By Lally Weymouth March 24 Lally Weymouth is a senior associate editor at The Washington Post. TALLINN, ESTONIA Estonian President Kersti Kaljulaid is treading carefully. Sitting in her office this past week, she said she believes Vice President Pence’s assurances that, despite President Trump’s skepticism, the United States is committed to NATO. A NATO battalion just arrived to make this small and vulnerable Baltic nation feel safer from Russia, a powerful neighbor historically ambivalent about its independence. Kaljulaid, chosen last year as a compromise candidate, spoke to The Washington Post’s Lally Weymouth about Vladimir Putin, NATO and a childhood spent under Soviet occupation. Edited excerpts follow. Q. Is Russia a threat? Are you worried? A. Yes, I am worried. Russia is a threat. Not a physical threat to any NATO country but [a threat] to the international security architecture. In 2008, they moved on Georgia. Q. When Russia occupied Abkhazia and South Ossetia? A. That was the first sign. It blew over very quickly — European countries went back to business and life continued. This, of course, taught President Putin a lesson: He could push a little more. Q. He got the message he could do whatever he wants? A. If he does it bit by bit, yes. When he went into Crimea, it stopped for a while because the European countries and America this time recognized that they needed to draw a red line.

    The Executive Survey General Information and Guidelines Dear Country Expert, In this section, we distinguish between the head of state (HOS) and the head of government (HOG). • The Head of State (HOS) is an individual or collective body that serves as the chief public representative of the country; his or her function could be purely ceremonial. • The Head of Government (HOG) is the chief officer(s) of the executive branch of government; the HOG may also be HOS, in which case the executive survey only pertains to the HOS. • The executive survey applies to the person who effectively holds these positions in practice. • The HOS/HOG pair will always include the effective ruler of the country, even if for a period this is the commander of foreign occupying forces. • The HOS and/or HOG must rule over a significant part of the country’s territory. • The HOS and/or HOG must be a resident of the country — governments in exile are not listed. • By implication, if you are considering a semi-sovereign territory, such as a colony or an annexed territory, the HOS and/or HOG will be a person located in the territory in question, not in the capital of the colonizing/annexing country. • Only HOSs and/or HOGs who stay in power for 100 consecutive days or more will be included in the surveys. • A country may go without a HOG but there will be no period listed with only a HOG and no HOS. • If a HOG also becomes HOS (interim or full), s/he is moved to the HOS list and removed from the HOG list for the duration of their tenure.

    Kersti Kaljulaid, Eesti Vabariigi president President Kersti Kaljulaid omab kõrgharidust bioloogias ja ärijuhtimises. Ta on töötanud Eesti Telefon AS-is, Hoiupanga Investeeringute AS-is, Hansapangas, peaminister Mart Laari nõunikuna, Iru Elektrijaama direktorina ning Euroopa kontrollikoja liikmena. Alates 10. oktoobrist on Kersti Kaljulaid Eesti president. Ta on pälvinud Aasta Eurooplase tiitli 2009. aastal ning Riigivapi ketiklassi teenetemärgi käesoleval aastal. Kersti Kaljulaiul on neli last ja ta on ka vanaema. Jevgeni Ossinovski, tervise- ja tööminister Jevgeni Ossinovskil on kaks magistrikraadi: filosoofias Warwicki ülikoolist ning politoloogias Londoni Majandus- ja Poliitteaduste ülikoolist. Jevgeni on olnud kahel korral riigikogu liige. Waters may separate us, the Baltic, the North Sea and the North Atlantic, but we share the same ideals, the desire for freedom, peace and prosperity. And despite the distances between us, the paths of our peoples have crossed throughout the centuries. The Icelandic sagas are our contribution to world literature, a true treasure, with tales of kings and queens and their fortunes, individual courage and conflict, family feuds, discoveries of new lands in the west and adventures in the east. I would like to share with you one story that connects Iceland and Estonia. The Saga of the Norseman Ólafur Tryggvason recounts how Estonian villains kidnapped our hero Ólafur himself in the year 963, when he was but three years old and his father had already been slain. For six years, Ólafur was held captive here in Estonia, separated from his mother. Later in life, however, he became king of Norway, adopted the emerging Christian faith and was brutal in his mission to baptize the people of the north, including the inhabitants of Iceland, killing or maiming those who did not desire to adopt the new faith. In the Saga of Ólafur Tryggvason, as in so many of the Icelandic sagas and tales, fate and free will interact.

As from 2003, the latter convention represents an informal meeting of presidents of the EU’s Member States. Taking from a report, the presidents of Austria, Bulgaria, Greece, Croatia, Estonia, Italy, Malta, Poland, Portugal, Slovenia, Finland, and Germany met at the Rundāle Palace, a baroque architectural masterpiece, to have a comprehensive discussion on the future of Europe1. This year, as specified by the Estonian President’s official web-portal, the event was bound by a debate on “development the resistance of society, fighting the threats and propaganda of hybrid war and finding a balance between applying soft and hard force”2. In a certain way, this particular event can be inter-linked with a high-profile meeting, which almost immediately followed it – this time, it was the Lithuanian capital city Vilnius, which was hosting a major meeting between Angela Merkel, the Chancellor of Germany, and the Baltics’ leaders of the executive branch of power. En route to visit a German-led NATO multinational battalion in central Lithuania,3 on 14 September, the German Chancellor met with Dalia Grybauskaitė, the President of Lithuania, as well as Estonian and Latvian Prime Ministers.

    Kersti KALJULAID Born in Tartu, Estonia, in 1969. Education: Graduated from the University of Tartu, Estonia in 1992 with a Bachelor of Sciences in biology (genetics). Obtained a Master of Business Administration from the same university in 2001. Professional experience: Between 1998 and 1999 Kersti Kaljulaid worked for the Hansapank Markets (investment banking department) as an associate. Her main duties were to participate in merger and acquisition and privatisation deals, being responsible for the Due Diligence processes and company evaluations. In 1999 Kersti Kaljulaid joined the office of the Estonian Prime Minister as economic policy adviser. Her responsibilities included the coordination between the Prime Minister's office, the Bank of Estonia, the Ministry of Finance and the main spending ministries, as well as relations with the IMF and other multilateral financial institutions (EBRD, NIB, WB). She took part in preparatory work for the pension reform in association with the Ministers of Finance and Social Affairs and assisted the Prime Minister in annual budgetary negotiations with line ministers. In 2002, Kersti Mrs Kaljulaid was appointed finance manager of the Iru power plant owned by the an Estonian Energy company. In September 2002 she became managing director of the power plant. Kersti Mrs Kaljulaid represented the government on the Board of the Estonian Genome Foundation. She co-hosted a weekly radio programme on domestic and economic affairs. Kersti Kaljulaid became a Member of the European Court of Auditors on 7 May 2004 and was appointed to Audit Group II "Structural policies, transport, research and energy”. She was also a member of the Joint Audit Committee of Europol .

Thank you all for traveling to the White House for these really important discussions. We've just spent a long time together, and it was very interesting. This summit proudly displays to the world America's deep and lasting friendship with the Baltic nations. On behalf of the American people, thank you very much. And we are going to have another 100-year—a very long and beautiful relationship. This is your 100th year of independence. Congratulations. For a century, the United States has stood with the people of the Baltics in support of their independence, sovereignty, and self-determination. Through the decades of brutal Soviet occupation, the United States never ceased to recognize the sovereignty of the Baltic republics. In our discussions today, I was proud to reaffirm America's commitment to the Welles Declaration of 1940 and the U.S.-Baltic Charter of 1998. These same principles lie at the heart of America's approach to world affairs, honoring the right of peaceful citizens and nations to protect their interests and chart their own wonderful destinies. All three Baltic republics are committed NATO Allies. I want to express our gratitude to each of your countries for fulfilling your full obligations and meeting the 2-percent GDP benchmark for national defense this year.
