The Energy Transition Chronicles Energy Cities – The Energy Transition Chronicles The Energy Transition Chronicles Energy Cities provides local authorities with support for implementing their own energy transition process. The Proposals for the energy transition of cities and towns (www.energy-cities.eu/30proposals) are illustrated with around a hundred of inspirational examples from all over Europe. In this document composed of five case reports, Energy Cities goes further and tells the tale of energy transition success stories. The terms and conditions are available online at http://www.iea.org/ termsandconditionsuseandcopyright/ Energy Policies of IEA Countries Germany 2013 Review 2013 OECD/IEA, © Energy Policies of IEA Countries Germany Since the IEA last reviewed Germany’s energy policies in 2007, the country has taken two fundamental policy decisions that will guide its energy policy in coming decades. In September 2010, the federal government adopted the Energy Concept, a comprehensive new strategy for a long-term integrated energy pathway to 2050. Following the Fukushima Daiichi nuclear accident in March 2011, Germany decided to accelerate the phase-out of nuclear power by 2022 starting with the immediate closure of the eight oldest plants. This decision resulted in the adoption of a suite of new policy measures and determined renewable energy as the cornerstone of future energy supply, a set of policy instruments commonly known as the Energiewende. In order to achieve the ambitious energy transformation set out in the Energiewende, by 2030 half of all electricity supply will come from renewable energy sources; Germany must continue to develop cost-effective market-based approaches which will support the forecasted growth of variable renewable generation. Furthermore, the costs and benefits need to be allocated in a fair and transparent way among all market participants, especially households. In the future, renewable energy capacity must expand in parallel with the timely development of the transmission and distribution networks. In addition, a stable regulatory system is necessary to ensure long-term finance to network operators. -

It is both a physical shift from conventional fossil fuels to renewable energy, as well as a socio-political shift in power from centralized utilities to community ownership of energy. -
German Nuclear Power Policy Before and After Fukushima
GERMAN NUCLEAR POWER POLICY BEFORE AND AFTER FUKUSHIMA A Critical Discourse Analysis of the change in the German Government’s discourse on nuclear power Master thesis Natacha Holst Hansen International Business and Politics Date 19.9.2016 Supervisor Magali Gravier CPR 250789- | STU 181.896 Executive summary Through a social constructionist approach on critical discourse analysis, the thesis investigates how the nuclear incident in Fukushima, Japan 2011 changed the German government’s discourse on the nuclear power policy. Immediately after the Fukushima incident in Japan in 2011, the German government decided to phase-out nuclear power by 2022. Until 2011, nuclear power had been a large part of the energy mix, supplying Germany with 25% of its energy demands (World Nuclear, 2016). Due to the immediate proximity of the policy change to the Fukushima incident, the thesis identifies how Fukushima has changed the discourse on nuclear power policy. Using concepts from Siegfried Jäger (Wodak & Meyer, 2001), the thesis selects two political speeches held by representatives for the Merkel cabinet II at different points in time. The first speech is held before the Fukushima incident, and the second speech is held after. The discursive properties are analyzed through Norman Fairclough’s three-dimensional framework for discourse analysis (Fairclough, 1992). Discourse practice, text practice of the speeches are compared in order to identify the nature of the change and the effect of Fukushima. The results are evaluated normatively and discussed with other interpretations of the realpolitik of nuclear power policy. The analysis has been concerned with how the government articulates the nuclear power policy.
