S4C Review of Statement of Programme Policy 2007 1 Introduction This is the S4C Authority’s Review of the Statement of Programme Policy 2007. The Review is prepared in accordance with paragraph 4(1)(b) of schedule 2 of the Communications Act 2003 and evaluates to what extent S4C succeeded in meeting the aims of its Statement of Programme Policy 2007. 2007 was a year of innovation and landmark programming for S4C, with the Rugby World Cup and the development of our on-line services and viewing on broadband being particular highlights. The Consultation on Children’s Services was launched and it was a period of transformation in many other ways as the process of modernising S4C gathered pace. The Strategic Partnership with the BBC was implemented and a Review of the BBC’s contribution is being prepared in accordance with the terms of that Partnership. Creative excellence lies at the heart of S4C’s services and to underline this new agenda at the beginning of the year all S4C’s services were re-branded – on screen, on the web and in all the channel’s related materials. The dynamic style of the re-brand succeeded in winning the main ‘Complete Package’ prize from the European Broadcasting Union (EBU). In October the S4C Authority published an independent report prepared by DTZ/Cardiff Business School on the Economic Impact of S4C on the Economy of Wales 2002 – 2006. The report showed that S4C activities are responsible for supporting more than 2,250 jobs in Wales adding a value of £87m to the economy of Wales in 2006. -

S4C Review of Statement of Programme Policy 2008 Introduction This is the S4C Authority’s Review of the performance of S4C’s public services against the Statement of Programme Policy 2008. This Review was prepared in accordance with the requirements outlined in paragraph 4(1) (b) of Annex 2 of the Communications Act 2003. The Review is based on the objectives set out in the Statement of Programme Policy 2008. The Statement noted that S4C would continue to develop and invest in the provision for children in line with the results of the S4C Authority Consultation into services for children. This aim was fulfilled. 2008 was a historic year for S4C’s Programmes and Content Service with the launch of Cyw , the new service for young children. Nursery provision was extended from one hour to six and a half hours per day, five days a week, and a number of brand new series and characters were introduced to the screen. As mentioned in the Statement of Programme Policy, 2008 was designated a ‘Green Year’ by S4C and there were several highlights to this special season of programming, including Natur Cymru , Yr Afon and Byw yn Ardd. There was an undertaking to use suitable distribution platforms with an emphasis on broadband to increase the value and usage of S4C content. In September, S4/Clic was launched – the Channel’s online viewing service developed to improve the view-again service first introduced in 2006. As a result, there was a year-on-year increase of 182% in the online viewing sessions during 2008, in comparison with 2007. -

A significant number of bodies and individuals responded to the consultation, and we considered all the comments carefully before finalising the Code at Annex 1. Those comments which were not confidential have been posted at http://www.ofcom.org.uk/consultations/responses/epc/?a=87101. Ofcom’s response to those comments is summarised in Annex 2. We have also supplemented the regulatory impact assessment in the light of additional and updated information, and this is set out in Annex 3. The Code sets out requirements on EPG providers to provide information for viewers with hearing and / or visual impairments on how to use the EPG, and to promote awareness amongst such viewers of the information and facilities available on the EPG relevant to them. EPG providers are expected to work with disability groups, broadcasters and set top box manufacturers on ways of improving the usability of their EPGs by viewers with hearing and / or visual impairments over time, and to this end, to publish annual statements of what they are doing, and what plans they have for further improvements. -

Launched in 1982, S4C fulfilled a long-felt need in Wales for a public service Welsh language channel of high quality. It also enabled Welsh viewers to watch much of Channel 4’s output. Arrangements were made from the outset for BBC and HTV to supply programmes to S4C, although the bulk of programmes in the medium of Welsh are now supplied by independent producers. The original agreement whereby BBC Wales supplies 520 hours of Welsh language programmes a year to S4C remains in place. 2. Audience shares and reach rose until the mid nineties. Since 1996, S4C has faced increased competition for viewers with the coming of multi-channel television and slower growth in revenue than in the earlier years.
