Wir beantragen daher als Änderungs- bzw. Ergänzungsantrag zum TOP Ö14: 1. Die Verwaltung wird gebeten, den beabsichtigten Ausschreibungszeitraum zu be- nennen und zu begründen. 2.     DB subsidiary ioki brings on-demand shuttles to rural areas: Three new test regions in Ham- burg’s real digital mobility lab Mobility analyses show new potentials of public transport • Winsen: 30 percent of journeys could be shifted from the road to climate-friendly public transport in the short term • Shuttles in Winsen, Ahrensburg and Stormarn about to start this year (Hamburg, August 21, 2020) By December 2020, public transport will be almost to the doorstep in three more districts in the greater Hamburg area. In Hamburg’s real digital mobility lab (“Reallabor Hamburg”), the Deutsche Bahn subsidiary ioki initially conducts mobility analyses for the three test regions Ahrensburg, Stormarn and Süderelbe. The most recent investigation of commuter flows and mobility behaviour in the Süderelbe region (south of the Elbe river), shows: the greatest potential for a flexible demand-re- sponsive transport service – without fixed timetables and stops – is found in the city of Winsen in the district of Harburg. In a second step, ioki is developing the platform for the operation of the on-demand shuttles, which will start in Ahrensburg and Stormarn as well as in Winsen this year. Ahner Directorate General Regional Policy European Commission B - 1049 Brussels Lüneburg, 19 January 2011 Consultation on the results of the 5th Cohesion Report Contribution of the 11 districts of the Lüneburg convergence area, Lower Saxony (Germany) Districts Celle, Cuxhaven, Harburg, Lüchow-Dannenberg, Lüneburg, Osterholz, Rotenburg/Wümme, Soltau-Fallingbostel, Stade, Uelzen and Verden Dear Dr Ahner, We were very interested in reading the Fifth Cohesion Report on economic and social cohesion, which the European Commission presented on 10 November 2010. The findings illustrate once more the great importance of European cohesion policy for the European integration process and the development of the regions. The community of the 11 districts making up the Lüneburg convergence area (NUTS 2, Lower Saxony) welcomes the proposed orientation of this policy. As the only western German convergence area, and in the light of the experiences gained over the course of the current funding period, we have discussed the report and the conclusions in detail at various levels. On this basis, we would briefly like to draw your attention to a few points which we consider important to the further discussion. We will send our contribution electronically to the responsible division C1 in both German and English. We would very much like to be involved in the further process, and would appreciate the opportunity to contribute during the drafting phase of the new regulations.     CHAPTER ONE UNDERSTANDING THE WIDER Elbe-Weser REGION The territories which held possessions along the Lower Elbe and Lower Weser and their tributaries were characterised by political diversity rather than unity. They comprised not only the cities of Hamburg and Bremen as well as the duchies of Bremen and Verden (Stifte until 1648), but also consisted of the various territories of the county of Holstein, the duchy of Brunswick-Lüneburg, the county of Oldenburg as well as other territo- ries with peripheral interests in the region, such as Sachsen-Lauenburg. The territories neither covered an individual political entity nor were they identical with the Lower Saxon Circle (Niedersächsischer Reichskreis), a political subdivision of the Holy Roman Empire.1 Although all of the above cities and principalities officially adhered to the Protestant faith, Bremen followed the reformed, Calvinist doctrine, forming a confessional island within the adjacent Lutheran territories. Furthermore, all territo- ries offered varying degrees of religious toleration. In addition, the social and legal conditions in the bigger cities of Bremen and Hamburg (or even the smaller ones of Lüneburg, Altona and Stade) differed significantly to those in rural areas.2 Despite their differences a multitude of links existed which connected the political entities to a geo-political area which we can justifiably call a region. The Lower Elbe, Lower Weser and their tributaries provided the most important of these regional links offering points of contact and enhancing cross-border foreign and local migration.
