he oversees commercial activities for R. J. Corman's Contracted Services group which includes Railroad Services Emergency and Non-Emergency, Signaling, and Material Sales. Chase is responsible for building and executing sales plans for all R. J. Corman Contracted Services opportunities, overseeing corporate contracts, and communication with clients. He also has supervisory responsibility for corporate account managers and territorial commercial development managers. Chase has a thorough understanding of the many facets of R. J. Tim is focused on the economics of adaptation decisions, and has developed tools and methodologies to help clients quantify climate and weather-related risks and analyze tradeoffs from a lifecycle cost perspective. During his career, he has served as a project manager for a range of clients in the public, private, and non-profit sectors on a variety of project types, including strategy analyses, long-term plans, and software development. Her advocacy for a sustainable built environment is reflected in the various positions she has held in the industry both in the government and the private sectors. Currently in her role as the Director, Environmental Sustainability and Compliance at the Metropolitan Transportation Authority of New York, she is responsible for taking forward the vision for a Sustainable MTA across its five agencies, and the development of MTA’s long-term vision for sustainability including Renewable Energy, GHG Monitoring and Energy Efficiency Program, incorporating long-term sustainability goals, anticipating trends in industry, technology, society, and in legislative & regulatory practices.
