O estudo enfoca a organização do Partido Nazista alemão para o exterior e seus reflexos na constituição de um grupo nacional partidário no Brasil. Também são abordadas a proibição das atividades nazistas no país e suas conseqüências para as relações entre Brasil e Alemanha. Ao traçar as especificidades do grupo estabelecido no Rio Grande do Sul, são analisados seus objetivos e resultados obtidos. 7 ABSTRACT The present thesis analyses the building and organization of the National Socialist Germans Workers Party in the state of Rio Grande do Sul during the first government of Getúlio Vargas (1931-1942). The research focuses on the institution of Foreign Office for German’s Nazi Party and its repercussion in the formation of a political national group in Brazil. The banning of Nazi activities in the country and its consequences on Brazil- Germany relations are also studied. In delineating the specifications of the Nazi group established in Rio Grande do Sul, its objectives and results are analyzed too. 8 RÉSUM É Cette thèse examine la formation et la structuration du Parti National-Socialiste des Travailleurs Allemands dans l’État du Rio Grande do Sul au cours du premier gouvernement de Getúlio Vargas (1931-1942). L’étude se concentre sur l’organisation du Parti Nazi allemand pour l’extérieur et leurs effets sur la construction d’un groupe national du parti au Brésil. Il est également questionné l’interdiction des activités nazies dans le pays et leurs conséquences pour les relations entre le Brésil et l’Allemagne. Apoiado em densa pesquisa imagética nos registros de época, renega a tese de que a megalomania de um artista frustrado resultou em um dos maiores genocídios da contemporaneidade. Transparece, no entanto, a opinião que aponta os horrores do nazismo como obra de um único líder insano e dos chefes políticos que o rodeavam. Ao revés da posição da história política tradicional, reproduzido na película, a polêmica envolvendo o livro Os carrascos voluntários de Hitler centrou-se no duo responsabilidade-culpabilidade da sociedade alemã durante o Holocausto. 2 Publicada em 1996, a tese de Daniel Goldhagen afirma que os valores e crenças difundidos e aceitos entre a população em relação aos judeus contribuíram na perpetuação do Shoah . Peca, porém, ao circunscrever o fenômeno à Alemanha, além de adotar a posição de inevitabilidade do fascismo no conjunto da história alemã. São Paulo: Companhia das Letras, 1999. 15 Persiste nesse debate inacabado mais do que a preocupação com o que é considerado o marco fundador da Europa contemporânea – a Segunda Guerra Mundial. Uma parcela de seus interlocutores integra a geração da juventude de 1968, que questionava os pais sobre a posição familiar durante a guerra. 3 Outra compõe o crescente mercado consumidor de livros e revistas que popularizam a disciplina histórica junto ao público não acadêmico, especialmente na França. A proliferação de estudos sobre o tema da direita e extrema-direita progride em paralelo à aceitação, pelos eleitores europeus, de projetos políticos discriminatórios e xenofóbicos.

Februar 1926 wandte sich der Völkische Beobachter1, das offizielle Presse­ organ der NSDAP, in einem Aufruf an alle „nationalsozialistischen Studenten" : „Mehr als zwei Jahre sind vergangen, da der erste deutsche Student sein Eintreten für den Nationalsozialismus mit dem Leben bezahlte. Verboten und verfolgt wird unsere Bewegung noch heute! Alle Parteien von rechts und links beteiligen sich an der Hetze gegen uns. Warum? Die bürgerlichen Rechts- und Mittelparteien deshalb, weil sie wissen, daß wir ihr Aussaugungssystem des schaffenden Volkes bekämpfen, und die wirtschaftlich be­ rechtigten Forderungen der Arbeiter gegen sie unterstützen. Die marxistischen Linksparteien bekämpfen uns deshalb, weil wir die Arbeiter­ schaft sehend machen wollen gegenüber dem ungeheuren Betrug und Verrat, den der Marxismus an ihr verübt. Und doch kann eine wahre Volksgemeinschaft nur erstehen, wenn ,national' und 'sozialistisch' in unserem Volk in eines zusammenfließen. Wir nationalsozialistischen Studenten haben lange gehofft, daß bereits bestehende ,völkische' Verbände ihre Aufgabe erkennen und an ihrem Platze an den Hoch­ schulen und im täglichen Leben mit der Tat auf dem Wege zur Volksgemeinschaft voranschreiten. Es ist nichts Positives geleistet worden, außer wenn man etwa die Aufstellung von phrasenreichen Programmen so beziehen [sic] wollte. Tatsächlich hat ein großer Teil der deutschen Studentenschaft, namentlich der junge Nachwuchs, fast völlig verlernt, Fühlung zum Volk zu haben. Man kann nicht Führer sein, wenn man gegen die berechtigten Forderungen der Volksgenos­ sen kämpft und den materiellen Hunger mit allgemeinen ,nationalen' Redensarten abspeist. Jeder Frontsoldat oder Werkstudent wird durch seine Erfahrungen obige Ansicht bestätigen können.

It argues that social networks and personal relationships – including family ties, religious affiliations, and sexual bonds among stormtroopers – represented the primary means of recruiting and integrating new members into the Nazi movement. The SA emphasized the social, emotional, and political benefits that young men could accrue by joining the group, which established an array of social welfare systems during the dismal days of the depression. In return for food and housing, male camaraderie, a sense of ersatz family, and the promise of social and economic integration into the local community, young stormtroopers became the Party’s foot soldiers. SA pubs and barracks were simultaneously places of refuge and sites of violence, where the stormtroopers were taught to strive for a sacrificial death that Party propagandists could use to argue for Nazi heroism, Communist criminality, and republican inability to maintain order in the German state. Hamburg’s stormtroopers claimed to defend their communities and families.

Jahrgang 1975 Nr. 4 ALBRECHT TYRELL FÜHRERGEDANKE UND GAULEITERWECHSEL Die Teilung des Gaues Rheinland der NSDAP 1931 Über den großen Anteil, den die Gauleiter als die höchsten regionalen Funktio­ näre der NSDAP an der Ausbreitung des Nationalsozialismus über Deutschland hin von 1925 an hatten, und über die hohe Bedeutung, die ihnen als den Binde­ gliedern zwischen der Reichsleitung und den Ortsgruppen für das Funktionieren der Parteiorganisation zukam, besteht in der Forschung breite Übereinstimmung1. Wie schon ein Blick auf das Faktum zeigt, daß 21 der zwischen 1925 und 1931 ernannten Gauleiter dies Parteiamt bis 1945 behielten2, verringerte sich das Ge­ wicht dieser „alten Garde" im nationalsozialistischen Herrschaftssystem nach 1933 keineswegs — ihr Einfluß wuchs vielmehr noch, zumal da die Mehrzahl der Gauleiter zusätzlich wichtige Funktionen im Staatsapparat übernahm3. Wenn man den Blick auf die Ebenen unterhalb Hitlers und der Reichsleitung der NSDAP richten und nach der Tätigkeit der Nationalsozialisten „an der Basis" fragen will, so bietet sich die überschaubare Gruppe der Gauleiter — die österrei­ chischen Gaue nicht eingerechnet, umfaßte die Parteiorganisation der NSDAP nie mehr als höchstens drei Dutzend Gaue gleichzeitig — als günstiger Ausgangspunkt für eine Untersuchung sowohl der politischen und agitatorischen Aktivitäten als auch der organisatorischen Binnenstruktur der NSDAP im ersten großen Ab­ schnitt der Parteientwicklung, also bis 1933, eigentlich von selbst an.     As comunidades alemãs frente ao nazismo no Brasil e no Chile: uma História comparada1 PAULA, Rogério Henrique Cardoso de2 Resumo: Este estudo procura analisar, comparativamente, dois grupos-país do Partido Nazista (Landesgruppen der NSDAP), nos anos de 1930 e 1940, presentes no Brasil e no Chile, e suas relações com as comunidades alemãs instaladas nestes países. Objetivamos, também, ponderar as relações entre os núcleos do NSDAP e os governos dos países hospedeiros (Gastländer) e, juntamente, as relações diplomáticas entre os países latino-americanos citados e a Alemanha, sobretudo no período da Segunda Guerra. O ideário nacionalista pangermânico, que imbuiu, sobremaneira, o discurso nazista que tinha como alvo os alemães no exterior, é, ainda, objeto de reflexão deste estudo. Além disso, analisamos as relações entre o NSDAP e os movimentos nazistas locais – Integralismo no Brasil e Nacismo no Chile. Diversos fatores, tanto internos como externos (por exemplo: a neutralidade chilena mantida até 1943, o caráter mais urbano da comunidade alemã chilena, a própria inobservância aos requisitos para decidir quem poderia ou não ingressar nas fileiras do NSDAP por parte do Landesgruppe (grupo país) no Chile, entre outros), contribuíram para o maior sucesso do processo de doutrinação nazista no Chile em relação àquele empreendido no Brasil.
