These Policies have been reviewed and are supported by the Board of Financial Administration based on recommendations and guidelines from the Investment Committee and the work of an Investment sub-committee. They have been accepted and approved by the Archbishop. These policies replace the “Parish/School Investment Policies” and the “Policy for Parish/School Endowment Trusts.” Board of Financial Administration – Investment Committee The Investment Committee of the Archdiocesan Board of Financial Administration is responsible for the oversight of the management and performance of all Archdiocesan fund managers and investments. This includes, but is not restricted to, such portfolios as the Consolidated Fund, the Parish and School Endowment Funds, Testimonial Trusts, the Lay Employees’ Retirement Fund, the Priests’ Retirement Fund, and the Catholic Community Foundation (CCF). Accordingly, the Investment Committee has a fiduciary responsibility for the oversight of the Archdiocesan investments and for the responsible management of the Endowment Trusts. The Committee is charged with providing assurance that all Investment accounts and Trusts are invested and managed according to the strategies and policies chosen by the donors, fiduciaries, and/or participants. White, Ph.D. At the 1884 Third Plenary Council of Baltimore, the US Catholic bishops commissioned a national prayer book titled the Manual of Prayers for the Use of the Catholic Laity and the widely-known Baltimore Catechism. This study examines the Manual’s genesis, contents, and publication history to understand its contribution to the Church’s teaching efforts. To account for the Manual’s contents, the study describes prayer book genres developed in the British Isles that shaped similar publications for use by American Catholics. The study considers the critiques of bishops and others concerning US-published prayer books, and episcopal decrees to address their weak theological content. To improve understanding of the Church’s liturgy, the bishops commissioned a prayer book for the laity containing selections from Roman liturgical books. The study quantifies the text’s sources from liturgical and devotional books. The book’s compiler, Rev. Clarence Woodman, C.S.P., adopted the English manual prayer book genre while most of the book’s content derived from the Roman Missal, Breviary, and Ritual, albeit augmented with highly regarded English and US prayers and instructions.

    Measuring and Ranking Diocesan Online Financial Transparency 2018 In the wake of ongoing revelations about the clerical sexual abuse crisis, genuine financial transparency will be an essential step in rebuilding the trust of U.S. Catholics in our bishops. We must be sure that our gifts to the church cannot ever again be used to cover-up crimes against our children. Some of our bishops have made a public commitment to financial transparency, while others reveal almost nothing about the financial operations of their dioceses. This report is one tool in the hands of faithful Catholics who want to understand how their donations are being used, to help them exercise good stewardship of the gifts God has given them. The Nature of the Review The heart of VOTF’s 2018 review consists of a 10-question worksheet that touches on several areas of financial accountability and transparency. The same questions were used to review diocesan transparency in 2017.
