The Southeast Asian Muslims, for example, once re- garded as being peripheral to the world of Islam, are now becoming recognized as model Muslim leaders with exceptional abilities to manage difficult tasks such as their own coun- try‟s economic development, the Islamic financial system, democratization and even aero- nautics. -

In this vein, the present research’s title is “The Meccan Era in the Turkish Writings from the prophet’s birth till the Prophetic Immigration to Medina”. Therefore in this research, a great amount of information about the Meccan era in the Turkish Writings from the prophet’s birth till the Prophetic Immigration to Medina was collected. It also included prophet’s life before and after the mission till the immigration to Abyssinia, the boycott, passing the second Aqaba Pledge, the Prophet's stand towards some contemporary nations and finally, the conclusion and the list of citied works and references. Before the prophet Muhammad Ibn Abd Allah's (PBUH) birth, the Arabian Peninsula lived in full darkness then it was enlightened by Islam. The prophet (PBUH) was not detached from the universal arena; rather, he was aware of the surrounding nations led by the Persians and Romans during that time. -

AUSTRALIAN FOREIGN FIGHTERS: RISKS AND RESPONSES EXECUTIVE SUMMARY Conflicts in Syria and Iraq have attracted aspiring jihadists from across the world. Australians have joined the flow of foreign fighters to the region, raising concerns that some will carry out terrorist attacks in Australia should they return home. The record of past jihadist foreign fighter mobilisations, including Australia's own history in this regard, demonstrates that there is a potential threat to Australia’s security. However, a range of factors will shape that threat, including how Australia responds to returning foreign fighters. The Government's response has mainly focused on increased resources and powers for police and intelligence agencies, but also includes an important non-coercive element termed Countering Violent Extremism (CVE) that has received less attention. -

The Washington Times www.washingtontimes.com Using cues of the past By Arnaud de Borchgrave Published May 10, 2005 From bleeding heart liberals to coldhearted conservative realists, everyone professed shock and awe when Russia's President Vladimir Putin called the breakup of the Soviet Union the greatest geopolitical catastrophe of the 20th century. Yet it was a statement of the obvious. Because that's precisely what it was. No empire in history had collapsed so suddenly and so completely. Millions of Russian citizens found themselves stranded in both the inner empire (the Baltic States and other former Soviet republics) and outer dominion (East Europe, Angola, Cuba, Vietnam), not to mention client states (Libya, Syria, North Korea). The world balance of power, maintained by MAD (Mutual Assured Destruction), was dispelled with the fall of the Berlin Wall. A defeated Soviet army was forced to withdraw from Afghanistan in 1989, and later that year from East Germany and the other former East European satellites. For the satraps in the Kremlin, it was an unmitigated disaster. Millions more at home were out of work and on the dole -- but there was no dole. Armaments plants ground to a halt and nuclear engineers and scientists struggled to survive on $200 a month or less. Russia's nuclear storage depots guarded by security personnel that had not been paid in months. Anything and everything was for sale -- or plunder. Organized crime gangs teamed up with former KGB operatives who used their knowledge of financial conduits abroad to literally plunder the country. Some $220 billion in gold, diamonds, precious metals and other assets moved abroad between 1990 and 1995. -

PERSPECTIVES ON TERRORISM Volume 11, Issue 6 Articles Thirty Years after its Foundation – Where is al-Qaida Going? by Anne Stenersen Abstract This article presents a framework for understanding al-Qaida, based on a new reading of its thirty-year history. Al-Qaida today is commonly labelled a ‘global insurgency’ or ‘global franchise.’ However, these labels are not sufficient if we want to understand what kind of threat al-Qaida poses to the West. Al-Qaida is better described as a revolutionary vanguard, engaged in a perpetual struggle to further its Salafi-jihadi ideology. Its strategy is flexible and opportunistic, and the organization uses a range of tools associated with both state and non-state actors. In the future al-Qaida is likely to treat international terrorist planning, and support to local insurgencies in the Muslim world, as two separate activities. International terrorism is currently not a prioritised strategy of al-Qaida, but it is likely to be so in the future, given that it manages to re-build its external operations capability. [1] There are two opposite and irreconcilable views in this debate: The first is that al-Qaida is strong and cannot be discounted. The other is that al-Qaida is in decline. [2] Those who suggest al-Qaida is strong, tend to emphasise the size and number of al-Qaida’s affiliates, especially in Syria, Yemen and Somalia; they also point to the rise of new leaders, in particular bin Laden’s son Hamza. -

yber C yberO rient, Vol. 15, Iss. 1, 2021 , pp. 259-289 Emerging Islamic Representations in the Cambodian Muslim Social Media Scene: Complex Divides and Muted Debates Zoltan Pall Austrian Academy of Sciences Alberto Pérez Pereiro National University of Singapore Abstract: This article explores the characteristics and structure of the Cambodian Muslim social media scene and considers what they tell us about the sociopolitical setting of the country’s Muslim minority. It focuses on how the relationship between Islamic actors of the Cambodian Muslim minority, that is, groups, movements and institutions, and their offline environment shape their online representations and proselytization activities. It particularly considers the observation that theological debate is almost absent in this Islamic social media scene compared to that of other Southeast Asian Muslim societies and attempts to find answers to the question of why this is the case. The article particularly examines the Facebook pages of various Islamic groups and explains the sociopolitical factors and language politics that inform the ways in which they formulate the contents and style of their posts. It shows how the close connections between the political and the religious fields in an authoritarian setting, where the state strongly discourages social discord, have the effect of largely muting debates on social media. REVOLUTIONARY NETWORKS? AN ANALYSIS OF ORGANIZATIONAL DESIGN IN TERRORIST GROUPS by Bradley J. McAllister (Under the Direction of Sherry Lowrance) ABSTRACT This dissertation is simultaneously an exercise in theory testing and theory generation. Firstly, it is an empirical test of the means-oriented netwar theory, which asserts that distributed networks represent superior organizational designs for violent activists than do classic hierarchies. Secondly, this piece uses the ends-oriented theory of revolutionary terror to generate an alternative means-oriented theory of terrorist organization, which emphasizes the need of terrorist groups to centralize their operations. By focusing on the ends of terrorism, this study is able to generate a series of metrics of organizational performance against which the competing theories of organizational design can be measured. The findings show that terrorist groups that decentralize their operations continually lose ground, not only to government counter-terror and counter-insurgent campaigns, but also to rival organizations that are better able to take advantage of their respective operational environments. However, evidence also suggests that groups facing decline due to decentralization can offset their inability to perform complex tasks by emphasizing the material benefits of radical activism. ARTICLE RELIGIOUS FREEDOM IMPLICATIONS OF SHARIA IMPLEMENTATION IN ACEH, INDONESIA ASMA T. UDDIN* INTRODUCTION On Monday, September 14, 2009, the provincial legislature in Aceh, Indonesia passed Sharia regulations imposing stringent criminal punish- ments for various sexual offenses, such as adultery and fornication.1 Sharia, literally meaning “way to a watering place,” is a set of divine principles that regulate a Muslim’s relationship with God and man by providing social, moral, religious, and legal guidance. It is implemented through fiqh, or Is- lamic jurisprudence, which is the science of interpreting religious texts in order to deduce legal rulings. The Acehnese Sharia regulations are the latest manifestations of a process of formal implementation of Sharia that began in 2002 in Aceh.2 Given the gravity of the associated punishments, the reg- ulations have caught national and international attention, with human rights activists across the world decrying the severity of the corporal punishments imposed by the regulations. Much less frequently scrutinized are the regula- tions’ implications for other human rights—such as religious freedom. This paper analyzes these regulations’ religious freedom implications for both Muslims and non-Muslims. -

The Council embodies a non-partisan network of leaders who aim to bring ideas to power and to give power to ideas by: 7 stimulating dialogue and discussion about critical international issues with a view to enriching public debate and promoting consensus on appropriate responses in the Administration, the Congress, the corporate and nonprofit sectors, and the media in the United States and among leaders in Europe, Asia, Africa and the Americas; 7 conducting educational and exchange programs for successor generations of U.S. leaders so that they will come to value U.S. international engagement and have the knowledge and understanding necessary to develop effective policies. Through its diverse networks, the Council builds broad constituencies to support constructive U.S. leadership and policies. Its program offices publish informational analyses, convene conferences among current and/or future leaders, and contribute to the public debate in order to integrate the views of knowledgeable individuals from a wide variety of backgrounds, interests, and experiences. The South Asia Center is the Atlantic Council’s focal point for work on Afghanistan, Pakistan, India, Bangladesh, Sri Lanka, Nepal and Bhutan as well as on relations between these countries and China, Central Asia, Iran, the Arab world, Europe and the U.S. As part of the Council’s Asia program, the Center seeks to foster partnerships with key institutions in the region to establish itself as a forum for dialogue between decision makers in South Asia, the U.S.
