Ab inittis quasi S. Congregationis de Propaganda Fide, a temporibus nempe Urbani PP. VIII, instituta fuit Congregatio particularis super rebus Ruthenorum, quae dein, saecu­ lo xviii, etiam super rebus Armenorum vocabatur. Decreta sessionum huius Congrega­ tionis particularis, in sinu S. C. de Prop. Fide institutae, referebantur etiam in ses­ sionibus generalibus S. C. de Prop. Fide, vel etiam immediate supponebantur appro - bationi Summi Pontificis regnantis. Has igitur Congregationes particulares separatim colligere opportunum imo necessarium censuimus, quarum primum volumen nunc in lucem prodit. Secundo volumine materiam plene exhaurire speramus. Et ita, etiam hac editione absoluta, imago plenior omnium negotiorum Ecclesiae nostrae habebitur. In documentis his colligendis Sac. Eugenius Kaminskyj, olim Pontificii Collegii S. Josaphat alumnus et in S. Theologia cum laude laureatus nobis auxilio fuit. Inde nomen eius huic volumini apposuimus. Labore nostro quasi absoluto, familia ucrainorum apud exteros exsul iubilaeum sol­ lemniter celebrat decies saeculare, ex quo Kioviensis Magna Ducissa, et S. Evangelii in Ucraina aurora lavacro fuit abluta baptismatis. Per orbem fere universum personant actionis gratiarum cantica ubique Deum exorat ucrainorum populus, ut misereatur Patriae et Ecclesiae graviter oppressae. Ordo Basilianorum Sancti Josaphat per orbem orans et laborans sollemnibus his celebrationibus anni sacri pro posse iungit vocem et opem. Fide, et Litteris) de fine, methodo et valore editionis Documentorum Romanorum Ecclesiae Catholicae in terris Ucrainae et Bielarusjae, pauca tantummodo hic adiungere opus esse videtur. Congregationes particulares, quae separata in Archivo S. C. de Prop. Fide habent volumina, numero valde inferiori in comparatione cum Actis S. C. de Prop. Fide constant. Nam de maioribus tantummodo et difficilioribus agitur negotiis. Sed, spec­ tata mole documentorum allegatorum singulis sessionibus, series haec considerari potest sat magni momenti. Initio, usque ad annum 1665, sessiones hae non nimis distinguebantur a sessionibus generalibus S. C. de Prop. Fide. Sed ab anno 1665 numerus documentorum hisce sessionibus particularibus allegatorum nimis excrevit. Praesertim summaria actorum et restrictus materiarum, Romae elaborati, valde prolixi evadunt, prout res ipsa, saepe nimis ardua et difficilis, exigebat. Ex his omnibus do­ cumentis allegatis in nostra collectione partem maiorem omittere debuimus. Modo speciali documenta originalia Nuntiorum Apostolicourum, Metropolitarum, Episco­ porum aliorumque ad respectiva remisimus volumina publicanda (Litterae Nuntiorum, Epistolae Metropolitarum, Anonyma etc.). Ex Summariis vero Romae paratis, praeser­ tim ab anno 1720, ea tantummodo selegimus, quae rem lectori bene praesentant, omissis Summariis actorum ad rem tantummodo confirmandam vel infirmandam para­ torum. Si quid in hisce Summariis actorum alicuius invenitur momenti, in aliis sec­ tionibus nostrae collectionis documentorum publici fiet iuris. Et hoc lectoribus nos­ tris memoriae commendamus, ne nostrae praesenti aditioni has omissiones vitio vertant. Prout nobis constat et ab aliis audivimus, series haec Congregationum particu­ larium inter ann. 1695-1720 interrumpitur. Congregatio particularis anno tantummodo 1720 iterum renovata fuit. Methodum in hac parte secuti sumus iam antea a nobis probatam, prout unicui­ que immediate patebit. Notandum, hic prima vice nos documenta aestimare et seli­ gere debuimus, quae ad rem spectant. Nil proinde mirum si alii aliam methodum aliamque opinionem sequi potuissent. Nomina, praesertim slavonica, valde imperfecte in ipsis documentis transcribuntur ; hoc tamen explicatur eorundem documentorum origine romana. Abbreviationes, quae in aliis voluminibus sunt in usu, etiam hic saepius occur­ runt. Fere ad annum 1665 textum Congregationum particularium iam editum habemus in Actis S. C. de Prop. Eide. Inde alia vice eosdem textus imprimere superfluum consideravimus. Quare lectorem pro unoquoque textu ad respectivum remisimus volumen Actorum, notatis paginis et numeris. In fine notandum, Congregationes particulares dabantur non tantum de rebus Ruthenorum vel Armenorum, sed etiam aliarum nationum et Ecclesiarum, nec non modo quasi permanenti et periodico de statu temporali S. C. de Prop. Fide, de Col­ legiis Pontificiis etc. Inde, prout et in aliis documentis, nostrae Congregationes par­ iares considerari debent tantummodo ut selectio specialis, spectans historiam Eccle­ siae Catholicee in terris Ucrainae et Bielarusjae, qua in re nos aliis viam monstravimus. W elykvj OSBM SANCTA OLGA (nota biographica) Uxor Principis Kioviensis Ihor Rurikidae (912-945), qui fuit occisus anno 945, annoque 944 pacem iniit cum Imperio Byzantino, in qua etiam christiani ucraini partem habuerunt. Eius vidua - Olga, nomine filii aetate minoris regimen manu forti exercere cepit, mortem Principis ulciscendo, unitatem regni conservando, sapien- terque territorium Ucrainae et Bielarusjae administrando. Inter annum, ut videtur, 955-957 fidem Christianam professa est et lavacro bap­ tismatis abluta fuit. Anno 957 Constantinopolim, magno stipata comitatu, iter fecit ibique sollemni­ ter salutata, colloquia varia cum Imperatore Constantino Porphyrogenito tenebat. In eius comitatu erat etiam sacerdos aulicus Gregorius. De caerimoniis hac occasione Constantinopoli habitis enarrat ipse Imperator Constantinus in libro : De caerimoniis Aulae Byzantinae. Constantinopoli etiam colloquia de rebus religiosis et ecclesiasticis locum habuerunt, sed minus proficua. Ideo anno 959 misit Olga legationem ad Ottonem I Magnum, ab eoque missionem Episcopi et sacerdotum expetiit. Anno 962 missus fuit Treviriis Adalbertus, Episco­ pus Kioviensis, qui tamen reverti debuit Kiovia rebus infectis, ob animum adversum Principis Svjatoslav, qui tunc temporis iam regimen accepit regni. Svjatoslav Ihorevyc paganismo favebat, desiderio ductus potentiae temporalis et gloriae. Fides tamen christiana tempore eius regiminis non prohibebatur, sed con­ temptui exponebatur. Inde exemplo tantummodo et oratione ad Deum, nec non edu­ catione nepotum sancta Regina introductionem et victoriam S. Evangelii in Ucraina parabat. Obiit anno 969 christianamque habuit sepulturam. A populo venerabatur ut « au­ rora fidei Christianae » in Ucraina et ut Sancta colitur. Quattro post lustra nepos eius Volodimirus Magnus (972-1015) fidem Christianam exemplo suo et suasu nec non iussu in terram Ucrainae introduxit (988-989). » Memoria S. Olgae colitur die 11 Julii. A person becomes a member of a parish not through physical birth but through faith in Jesus Christ and baptism. It is a pastor (parish priest) who exercises the pastoral care of this community and falls under the authority of the diocesan bishop as regards the manner of managing his office. Through his ordination, the parish priest carries out his triple functions of teaching, sanctifying, and go- verning. He is also responsible for the economic and administrative matters as well as for mutual relations with his associates: the vicars and the parish council. The purpose of this article is to discuss the procedure of loss of the office of a parish priest as provided in universal law of the Roman Catholic Church, i.e. the 1983 Code of Canon Law.1 Under canon law, the loss of an ecclesia- stical office can have various forms (can. 184-196 CIC/83). The article looks into the different procedures of vacating the office of a pastor, both territorial and personal one. The causes of losing the office of a pastor include: the lap- se of time (i.e. reaching the retirement age, priest’s death, expiration of the term of office); permanent obstacles to holding the office, such as illness, exile, banishments; resignation at the priest’s own request; transfer to another pastoral institution or office as well as punitive removal without entrusting another office or the privation of office.

    Archdiocese of Baltimore INVESTMENT & ENDOWMENT POLICIES FOR PARISHES & SCHOOLS May 2000 (Revision #5 –July 2013) Archdiocese of Baltimore Revised July 2013 Parish & School Investment Policies Page 1 of 10 ARCHDIOCESE OF BALTIMORE BOARD OF FINANCIAL ADMINISTRATION INVESTMENT POLICIES Introduction The purpose of this policy summary is to provide updated information to parishes and schools about the Endowment and Investment Policies of the Archdiocese. These Policies have been reviewed and are supported by the Board of Financial Administration based on recommendations and guidelines from the Investment Committee and the work of an Investment sub-committee. They have been accepted and approved by the Archbishop. These policies replace the “Parish/School Investment Policies” and the “Policy for Parish/School Endowment Trusts.” Board of Financial Administration – Investment Committee The Investment Committee of the Archdiocesan Board of Financial Administration is responsible for the oversight of the management and performance of all Archdiocesan fund managers and investments. This includes, but is not restricted to, such portfolios as the Consolidated Fund, the Parish and School Endowment Funds, Testimonial Trusts, the Lay Employees’ Retirement Fund, the Priests’ Retirement Fund, and the Catholic Community Foundation (CCF). Accordingly, the Investment Committee has a fiduciary responsibility for the oversight of the Archdiocesan investments and for the responsible management of the Endowment Trusts. The Committee is charged with providing assurance that all Investment accounts and Trusts are invested and managed according to the strategies and policies chosen by the donors, fiduciaries, and/or participants. The Investment Committee is responsible to oversee and ascertain that the investments are properly managed and the financial performance is competitive.

White, Ph.D. At the 1884 Third Plenary Council of Baltimore, the US Catholic bishops commissioned a national prayer book titled the Manual of Prayers for the Use of the Catholic Laity and the widely-known Baltimore Catechism. This study examines the Manual’s genesis, contents, and publication history to understand its contribution to the Church’s teaching efforts. To account for the Manual’s contents, the study describes prayer book genres developed in the British Isles that shaped similar publications for use by American Catholics. The study considers the critiques of bishops and others concerning US-published prayer books, and episcopal decrees to address their weak theological content. To improve understanding of the Church’s liturgy, the bishops commissioned a prayer book for the laity containing selections from Roman liturgical books. The study quantifies the text’s sources from liturgical and devotional books. The book’s compiler, Rev. Clarence Woodman, C.S.P., adopted the English manual prayer book genre while most of the book’s content derived from the Roman Missal, Breviary, and Ritual, albeit augmented with highly regarded English and US prayers and instructions.

    Measuring and Ranking Diocesan Online Financial Transparency 2018 In the wake of ongoing revelations about the clerical sexual abuse crisis, genuine financial transparency will be an essential step in rebuilding the trust of U.S. Catholics in our bishops. We must be sure that our gifts to the church cannot ever again be used to cover-up crimes against our children. Some of our bishops have made a public commitment to financial transparency, while others reveal almost nothing about the financial operations of their dioceses. This report is one tool in the hands of faithful Catholics who want to understand how their donations are being used, to help them exercise good stewardship of the gifts God has given them. The Nature of the Review The heart of VOTF’s 2018 review consists of a 10-question worksheet that touches on several areas of financial accountability and transparency. The same questions were used to review diocesan transparency in 2017. They were developed by a committee composed of VOTF officers and members, several of whom possess life- long experience in the field of accounting and finance. They are described in detail in Appendix A below. Special emphasis was given to making the questions as objective as possible in order to minimize the role of personal opinion. Each question has a point value between 5 and 15 points. The maximum total score achievable was 60 points. Why is Financial Transparency Important? In the absence of clear and accessible financial reports, certified by audits, as well as properly implemented collection and reporting protocols, the funds donated by the members of a diocese are susceptible to fraudulent diversion by clergy or by laity; they may also be used in settlements to keep clerical sexual abuse under wraps or for other purposes that do not support the mission of the church.
