ISSUE: 2018 No. 69 ISSN 2335-6677 RESEARCHERS AT ISEAS – YUSOF ISHAK INSTITUTE ANALYSE CURRENT EVENTS Singapore |2 November 2018 The Growing Role of the Military in Counter-Terrorism in Southeast Asia Olli Suorsa* EXECUTIVE SUMMARY Military forces have gained a more prominent role in countering terrorism in Southeast Asian countries, particularly in the Philippines and Indonesia. Law-enforcement agencies’ perceived unpreparedness and even failure to prevent and effectively deal with the attacks in Marawi City in the Philippines and Surabaya in Indonesia in May 2017 and May 2018 respectively, helped to elevate the role of armed forces. The military’s traditionally strong or embedded role in these countries together with its extensive territorial presence, has provided it with a natural role in countering threats or acts of terrorism. The enhanced role of the military in internal security operations raises concerns about past abuses of human rights by the military, especially in Indonesia. * Olli Suorsa was Associate Fellow at ISEAS – Yusof Ishak Institute from 2 July 2018 to 27 July 2018, and is Ph.D. Candidate at the City University of Hong Kong. 1 ISSUE: 2018 No. 69 ISSN 2335-6677 INTRODUCTION The increasing numbers of attacks by Southeast Asian militant groups and radicalized individuals pledging allegiance to the Islamic State in Iraq and Syria (ISIS), since at least 2014, and in particular the Marawi attack in the Philippines have put new stress on regional governments to effectively address the growing security challenge. Law-enforcement agencies and their special operations units, the principal anti-terrorism actors in most countries in Southeast Asia, suffer from lack of capacity and resources— manpower and finances—as well as often rampant corruption and low levels of public trust to deal with the bigger threat.1 These actual or perceived challenges have rekindled strong voices for greater military involvement in counter-terrorism in Southeast Asia, especially the Philippines and Indonesia. -

ARTICLE RELIGIOUS FREEDOM IMPLICATIONS OF SHARIA IMPLEMENTATION IN ACEH, INDONESIA ASMA T. UDDIN* INTRODUCTION On Monday, September 14, 2009, the provincial legislature in Aceh, Indonesia passed Sharia regulations imposing stringent criminal punish- ments for various sexual offenses, such as adultery and fornication.1 Sharia, literally meaning “way to a watering place,” is a set of divine principles that regulate a Muslim’s relationship with God and man by providing social, moral, religious, and legal guidance. It is implemented through fiqh, or Is- lamic jurisprudence, which is the science of interpreting religious texts in order to deduce legal rulings. The Acehnese Sharia regulations are the latest manifestations of a process of formal implementation of Sharia that began in 2002 in Aceh.2 Given the gravity of the associated punishments, the reg- ulations have caught national and international attention, with human rights activists across the world decrying the severity of the corporal punishments imposed by the regulations. Much less frequently scrutinized are the regula- tions’ implications for other human rights—such as religious freedom. This paper analyzes these regulations’ religious freedom implications for both Muslims and non-Muslims. -

Suaidi Asyari A REAL THREAT FROM WITHIN: Muhammadiyah’s Identity Metamorphosis and the Dilemma of Democracy Suaidi Asyari IAIN Sulthan Thaha Saifuddin - Jambi Abstract: This paper will look at Muhammadiyah as a constantly metamorphosing organism from which have grown modernist-reformist, liberalist progressive, political pragmatist and potentially violent fundamentalist-radical Muslims. It will argue that the trajectory passed by and the victory of the radical-puritan element in the National Congress 2005 can potentially become an obstacle for Muhammadiyah's involvement in the process of implementing democratic values in Indonesia in the future. To keep watching Muhammadiyah’s trajectory is crucially important due to the fact that this organization is one of the powerful forces in the world toward the democratization process. In order to be on the right track of democracy, Muhammadiyah has to be able to cope with its internal disputes over democratic values. Only by means of coping with these internal disputes can this organization ensure its role in propagating and disseminating democratic ideas as well as practices in Indonesia. Keywords: Muhammadiyah, metamorphoses, identity, democracy Introduction: An Overview of Muhammadiyah To date, Muhammadiyah has been plausibly assumed to be a moderate Islamic organization which is in a similar position to Nahdlatul Ulama (NU) and does not have any connections with radical individuals or organizations that could be associated with radical Islamic ideology. Draft ASA Conference Paper Cultural Perceptions of Tourism and Terrorism Michael Hitchcock and I Nyoman Darma Putra Introduction Michel Houellebecq's controversial novel 'Platform' (2002) manages to combine an account of sex tourism with an horrific terrorist attack in Thailand. Whatever the merits of the book, which was originally published in French in 1999, the author is eerily prescient about how tourist resorts could become terrorism targets in Southeast Asia. Houellebecq may be concerned with Thailand, which has suffered attacks on nightclubs and centres of entertainment, but has not experienced the same level of terrorist violence as other Southeast Asian countries, notably the Philippines. There the militant Islamic group Abu Sayyaf took 21 hostages, including 10 foreign tourists, from a diving resort in the Malaysian state of Sabah. The kidnap earned Abu Sayyaf US$ 20 million, reportedly paid by Libya (Rabasa, 2003: 54). The worst outrage to date occurred in Bali in 2002 where over 201 people lost their lives when three bombs were ignited. In this case the bombers were rounded up relatively quickly and on admitting their guilt where quick to point out why they had acted as they did. Thailand, however, is arguably one of the most iconic of tourism destinations and the fact that the real terrorist outrages have happened elsewhere does not detract from one of the main messages of the book: tourists are easily attacked and some of what they engage in may be used as a justification for attacking them. Houellebecq is of course a novelist and a very opinionated one according to some of his critics, but he does investigate the cultural ramifications of terrorists attacking tourists. -

1 Secularization of religion in Indonesia: From Custom to Pancasila and back to adat Stephen C. Headley (CNRS) [Version 3 Nov., 2008] Introduction: Why would anyone want to promote or accept a move to normalization of religion? Why are village rituals considered superstition while Islam is not? What is dangerous about such cultic diversity? These are the basic questions which we are asking in this paper. After independence in 1949, the standardization of religion in the Republic of Indonesia was animated by a preoccupation with “unity in diversity”. All citizens were to be monotheists, for monotheism reflected more perfectly the unity of the new republic than did the great variety of cosmologies deployed in the animistic cults. Initially the legal term secularization in European countries (i.e., England and France circa 1600-1800) meant confiscations of church property. Only later in sociology of religion did the word secularization come to designate lesser attendance to church services. It also involved a deep shift in the epistemological framework. It redefined what it meant to be a person (Milbank, 1990). Anthropology in societies where religion and the state are separate is very different than an anthropology where the rulers and the religion agree about man’s destiny. This means that in each distinct cultural secularization will take a different form depending on the anthropology conveyed by its historically dominant religion expression. For example, the French republic has no cosmology referring to heaven and earth; its genealogical amnesia concerning the Christian origins of the Merovingian and Carolingian kingdoms is deliberate for, the universality of the values of the republic were to liberate its citizens from public obedience to Catholicism. -

The 11 July 2006 Mumbai train bombings were a series of seven bomb blasts that took place over a period of 11 minutes on the Suburban Railway in Mumbai (formerly known as Bombay), capital city of the Indian state of Maharashtra and India's financial capital. 209 people lost their lives and over 700 were injured in the attacks. Details The bombs were placed on trains plying on the western line of the suburban ("local") train network, which forms the backbone of the city's transport network. The first blast reportedly took place at 18:24 IST (12:54 UTC), and the explosions continued for approximately eleven minutes, until 18:35, during the after-work rush hour. All the bombs had been placed in the first-class "general" compartments (some compartments are reserved for women, called "ladies" compartments) of several trains running from Churchgate, the city-centre end of the western railway line, to the western suburbs of the city. They exploded at or in the near vicinity of the suburban railway stations of Matunga Road, Mahim, Bandra, Khar Road, Jogeshwari, Bhayandar and Borivali. -

PERSPECTIVES ON TERRORISM Volume 13, Issue 1 The Islamic State’s Provinces on the Peripheries: Juxtaposing the Pledges from Boko Haram in Nigeria and Abu Sayyaf and Maute Group in the Philippines By Jacob Zenn Abstract Despite the loss of territories in Syria and Iraq, the Islamic State’s “provinces” have all remained loyal to the organization’s “core” and its Caliph, Abu Bakr al-Baghdadi. Boko Haram’s successor, the Islamic State in West Africa Province (ISWAP), and the jihadists in the Philippines in the Maute Group and Abu Sayyaf, which were labeled “East Asia”, have both continued coordinating with the Islamic State. ISWAP now not only fields Caucasian foreign fighter commanders but also receives directives from the Islamic State on matters ranging from negotiations to attack plans while the jihadists in the Philippines would not have engaged in the short-lived conquest of Marawi if not for them taking into account the demands of the Islamic State “core”. Prior to merging with the Islamic State the jihadists in Nigeria and the Philippines restructured their internal organization and proved they could hold territory, which indicated they could meet the conditions the “core” required of them to be designated as provinces. By juxtaposing the relationship of the Islamic State “core” to the jihadists on the peripheries in Nigeria and the Philippines this article demonstrates the importance of the provinces for the Islamic State project and the different ways jihadists in the provinces have interacted with the “core”.
