1 Brief Introduction

The Wuhan Urban Environmental Improvement Project (the Project) will (1) improve and solve the urgent problem of Wuhan wastewater sludge treatment and disposal, and (2) develop integrated urban water resource management and environmental infrastructure in the new urban development areas. The Project will include four components: (i) Wuhan Sludge Treatment and Disposal, (ii) Wuhan New Zone Lake/Channels Rehabilitation and Pumping Station, (iii) Yangchun Lake Secondary Urban Center Lake/Channel Rehabilitation, and (iv) Institutional Strengthening and Capacity Development.

Rivers and lakes are abundant (rivers and lakes surface take up about one quarter of the urban area) in Wuhan, which largely determine the urban landscape and development of the City. The Project will be implemented in Hanyang and Hongshan districts. Wuchang is potentially impacted because it located in the downstream of the component of the Wuhan New Zone Lake/Channels Rehabilitation and Sixin Pumping Station. Longyang Lake, Moshui Lake, Sanjiao Lake, Nantaizi Lake and some other small lakes are located in . There are also many lakes such as , Tangxun Lake and Huangjia Lake, etc. in Hongshan District.The total number of beneficiaries of the project is 2,000,745, including 1,000,373 women, 24,009 poor people and 20,007 ethnic minorities. The number of beneficiaries is shown in Table 1-1.

2 Methods

The method is based on the SAP during the project assessment, through interviewing with key persons, collecting project-related information from the project office, collecting statistical data, and tracking and monitoring socio-economy situations to evaluate the achievement of social goals. Monitoring results of SAP are shown in Table 2-1 and Table 2-2.

3 Socioeconomic Development

3.1 Population By the end of 2017, the permanent resident population of Wuhan City was 10.8929 million, an increase of 126.7 thousand over the previous year. Among the resident population, the urban population was 8.7187million, accounting for 80.04% of the resident population, an increase of 0.27 percentage points over the previous year. The registered population was 8.5365 million, an increase of 198 thousand.The birth rate was 15.57‰, the mortality rate was 11.62‰ and the natural population growth rate is 3.96‰.

By the end of 2018, the permanent resident population of Wuhan City was 11.081 million, an increase of 188.1 thousand over the previous year. Among the resident population, the urban population was 8.8969 million, accounting for 80.29% of the resident population, an increase of 0.25 percentage points over the previous year. The registered population was 8.8373 million, an increase of 300 thousand.The birth rate was 13.74‰, the death population was 47,900 and the natural population growth rate is 8.23‰.

3.2 Economic Development According to the Wuhan Municipal Statistics Bulletin of 2017, the annual gross domestic product (GDP) of Wuhan in 2017 was CNY1341.034 billion, calculated at comparable prices, an increase of 8% over the previous year. Among them, the first industrial added value was 40.82 billion yuan, an increase of 2.8%; The added value of the secondary industry was 586.135 billion yuan, increasing by 7.1%; the added value of tertiary industry was 714.079 billion yuan, increasing by 9.2%. Per capita GDP was123831 yuan, an increase of 6.6%.

According to the Wuhan Municipal Statistics Bulletin of 2018, the annual gross domestic product (GDP) of Wuhan in 2018 was CNY1484.729 billion, calculated at comparable prices, an increase of 10.7% over the previous year. Among them, the first industrial added value was 36.2 billion yuan, an increase of -11.3%; The added value of the secondary industry was 637.775 billion yuan, increasing by 8.8%; the added value of tertiary industry was 810.754 billion yuan, increasing by 13.5%. Per capita GDP was 1351136 yuan, an increase of 6.4%.

3.3 People’s Livelihood In 2018, according to the Wuhan Municipal Statistics Bulletin, Wuhan city's disposable income of residents per capita was 42,133 yuan, increasing by 9.0% over the previous year. The per capita consumption expenditure of residents was 28,307 yuan, an increase of 9.5% over the previous year. In 2018, the per capita disposable income of urban residents was 47,359 yuan, an increase of 9.1%. Per capita consumption expenditure of urban residents was 31201 yuan, an increase of 9.3%. In 2018, the per capita disposable income of rural residents in Wuhanwas 22,652 yuan, an increase of 8.5%. Per capita consumption expenditure of rural residents was 17,520 yuan, an increase of 10.8%.

4 Public Participation

Some public consultations related to the project scope and possible impacts such resettlement and environment were held during the PPTA. More community participation and public awareness activities were conducted to understand local residents’ and the community’s opinions and concerns on the design and implementation of the Project. The activities included 10 community meetings, 10 focus group discussions, and surveys of 100 companies and small businesses and more than 500 households. In addition, discussions with village committees, relevant local government departments, wastewater treatment plants (WWTPs), Wuhan New Zone Construction Committees, Yangchun Lake New Center Construction Committees, and other stakeholders were held during the PPTA. 16

During the project construction period, the PMO attached great importance to public participation, and the implementation agencies consulted with the design department, the supervision department, the local government and the affected people to solve the existing problems and received some results. During the project construction period, there were 3840 person-time joining in public participation activities, among which 1173 were women (accounting for 30.5%). The public participation of each sub-project is shown in Table 4-1 ,Table 4-2 and Table 4-3.

5 Employment

During the project construction period, a total of 16,085 person-months of employment were created, including 4083 person-months for formal employees and 12,002 person-months for temporary workers. Formal employees include management personnel 2,556 person-months and technical personnel 1527 person-months. The monthly wage levels of employees in different construction units are slightly different. The average salary level is between 3000-5000 yuan.

In temporary employment of workers, the project considered the employment needs of peasant-workers, ethnic minorities, land acquisition households in the project areas, women and the poor, and allocated a certain number of employment opportunities to them. See Table 5-1,Table 5-12 and Table 5-3 for detailed project employment plans and the actual number of jobs generated.

6 Eliminating Negative Effect

Negative effect in the project construction mainly refers to the effect of noise and dust on the nature, ecological environment and living of residents. Many measures were taken to eliminate the negative effect caused by this project.

Aiming at this situation, the construction work that caused environmental noise pollution was forbidden in the night at the construction sites near the villager’s residences. If construction work must be in the night due to production techniques or special requirement, it can be conducted only after it is ratified after the application to the relative administrative department, and the arrangement should be notified in advance to the residents around the construction sites. Frequent watering conservation was carried out for construction detours, and the material vehicles drove at a limited speed to reduce the dust pollution to local crops. In the section with both construction and opening traffic, special persons were appointed to direct the traffic, and warning signboards were also erected.

Construction vehicles went slow in the residential area and were prohibited to blow the whistle. Set up drains to keep the road surface without water and discharge waste water after the precipitation treatment. These measures have significantly reduced the negative impact of the project.

Yangchun Lake sub-project construction sites have completed 100% of the work to eliminate the negative impacts. In the New Zone Company’s sites, Zong channel greening construction site just completed 92.5% of the work to eliminate the negative impact, other sites were100% to complete the elimination of the negative impact; Water Resource Investment Company’s sites eliminated 90% of the negative impact on average. Sewage sub-project has completed 96% of the work to eliminate the negative impacts.

7 Safety and Disease Control

7.1 Safety Education Safety education such as safe working knowledge, safety requirements of every procedure on the construction spots, safety regulations and requirements of different kinds of work on the construction spots were given to technicians and on-the spot safety officers in the construction department. Safety education pictures and security-related documents issued by the parent unit were posted on the bulletin boards of the construction unit. Periodical training was given to the safety management officers and staff, and exams rating were carried out. Regular safety education was carried out to workers in service team and on-site full-time safety staff.

7.2 Safety in Production The specific measures to ensure safety in production are shown as bellows:

(i) To ensure the safety and efficiency as well as the safety of personnel in the project construction, according to related safety requirement in production, the safety in production work of the whole year has been arranged, the construction safety contracts have been signed, 29

responsibility in safety production has been specified, and the rules and regulations for safety in production have been formulated. The safety responsibility was implemented at every level and carried out to each individual. The urgent rescue plan was also made for emergency. A total number of 218 safety contracts have been signed, and a total sum of 2,025 safety educations has been carried out, of which 39.5% were women.

(ii) To ensure traffic safety and personal safety on the construction site, speed limit signboards were erected on construction sections, while safety warning signs were set up at the crossing of construction detours, and full-time traffic control coordinators were appointed at important sections. This has effectively solved the problem of heavy traffic which may cause accidents, and was more favorable to smooth construction. 1,858 safety signs and 116 speed limit signboards were set up.

(iii) Strengthen the inspecting system for the license for special types of work to guarantee that 100 percent of workers are with license for special types of work, and working without licenses was strictly forbidden. Safety training and education was given to other workers, and various safety operation procedures were printed and distributed to ensure that all workers have the knowledge of safety production and acquire the skill of safety production.

(iv) The specific safety technique of each position and each process was fully informed to ensure that everyone knew its position responsibility, so that every process can be conducted in safety.

(v) Improve safety production system, and periodically self-check was conducted to eliminate safety hazards. Ensure that the capital for keeping safety was fully allocated, and safety precautions were implemented effectively.

(vi) Strengthen safety administration and grasp safety situation on the spot in time. The safety production administration group was established and the safety check system was adhered to. The safety supervision department solved the hidden potential accidents in time. For major accident hazards, if the safety cannot be guaranteed before or during the solving process, the staff should be evacuated from the dangerous area, and the relevant construction or equipment should be stopped. Only after the potential dangers are excluded and the review is approved, the construction can be continued, and the facility or equipment can be used again. Through safety knowledge education, local labors understood the need for safety production genuinely, and this work is an unremitting work. Through constantly carried out these activities at project and construction regions, the smooth progress of construction was promoted. Through education activities, workers increased law awareness, and their interests were earnestly safeguarded.

7.3 Disease Control In disease control, the main measures are as follows:

(1) Actively carried out 812 times of disease prevention and education activities,and participated in training for 20,436 person-times, of which 5,722 were female, accounting for 28%.Combined with the actual situation of the project department, use blackboard newspaper, bulletin boards and other means to promote extensively disease control publicity and education.

(2) Set up 14 construction site clinics, prepared 22 first aid kit. There were 19 medical staff providing timely professional medical services to workers so as to minor injuries and illness could get a nearby diagnosis and treatment.

(3) Conducted AIDS, sexually transmitted diseases testing, the results showed that no one was infected with AIDS or sexually transmitted diseases.

(4) Built construction site temporary toilets, properly handled the garbage, made regular disinfection of the hostel, checked the canteen on a regular basis.

The monitoring results of safety and disease control are shown in Table 7-1.

8 Usage of the local constructional material

The raw materials used in the construction of the project were mainly obtained from Wuhan. This increased the local employment opportunities in the short term and effectively promoted the development of the local raw materials industry, which also had a favorable impact on the local economic development. According to survey results, the amount of local raw materials used in the project construction is shown in Table 8-1. The economic value of the local raw materials used is shown in Table 8-2. The raw materials used are valued at RMB 195.70million.

9 Ethics Minorities Monitoring

Ethnic minorities in the project area are limited and scattered in the area. There are no concentrated ethnic minority groups in either rural areas or street communities in the urban area. They have similar life styles and living conditions to Han people in the same community. The Project has no significant adverse or direct positive impacts on economic and cultural lifestyles of ethnic minorities in the Project area.

10 Gender Monitoring

This project has a positive impact on women's development. The environmental improvement in the project area can save their homework time in cleaning houses. Environmental improvement will reduce the incidence of diseases of family members which will reduce the time spent by women caring for sick family members.

The Project will improve the living environment by rehabilitation of the water system in Hanyang and Hongshan districts. It will benefit local women in health improvement, time saving in cleaning houses and care of sick family members, thus improving their quality of life.

Many technical and non-technical jobs are created during the construction and operation of the project, and a portion of these jobs is allocated to women and promotes women's employment.

(1) Project Overall: Among the activities of public participation (such as interviews, lectures, symposiums, seminars, etc.), there were 3,840 participants, including 1,173 women, accounting for 30.5%. (3) Wuhan New Zone Lake/Channels Rehabilitation and Pumping Station; There were total 984 participants, including 340 women, accounting for 34.6%, joining in the activities of public participation (such as interviews, lectures, symposiums, seminars, etc.). In terms of employment, a total of 12,314 person-months of employment were created, of which 3,472 person-months were given to women, accounting for 28.2%.

(4) Yangchun Lake Secondary Urban Center Lake/Channel Rehabilitation; There were total 786 participants in the activities of public participation (such as interviews, lectures, symposiums, seminars, etc.), of whom 260 were women, accounting for 33.1%. In terms of employment, a total of 2981 person-months of employment were created, of which 1,058 were granted to women, or 35.5%.

11 Conclusions

(1)The sewage sludge treatment tasks of Sanjintan and Huangjiahu have been completed. The Sanjintan Treatment Plant processes 200 tons of sewage sludge per day. The completion of the project has improved the sludge treatment capacity. (2) Improve 3 lakes in Hanyang District (Longyang Lake, Mohu Lake and Nantaizi Lake); improve 3 canals in Hanyang District (Zonggang, LianTonggang and Huoyangou); build 1 pumping station in Hanyang District (Sixin Pumping Station). The Yangchun Lake project in Hongshan District was renovated. The completion of the project has improved the water quality of the treated lake. In particular, Yangchun Lake is close to Wuhan Railway Station, and passenger flow has increased significantly.
