September 2015 Änderungsantrag zum Tagesordnungspunkt „Entsorgungsdienstleistung ab 15.04.2019 - Gemeinsame Ausschreibung der Mitglieder des Entsorgungsverbundes (Landkreise Stade, Heidekreis, Rotenburg/Wümme und Harburg)“, Vorlage VA0905/2015 / TOP Ö14 Umweltausschuss am 7.9.2015, Kreisausschuss am 29.9.2015 Sehr geehrter Herr Landrat, die Verwaltung hat zur Sitzung des Umweltausschusses am 7.9.2015 eine Beschlussem- pfehlung vorgelegt, nach der die Leistung „Entsorgung des Hausmülls aus den Land- kreisen Stade, Heidekreis, Rotenburg / Wümme und Harburg“ ab 15.04.2019 in vier Losen europaweit ausgeschrieben werden soll und ein Ingenieurbüro in Zusammenarbeit mit Rechtsanwälten mit der Beratung und Erstellung der Ausschreibungsunterlagen beauf- tragt werden sollen. Eine europaweite Ausschreibung ist im Interesse der Gebührenzahler. Eine inhaltliche Beratung über Details und Inhalte der Ausschreibung hat jedoch bisher nicht stattgefunden, und Einzelheiten zu der auszuschreibenden Leistung sind der Ver- waltungsvorlage nicht zu entnehmen. Wir beantragen daher als Änderungs- bzw. Ergänzungsantrag zum TOP Ö14: 1. Die Verwaltung wird gebeten, den beabsichtigten Ausschreibungszeitraum zu be- nennen und zu begründen. 2. Die Verwaltung wird gebeten, die für das Los des Lkr. Harburg geplante Ausschrei- bungsmenge zu benennen und zu erläutern. Dazu wird auch um die Beantwortung folgender Fragen gebeten: a) Ist die durch die geplante Einführung der Biotonne zu erwartende leichte Redu- zierung der Organikmenge im Restabfall berücksichtigt worden, die zu einer Entlas- tung von durchschnittlich 15 bis 20 kg Organik je Einwohner und Jahr führen kann [vgl.
