CASE STUDY NORTHCONNEX TUNNEL E&I DESIGNING, COMMISSIONING AND OPERATION SUPPORT PROJECT OVERVIEW NorthConnex, the longest and deepest road tunnel in Australia, is a nine-kilometre tunnel that will link the M1 Pacific Motorway at Wahroonga to the Hills Motorway at West Pennant Hills. CLIENT SCOPE OF WORK LLBJV (Lend Lease Bouygues Joint Venture) RSGx assigned a specialized team to integrate Level 1 to Level 5 Commissioning: into the existing NorthConnex LLBJV MEI Š LV Commissioning Instrumentation & Control SERVICES PROVIDED Commissioning team. The team consisted of: Š LV cable testing FRONT END ENGINEERING DESIGN Š Commissioning Leads Š VSD, soft-start motor control systems CONSTRUCTION AND Š Senior Project Engineers Š Lighting and emergency lighting systems COMMISSIONING SUPPORT Š Project Engineers Š MVAC system Š HV Permit Manger Š SCADA system SCOPE Š HV Permit Controllers DESIGN Š Fiber Network Design Engineer Calibration and PLC to remote I/O testing: CONSTRUCTION Š Network Engineers Š Low Point Sump pressure transmitters, level COMMISSIONING Š Mechanical and Electrical Superintendents transmitters, flowmeters and control valves Š Mechanical and Electrical Supervisors. Š Traffic management system (ISLUS, TMS, COMPLETIONS Smoky Vehicle, PTZ, Boom Gates) INDUSTRY Tasked with managing the commissioning of Š Vibration sensors for axial fans in vent facilities tunnel services, this team was distributed Š Photometers for transition lighting INFRASTRUCTURE Š along the surface, tunnel and at the Motorway Air quality and air velocity sensors LOCATION Control Centre. The commissioning workforce ranging from Electricians, Instrumentation and High Voltage Commissioning , Controls Technicians, Fiber Optic Technicians, Š VLF testing and trades Assistants, worked on an extensive Š High potential testing range of commissioning services on all systems. Š Transformer testing Š Circuit breaker testing Areas of expertise: Š Relay protection testing Design: Š HV cable pit design Operations: Š Conduit layout preparation Š High Voltage Authority (Network Controller) Š Transformer sizing and functionality – Implementing HV Safe Operating Š Switchgear function and design Procedures and Training Packages Š HV protection study and design Š Permit controls and documentation – Š Relay specification and product information Initiating at Construction Completion stage to Š General substation design Client Handover Š Low Point Sump design Š Point of Contact for Network Supply Authorities SOLUTION Our team brought with them vital experience and lessons learned from similar infrastructure projects. RSGx's integrated approach in the design and commissioning phases provided well- structured workflow and more productive programming from energisation to handover. This approach further enhanced RSGx's performance and involvement on the project, leading to the mobilisation of just over 200 personnel. The scope then lead to additional support in the areas of HV operations and permit to work. ACHIEVEMENTS TO DATE [email protected] RSGx made significant contributions to the project and were recognised by our clients and other key LLBJV stakeholders, such as the project commissioning manager who said “From an LLBJV www.rsgx.com Commissioning point of view, RSGx were integral to the project and have continually delivered great, top grade work”.
