Monthly Auxiliary Unit Hours Worked (2021 First Quarter)

• The Grey Bruce Auxiliary Unit was finally able to resume regular patrols when the jurisdiction was put in the least restrictive colour code “Green – Prevent”. • Auxiliary members are able to get back out on the road and back into Detachments in proper PPE while following all guidelines.

Auxiliary Unit Activities

• Assisted with MSV patrols. • Annual defensive tactics and firearms training/re-certification in Kenilworth. • Two applicants currently in the recruitment pool for Grey Bruce. Psychological testing to begin now that COVID guidelines have been released and approved. • Monthly Detachment Auxiliary meetings and training once again to begin again after months of COVID lockdown. Members completed necessary use of force inventory’s “virtually” to stay in compliance with Police Orders. • Current allotment for Auxiliary Unit is 17 members. Active member’s stands at 10 with 2 applicants we anticipate to be successful for the next OPP Auxiliary intake class in May 2021. • Members are beginning to install “Speed Spy” devices for speed enforcement and data collection. Due to cold weather and battery issues the units weren’t able to be installed over cold winter months. 2 members are trained in the operation and maintenance of these units.

Auxiliary Unit Staffing

• Promotion and New Vacancy. Our unit is proud to announce that Auxiliary Constable Brett ANGEL was successful in being offered full time employment as an OPP Constable and is currently in Police College. Fortunately PC ANGEL will be staying in this County and will be reporting to Chatsworth upon his completion of OPC and Provincial Police Academy in Orillia.

The Grey Bruce County Crime Unit led, assisted or managed over 25 Benchmark Occurrences in Jan/Feb 2021.

These include 14 Sudden Death investigations (1 opiate death), 9 Sexual Assault investigations including one Child Pornography investigation; as well as one Fraud and one Criminal Harassment, (but 11 harassment incidents vetted).

The Grey Bruce County Crime Unit continues to follow up leads and investigations of several ongoing Homicides which fall under the direction of OPP Criminal Investigations Branch (CIB). SPRUNG Homicide (Meaford), SOLOMON Homicide (Saugeen First Nation), JACKSON attempt murder (North ), and the CHISAR homicide. *D/Sgt and 2 DCs currently partnered with Hamilton Police Service on this. (Found Human Remains, Southgate)

All National and Ontario Sex Offenders, Hate Crime / Extremism Investigations and High Risk to re- offend Offenders and High Risk Domestic Violence Offenders continue to be managed by the Grey Bruce County Crime Unit.

Grey Bruce Community Street Crime Unit

The Grey Bruce Community Street Crime Unit (CSCU) consists of 3 Detective Constables and 1 D/Sgt. The mandate of the CSCU is to investigate drug and property crimes in the Grey Bruce Detachment area. Since January 2021 Grey Bruce CSCU has been involved in numerous investigations. The following are a couple of recently completed investigations.

Grey Bruce CSCU received information that a male party was trafficking prescriptions pills and cannabis products from his residence, in the Town of Meaford. An investigation commenced and a Section 11 CDSA Search warrant was authorized for the residence and property. Members of the Ontario Provincial Police executed the Section 11 Controlled Drugs and Substances Act (CDSA) Search Warrant in the Municipality of Meaford, and the following was the result:

The home owner was arrested and charged with the following offences:

5(2)CDSA Possession of Schedule 1, Opioids for the purposes of trafficking 9(2) Cannabis Act – Possession for the purpose of distributing 10(2) Cannabis Act – Possession for the purpose of selling $3100.00 in prescription pills, dried cannabis and cannabis edibles seized.

• Grey Bruce CSCU received information that a male was trafficking cocaine from his residence in Georgian Bluffs. An investigation commenced and a Section 11 CDSA Search warrant was authorized for the residence and property. The accused was not at the residence at time of the search warrant execution.

As a result of the search the following items were seized:

• 22.1 grams of Cocaine; • 6.7 grams of suspected Heroin; • 270.5 grams of Psilocybin; • 18 Hydromorphone pills; • 4.1 grams of Methamphetamine;

• 2 cell phones; • 1 digital scale, and • $2250 in cash.

Two Shotguns and 2 Rifles along with numerous rounds of ammunition were seized for public safety. The accused was contacted by Grey Bruce CSCU and turned himself into the Wiarton Detachment. As a result, the accused was charged with the following offences.

5(2) CDSA Possession of Cocaine for the purposes of trafficking 5(2) CDSA Possession of Heroin for the purposes of trafficking 5(2) CDSA Possession of Psilocybin for the purposes of trafficking 5(2) CDSA Possession of Opioids for the purposes of trafficking 4(1) CDSA Possession of Methamphetamine

In total $10,265.00 of cash and drugs seized. .

Grey Bruce CSCU was requested to assist OPP Organized Crime Enforcement Bureau (OCEB) with a controlled delivery of suspected Cocaine to an address in the Municipality of West Grey. The suspected cocaine was identified by Canada Border Services Authority (CBSA) at Canada Post in Toronto, and the investigation was taken on by OPP OCEB.

A member of Grey Bruce CSCU authored a general warrant to have the suspected cocaine delivered to the intended address. With the assistance of OCEB the controlled delivery took place on February 22, 2021. Surveillance was conducted on the package after it was delivered. The package was transported from the residence in West Grey to a residence in Cambridge and then again moved to a residence in Brantford Ontario. As a result three suspects were identified, and a fourth person of interest. A male was arrested outside his residence in Brantford without incident, the general warrant was executed and the package was recovered in the suspect’s residence. Warrants are being sought for the remaining outstanding suspects.

A man in Canada on a visitor’s visa was arrested and charged with the following offences

5(2) CDSA Possession of Schedule I for the purpose of trafficking – Cocaine. 6(1) CDSA Importing a controlled substance included in Schedule I of the CDSA to wit Cocaine. 465(1)(c)Possession of a Schedule I Substance for the Purpose of Trafficking by possessing cocaine for the purpose of trafficking 465(1)(c) Criminal Code – Conspiracy to import a controlled substance to wit – cocaine for the purpose of trafficking.

Two members of the Municipality of West Grey have also been jointly charged with the following offences.

5(2) CDSA Possession of Schedule I for the purpose of trafficking – Cocaine. 6(1) CDSA Importing a controlled substance included in Schedule I of the CDSA to wit Cocaine. 465(1)(c)Possession of a Schedule I Substance for the Purpose of Trafficking by possessing cocaine for the purpose of trafficking 465(1)(c) Criminal Code – Conspiracy to import a controlled substance to wit – cocaine for the purpose of trafficking.

Warrants are being sought for the arrest of the aforementioned members of public.

A great collaborative effort from OCEB, Grey Bruce CSCU, ERT, TSB, West Grey Police, and Brantford City Police led to a successful investigation and over 600 grams of Cocaine taken off the street.

Members of Grey Bruce CSCU continued to work hard on many other on-going investigations. The team has had great success battling local crime since it started in 2017.

Here are the highlights for Grey Highlands from the School Resource and Youth Officer for February 2021:

• SRYO / Community Safety Officer assisted officers with a stolen snow machine investigation that spanned between Grey Highlands and Southgate • SRYO / Community Safety Officer Prepared and presented to the Grey Highlands Seniors Council about Fraud safety • SRYO / Community Safety Officer investigated a warrants occurrence with Sault St Marie Police. Suspect arrested on strength of warrant • SRYO / Community Safety Officer attended Tim Hortons locations throughout Grey Bruce and conducted property protection planning with business due to the increase in commercial break- ins • SRYO / Community Safety Officer conducted lock down drills at GHSS • SRYO / Community Safety Officer presented WEEK 1 of the OPP Kids program at Beavercrest School • SRYO / Community Safety Officer conducted follow up at GHSS regarding COVID complaints from members of the public • SRYO / Community Safety Officer conducted foot patrol at GHSS interacting with students and staff • SRYO / Community Safety Officer presented WEEK 1 of OPP Kids program at MacPhail Memorial School • SRYO / Community Safety Officer attended a telephone conference for Aging Grey Bruce • SRYO / Community Safety Officer completed Living Works suicide prevention training • SRYO / Community Safety Officer presented OPP Kids Week#2 at Beavercrest community school • SRYO / Community Safety Officer conducted vehicle patrols at GHSS during lunch. Training

eTicketing Grey Bruce

The OPP eTicketing is designed to allow frontline members to create electronic Provincial Offence Notices (PON) and Warnings. The benefits of eTicketing include:

• Streamlining the POA ticketing process

• Improved accuracy and legibility to increase positive court outcomes

• Simplified submission of documentation to POA offices

• Ability to search in RMS for previously issued Offence Notices and Warnings.

Electronic Provincial Offence Notices and Warnings will generate ‘Ticket Occurrences’ within RMS that are searchable by all members within approximately 5 minutes of the eTicket being issued. All of the entities within the ‘Ticket Occurrence’ (i.e. people, vehicles and businesses) are also searchable within live RMS.

In jurisdictions where eTicketing is already being done, errors have been essentially eliminated.

The new system also makes things safer for officers. Writing one ticket currently takes about 10 to 12 minutes. Under electronic ticketing the time would be reduced to three and a half minutes, meaning officers would need to spend less time pulled over on the side of the road.

Traffic stops in Grey Bruce will now be processed electronically. This eliminates late filing and lost tickets. The new system will also be an enhancement for the courts as everything will be filed electronically, essentially eliminating human error.

With the use of E-ticketing, officers now obtain and swipe the driver's license of the person that has been pulled over and all the driver information is automatically populated into the traffic ticket. By scanning the driver's license and their entire driving history now comes up on the officer’s screen and they can see that in fact that driver had been stopped previously and for what offences.

The biggest enhancement in going to this electronic system is that now we capture every vehicle stop. We can now capture warnings in our record management system, all of that is now traceable. The tickets are traceable by officer, location, time of day, type of offence and officer warnings. Now if a driver is pulled over for a traffic offence, they claim the incidence is a one-time event. By tracking the warnings in the system, officers are able to see when and how many times the driver has previously received a warning.

We currently have two trained Subject Matter Experts. Over 55% of the Grey Bruce detachment is currently trained in the use of eTicketing and we anticipate the entire detachment to be trained by the 4th of May 2021.

The eTicket application is very user friendly and expandable. The application is currently being upgraded to include all Part III offences with all MTO and suspension, ADLS and impound forms having the ability to be auto populated from the application.

Georgian Bluffs TWP requested extra patrols along Concession 21. The concern was that the long stretch of road the snowmobiles are using is prime for snowmobiles to be travelling at a high rate of speed, and veering off the trail onto private property.

Conclusion:

The focused patrol ran for 2 weeks, closing on February 24th.

Hours dedicated:

7.75 hours of patrol were dedicated and 5 warning were issued for speed.

Conclusion:

6 RIDES were conducted at various locations in the municipality identified above. A total of 91 vehicles were checked which resulted in 3HTA warnings, and 1 HTA charge.
