Performance Specifications for Streetscape Standards along

the Purple Line route in Montgomery County, MD

1. Where the Purple line is located in a designated CBD area with established Streetscape Standards, those standards should apply to the station and the streets on which the Purple Line is located. This includes the construction details, and the specified materials or add alternates, including, but not limited to, the brick types, tree species, street lights and sidewalk furnishings. Where the proposed station is to be integrated into a large plaza such as the site or at the Silver Spring Transit Center, the paving should complement that specified by the designs reviewed at time of Mandatory Referral. If the Purple Line establishes its own vocabulary of paving, lighting, planting and street furnishings for each of its stations, the quality is to be of a level of quality equal to or greater than that specified in the Bethesda Streetscape Standards. In addition, in locations where streetscape standards already existing (Bethesda, Silver Spring and Takoma Langley Crossroads) the specified style of lighting and furnishings at the stations should coordinate with the styles specified in the applicable Streetscape Standard.

2. Outside, but adjacent to the respective CBD’s the following standards should apply: a. Dale and Manchester Place stations: The Silver Spring Streetscape Standards to be followed. b. Wayne Avenue: The Silver Spring Streetscape Standards to be followed. c. Woodside stations north of the Silver Spring CBD: The Silver Spring Streetscape Standards to be followed. d. Takoma Langleys Crossroad Station: The Takoma Park Streetscape Standards to be followed.

3. Within the separate Sector Plan areas that are either approved or presently under development, where a specific set of Streetscape Standards do not exist, The streetscape details are to be of a level of quality equal to or greater than that specified in the Bethesda Streetscape Standards at the stations and on the streets that are being rebuilt in conjunction with the Purple Line construction. These include the following Sector Plan Areas: Chevy Chase Lakes, Greater Lyttonsville, and Long Branch.* The Takoma Langley Crossroads Design Guidelines reference the Takoma Park Streetscape Standards. a. Stations – This includes, but is not limited to the paving, street furnishings, lighting, trees, shrubs and groundcovers and their associated planting details. b. Streets ‐ Streets to be reconstructed in association with the Purple Line ‐ including Arliss Street, Piney Branch Road and University Boulevard. The streetscape details are to be of a level of quality equal to or greater than that specified in the Bethesda Streetscape Standards. This includes, but is not limited to paving, street furnishings, lighting, trees, shrubs and groundcovers and their associated planting details. The street lighting, sidewalk paving, furnishings and street trees are to be coordinated with those specified for each station to maintain design consistency between the two. i. Paving: Sidewalk and plaza paving should be durable and easily maintained and repaired. If concrete is specified, individual unit pavers should be incorporated as edging or banding to create interest. In addition concrete scoring (expansion and contraction joints) should be utilized to add variety and rhythm to the sidewalk and plaza paving, thus elevating its design above generic concrete sidewalks. ii. Lighting: The lighting is to be pedestrian scale lighting, similar in scale to that specified in the Bethesda Streetscape Standards. The typical height of pedestrian scale lighting ranges between 12’ and 15’ tall. Wherever possible cobra‐head style fixtures are not to be allowed. iii. Furnishings: Quality and number of street furnishing to equal to that specified in the Bethesda Streetscape Standards. iv. Street Trees: Shade trees specified are to be appropriate for urban conditions with a proven record of durability. Canopy cover should provide adequate shading to pedestrians while not blocking signage on adjacent building facades.
