Strategic Goals and Objectives Strategic Goals provide key areas of focus for the Strategic Plan and improve the basis for objectives that will guide the Strategic Actions by the Corporation to implement the Plan. Draft Strategic Goals 1. Improve Communication, Collaboration and Transparency The Township of Georgian Bluffs wishes to become more transparent and improve communication with all ratepayers, stakeholders, and neighbouring municipalities. Communication is key in all aspects of Township governance and service. Objectives: 1.1 Improve communications to foster public engagement and participation. 1.1.1 Establish position of Communications and Strategic Initiatives Officer. 1.1.2 Develop and implement a Communications strategy, including policies to support business/industry/tourism within the Township. 1.1.3 Continued enhancement of social media presence, website and general communications. 1.1.4 Establish public use computer terminals to allow for barrier free access to Township related, internet based, websites and files. 1.1.5 Continually encourage stakeholder participation in public, Council and Committee meetings and host town hall style meetings on an annual basis. 1.2 Monitor implementation of strategic plan and assist departments with implementation of their strategic priorities. 1.3 Enhance collaboration with stakeholders, partners and neighbouring municipalities. 1.4 Initiate joint Council meetings with neighbouring municipalities to discuss items of mutual interest and benefit. 2. Foster Economic Growth The Township of Georgian Bluffs strives to retain, expand, and attract new businesses that support employment opportunities, promote a diversified economy, support value-added agriculture and capitalize on the Township’s strengths, defining natural resources, while protecting the natural environment. Draft Objectives: 2.1 Retain, expand and attract new commercial activities. 2.1.1 Review planning policies to encourage farm business operations. 2.1.2 Identify possible Employment Lands for Development. 2.2 Support increasing residential development. 2.2.1 Expand existing servicing/utilities to prepare for new development. 2.2.2 Accommodate new and existing utility and service providers wishing to expand their services to residents. 2.2.3 Complete revised Zoning By-law, update as required. 2.2.4 Complete Official Plan review. 2.2.5 Streamline planning processes (and increase staffing resources) to enable development and redevelopment. 2.3 Initiate and foster collaboration between Grey and Bruce Counties & neighbouring municipalities to promote the region. 2.4 Promote and support development opportunities at the airport to utilize the facility to its potential to become a transportation hub for the Grey Bruce Region, as well as attract aviation businesses that will offer employment opportunities. 2.5 Develop and implement strategic communication policies to support business/industry/tourism within the Township. 3. Demonstrate and Enhance Environmental Stewardship The Township of Georgian Bluffs strives to become a leader in Environmental Stewardship by reducing energy consumption, reducing solid waste, increasing diversion rates of recyclable materials, and lessening the environmental impact of existing and future infrastructure through innovation and upgrading. Objectives: 3.1 Continually strive to reduce environmental footprint by reducing energy consumption and greenhouse gas emissions to minimize climate change. Draft 3.1.1 Investigate and pursue opportunities to improve the Biodigester to ensure long term sustainability including the acceptance of source separated organics and a reduction in operating costs in order to attract septage waste. 3.1.2 Report to Council on new Provincial recycling strategy. 3.1.3 Increase recycling and waste diversion 3.1.4 Investigate opportunities for inter- municipal waste and recycling collection contracts using efficient and clean fuel burning collection vehicles. 3.1.5 Investigate opportunities for green box program within secondary settlement areas within the Township. 3.2 Protect environmentally sensitive areas and habitat. 3.2.1 Design roads to minimize environmental impact using new technologies that reduce erosion, increase water quality from storm sewer collection/discharge. 3.3 Manage drinking and storm water. 3.3.1 Operate drinking water systems to maintain a high standard of public health and safety, protect the environment and ensure long term sustainability. 3.3.2 Investigate opportunities to extend water service to supply areas in need of potable water and increase users to ensure water systems are sustainable and economical. 3.3.3 Re-evaluate the current water billing model to ensure a fair equitable system that recognizes payment for all water used to promote water conservation. 3.3.4 Develop/expand storm water management policies to minimize outflows and improve storm water runoff quality. 3.3.5 Provide regular and timely maintenance of municipal drains in accordance with storm water management policies. Draft 3.3.6 Develop action plans for improved drainage of the Oxenden and Balmy Beach areas. 3.4 Monitor and manage invasive species. 3.4.1 Continually map and manage invasive species. 3.4.2 Develop a plan to educate the property owners of invasive species and their obligations to manage. 4. Increase Available Community, Recreational and Social Opportunities The Township of Georgian Bluffs is committed to building community through investment in recreation and community centres, and flexible use of community centres and playgrounds. Objectives: 4.1 Provide enhanced recreational opportunities for residents 4.1.1 Complete a Recreation Master Plan that includes the evaluation of recreation needs, facilities, and budget requirements with recommendations for recreational programming for all ages/abilities. 4.1.2 Undertake arena/community facility condition assessments as part of Master Plan in order to develop long term capital asset management plans. 4.1.3 Implement recommendations arising from Recreation Master Plan. 4.1.4 Continually improve public/open spaces to ensure accessibility and safety. 4.2 Develop and implement a community safety and wellbeing plan. 5. Deliver Effective and Cost-Efficient Services The Township will strive to be a leader in municipal and customer service excellence. We will continue to offer remarkable service to those we serve. We will promote operational excellence by focusing on fiscal responsibility. The corporation will be fiscally prudent and we will invest in our staff to attract the best employees. Objectives: 5.1 Enhance online services for more efficient customer service. 5.1.1 Provide opportunity for on-line payments through the Township website. Draft 5.1.2 Allow credit card payments (not including property taxes). 5.1.3 Create more online forms. 5.2 Create more accessible meetings to encourage citizen engagement. 5.2.1 Improve agenda/meeting/minute management with appropriate technology. 5.2.2 Establish audio/video streaming of Council and Committee meetings. 5.3 Exceed set targets for asset management planning. 5.3.1 Complete condition assessments for all Township assets. 5.3.2 Define service levels for Township assets and maintain assets to meet levels of service. 5.3.3 Consider and implement recommendations within the Asset Management plan during annual budget process and preparation of financial forecasts. 5.4 Ensure proper distribution of workload and retention of staff. 5.4.1 Analyze workload yearly based on department. 5.4.2 Encourage work/life balance. 5.4.3 Support ongoing staff education and succession planning. 5.4.4 Complete compensation review every four years. 5.5 Manage Fire and Police Services effectively. The Township is committed to providing a high standard of protective services according to a sound business plan, and supporting community based initiatives in all protective services. 5.5.1 Develop Fire Master Plan to ensure the community and regulatory requirements are met and exceeded where possible. 5.5.2 Continue to negotiate agreements for Fire Services with neighbouring municipalities, including mutual aid in the short and long term in order to ensure protective services meet the needs of the Township while ensuring fiscal and regulatory responsibility. 5.6 Develop inter-municipal/inter-local agreements to ensure efficient delivery of services for mutual benefit.     Trends and Analysis Summary County of Grey Housing and Homelessness Plan 2014-2024 Introduction The County of Grey is developing a 10 year Housing and Homelessness Plan. The plan is required under the Housing Services Act, 2011 and the Ontario Housing Policy Statement. The Housing Services Act, 2011 requires the plan include an assessment of current and future housing needs in the service area. This brief assessment provides an overview of population characteristics and trends, examines the current state of housing in the County, housing assets, housing needs and housing affordability. This report outlines an environmental scan of the indicators that identify why a housing and homelessness plan is needed for our community and the level of need in the community The information was gathered from a number of documents and reports such as: Grey County Housing Study 2010 Socio Economic and Housing Trends Analysis Report, Housing Services Corporation Statistics Canada HHRC data Profiles, Services Canada United Way 2011 Hunger Report: Hunger Games The report also generates information from various informal statistics gathered from our community partners and programs. Page 2 General Population Indicators The sustainability of a community depends on it’s ability to support all residents in terms of providing various housing types, opportunities and price ranges. Appropriate, affordable and safe housing is key to a thriving community, lack of affordable housing limits economic opportunities and can lead to substandard living conditions. " ' I The Corporation of the Town of South Bruce Peninsula By-Law Number 87-2019 Being a By-Law to Authorize the Mayor and Clerk to Sign an Agreement with the Township of Georgian Bluffs for the Provision of Water and Sewer Services Whereas Section 20 of the Municipal Act, 2001, Chapter 25 as amended, provides that a municipality may enter into an agreement with one or more municipalities or local bodies to jointly provide for their joint benefit any matter which all of them have the power to provide within their own boundaries; And whereas the Council for the Town of South Bruce Peninsula has deemed it necessary, desirable, expedient and in the public interest to enter into an agreement with the Township of Georgian Bluffs for the provision of water and in some instances sewer services to the owners or occupants of land beyond the limits of the Town of South Bruce Peninsula. Now therefore the Council of the Corporation of the Town of South Bruce Peninsula enacts as follows: 1) That the Mayor and Clerk are hereby authorized to sign an agreement with the Township of Georgian Bluffs for the provision of water and sewer services to owners and occupants of land within the Township of Georgian Bluffs. 2) That the agreement referred to herein shall be attached to and form part of this by-law. 3) That the provisions of the agreement referred to herein shall be deemed to have taken full force and effect retroactively to the expiration of the previous service agreement for the Oxenden system, namely April 18, 2017 and shall repeal and replace any previous agreement for the Gateway System or the Elm Street Area.

    GROWTH MANAGEMENT STRATEGY UPDATE HEMSON C o n s u l t i n g L td. 30 St. Patrick Street, Suite 1000 Toronto, ON, M5T 3A3 December 17, 2015 i EXECUTIVE SUMMARY The County of Grey has retained Hemson Consulting Ltd. to update the County’s Growth Management Strategy (GMS), 2008. Population, housing and employment forecasts from 2011 to a 2041 horizon have been prepared, along with local allocations of forecast growth to local municipalities within Grey. A review and update to the GMS land supply information was undertaken and recommendations made for updates to the Grey County Official Plan. Key study findings include: Grey County has grown modestly over the past decade, with limited population growth and a small decline in employment. Housing growth has been outpacing growth in residents, an outcome of the aging demographic trend. The growth which has been occurring in the County has been unevenly distributed among Grey’s nine local municipalities. Three forecast scenarios were prepared based on varying assumptions about future levels of in-migration. A low, a reference and a high scenario provide a range on the County’s future growth outlook. The reference scenario represents the most likely outcome for Grey and was endorsed by County staff following consultation with local municipal planning staff. The GMS update is undertaken within the context of the Provincial Policy Statement (PPS). An updated PPS came into effect in April, 2014 with a number of strengthened directions and considerations in planning for anticipated growth and development in Grey. A review and update of the County-wide land supply inventory was undertaken indicating sufficient supply to accommodate forecast growth, County-wide and within each of Grey’s local municipalities.

    TOWNSHIP OF GEORGIAN BLUFFS RFP 2017-09 Request for Proposal New Comprehensive Zoning By-law Township of Georgian Bluffs New Comprehensive Zoning By-law RFT 2017-09 1. Proposal Objectives The Township of Georgian Bluffs is seeking proposals for consultants to undertake the development of a new Comprehensive Zoning By-law for the Township. 2. Background The Township of Georgian Bluffs is a predominantly rural municipality with significant waterfront on Georgian Bay and inland lakes. It forms the north-western portion of Grey County and has a population of approximately 10,500, plus additional seasonal residents. The Township was created in 2001 from the former Townships of Keppel, Derby and Sarawak, and the Village of Shallow Lake. The Township’s geographic area is approximately 600 square kilometres and includes sections of the Niagara Escarpment Protection Area. The proposed comprehensive zoning by-law includes all of the Township, with the exception of those lands governed by the Niagara Escarpment Commission. Georgian Bluffs includes a small urban centre, the Village of Shallow Lake, as well as a number of settlements areas, plus a commercial zone at the west of the City of Owen Sound. The Township Official Plan (Appendix B), covering settlement areas, was approved in 2014. Rural areas outside of these settlement areas are covered by the County of Grey Official Plan, approved in 2000, and comprehensively updated in 2012. The existing comprehensive zoning by-law was adopted in 2003 and has had a number of significant amendments, as well as over three hundred amendments for individual properties.
