The article presents the grounds for the necessity to diversify the mono-economy of old industrial regions and its transition to the innovative development based on the interaction of small and large businesses with the support of municipal, regional and governmental authorities. The examples of the world practice in state regulation of depressed territories of old industrial type and the participation of multinational corporations in their modernization are given. The role of business groups in the diversification of the Kemerovo region economy is described, as well as the importance of supporting this process by the governmental authorities. 1 Introduction The need to diversify the mono-profile (mono-product, mono-industrial) economy of old industrial regions, including the Kemerovo Region, is due to the objective requirement of their sustainable development and increase of social and economic parameters of the terri- torial management system. One of the important factors of this process is the effective in- teraction of small and large business. However, in modern economy, when the existing economic, production, and other links and mechanisms lose their importance and new ones are just being established, to create such interaction and ensure its development the pur- poseful efforts of the authorities on federal, regional and municipal levels are necessary. 2 Materials and Methods It should be noted that there is no "exact" (single, universal) definition of the term "old in- dustrial region", despite the fact that many scientists have paid attention to this phenome- non during the past twenty five years in Russia [1-5]. -

The reader should not expect to see a city like Moscow listed. Villages that are insufficiently known or very small are not listed and appear on the map only as nameless dots. If you are looking for an administrative region Go to the Index on page 185 and find the list of administrative regions. The numbers refer to the map on the inside back cover. Having found the region on this map, the reader will know which index map to use to search further. If you are looking for the big picture Go to the overview map on page 35. This map shows all of Russia’s Intact Forest Landscapes, along with the borders and Roman numerals of the five index maps. If you are looking for a certain part of Russia Find the appropriate index map. These show the borders of the detailed maps for different parts of the country. -

The investment policy of the Kemerovo Region has the following priorities: creating a favourable investment climate; improving regional legislation on investment and innovation; creating an investment infrastructure and new investment sites; developing a transport infrastructure; establishing intersectoral and territorial clusters; making a better use of state support to investment activity; strengthening measures to attract investment in high tech projects; using pension, insurance and mutual funds to imple- ment major infrastructural projects; developing public-private partnerships; providing information and staff support to investment projects; and eliminating administrative barriers and minimising corruption risks. The project plans to create 10 electromobile gas stations along the roads of the Kemerovo region: Kemerovo, Novokuznetsk, Sheregesh, Mezhdurechensk, Prokopyevsk, Kiselevsk, Leninsk-Kuznetsk, Yurga, Belovo, Anzhero-Sudzhensk. Required Investment: - Investments of 270 million rubles. they will allow in a short time to create a network of 10 stations with the necessary infrastructure, launch an affiliate program for distributors, thereby, the company will receive additional competitive advantages. - With investments of 61 million rubles. two charging stations will be built (at the exits from Novokuznetsk and Kemerovo, along the Leninsk-Kuznetsk highway, a back office will be created and the first contract with a distributor will be concluded. -Investments of 35 million rubles. will allow to build the first charging station (at the exit from Novokuznetsk in the direction of Kemerovo), create a back office. Of which: 2%, construction and installation works; 97% - equipment (charging columns, energy storage system, modular design with a canopy, LED video screen, video surveillance system, online ticket office.); 1% other expenses. The business model of the Clean Energy gas station is very similar to a conventional gas station: it is the sale of energy in kWh for electric car drivers. -

The authors suggest defining clusters in relation to types of business associations operating in priority development areas within mono-profile towns. The basic principles of the methodical approach were formulated to the formation of clusters in monotowns and diversification of the economy, located on the territories of priority socioeconomic development, based on international and Russian researches made to analyze the experience in the formation and functioning of clusters, their problems and risks. Most significant factors are distinguished for problem solving in mono towns to ensure the sustainable development of clusters. The cluster approach was analyzed with regard to its using in practice. The monotown of Yurga in Kemerovo Oblast (Kuzbass) is described as an example of cluster studies for a discussion of practical considerations in implementing the monotown program designed for priority development areas. -

Master Program in Economic Growth, Innovation and Spatial Dynamics Russian Monotowns Delgir Maksimova [email protected] Abstract: Monofunctional towns of Russia represent the extreme case of specialized settlements where the socio-economic development mostly or fully depends on the performance of one or a few town-forming enterprises. This phenomenon obtained attention after the Soviet Union collapse, which has resulted in worsening of the socio-economic situation in monotowns. However, since the 2000s the differentiation in the development among monofunctional towns was observed. What can condition such differentiation? In this study an attempt to provide a new perspective, through which monotowns can be studied. The analysis is done in the step- wise manner and based on the developed data matrix and taxonomy of monotowns. Vavilov, National Research Tomsk Polytechnic University, Tomsk, Russia, [email protected] Abstract The result of company town concept analysis and systemising shows the absence of distinguishing criteria in international theory. In Russian theory and practice otherwise it is defined three approaehes to the criteria definition. Taken into consideration these practices and the considerable difference between company towns the authors offer the following distinguishmg factors of company town: township-forming enterprise, industry structure, human resource allocation, financial resource allocation, corporate social responsibility, and town location relative as additional external element common to most company towns. The analysis of the faetors on the basis of Yurga socio-economic wellbeing data concludes that the company town has still strong influence from township-forming enterprise in spite of economy diversification results, including core industry reduction in production and employment rates. The main element of the influence is a thermal power station on the balance of the township-forming enterprise that serves the needs of citizens, so we eonsider it as the part of corporate soeial responsibility concept. In Russia company towns began to appear in the epoch of Peter I on the basis of cloth manufactures and ironworks located near Moscow and in the Urals.
