Northconnex – Australia’S Deepest Road Tunnel ATS – Sydney Group NorthConnex – Australia’s deepest road tunnel Progress and Challenges The NorthConnex Project is currently under construction in Sydney and will provide twin motorway tunnels, around nine kilometres in length, linking the M2 at West Pennant Hills and the M1 at Wahroonga. NorthConnex will be Australia’s deepest road tunnel. The project is being delivered by the NSW and Australian Governments, Transurban, M7 Westlink Shareholders and Lendlease and Bouygues Joint Venture. During his career Uwe established an excellent track record in the successful delivery of landmark projects in Australia, Europe, Asia and the U.S. Uwe has been working in senior management and leadership roles for more than 15 years. On NorthConnex Uwe led the development and implementation of the design and engineering solutions for all underground works including the driven tunnels, shafts and cut & cover sections. MARK SHEFFIELD – TUNNEL DISCIPLINE LEAD – AURECON-SMEC JOINT VENTURE (ASJV) Mark is Technical Director with Aurecon with over 25 years’ experience in heavy civil engineering. He has extensive experience in underground construction for major infrastructure schemes in densely populated urban environments around the world, including New Zealand, UK, Hong Kong, Thailand, Laos and Singapore. Mark’s recent experience has included the delivery of the tunnel design for NorthConnex, where he is currently the Tunnel Discipline Lead overseeing provision of design support to LLBJV during construction together with the recent WestConnex Stage 3A tender as well as an ongoing involvement with Sydney CBD infrastructure projects over the last 12 years. This represents the culmination of a process initiated and led by Transurban that began with the submission of an unsolicited proposal to the NSW Government in March 2012. Key project details remain consistent with the in-principle agreement announced in May 2013, when the project progressed into Stage 3 of the unsolicited proposal assessment process. NorthConnex project construction and capital cost The NorthConnex project includes the following construction and capital costs: • Nine kilometre tolled twin tunnels connecting the southern end of the M1 Pacific Highway at Wahroonga to the Hills M2 Motorway at the Pennant Hills Road interchange; • Total project cost of approximately $2.9 billion, which includes a fixed price Design and Construction contract to be delivered by a Lend Lease / Bouygues Construction joint venture, together with development, planning, approvals, and financing costs; • Combined Federal and NSW Government contribution of circa $800 million; • Construction will commence early in 2015 and is expected to be complete by the end of 2019; and • M7 and NorthConnex to be wholly owned by the umbrella entity known as North West Roads Group. Transurban will own 50% of the North West Roads Group. NorthConnex project financial returns The NorthConnex project will deliver financial returns principally through the following sources: • Toll revenue derived from the NorthConnex tunnel through a concession agreement until 2048, governed by pricing that is aligned with the Hills M2 main toll point (currently cars $6.36 and trucks $19.06) and quarterly escalation of CPI or one percent (whichever is greater); and • M7 concession adjustments comprising a concession extension to June 2048 (11.4 years) and an increase in the truck toll multiplier to three times the rate for cars (currently parity with cars) commencing in early February 2015.

    NorthConnex submission to NSW Department of Planning & Environment Application number SSI 13_6136 September 2014 Introduction The National Roads & Motorists Association (NRMA) comprises more than 2.4 million Members across New South Wales (NSW) and the Australian Capital Territory (ACT). For more than 90 years, NRMA has represented the interests of motorists in relation to traffic management and road safety. NRMA strongly supports completing the missing links in Sydney’s motorways to create a connected and functional road network. NorthConnex will be a major addition to this network, filling the missing motorway link between the M1 (F3) and M2 motorways. By improving travel times, travel time reliability, and road safety it will make a very positive difference to the way people move around. Lessons have clearly been learnt in the design of NorthConnex from previous tunnel projects. The main tunnel is proposed to be constructed with three lanes (one of which will be closed off initially to form a breakdown lane) instead of the usual two lanes, the maximum vertical uphill and downhill grades within the main tunnels will be around 4%, and each of the tunnels will have higher ceiling heights than other Sydney road tunnels. These elements will all contribute to keeping traffic moving. The NorthConnex tunnel will also avoid many of the environmental issues that a high level bridge would have posed, but obviously at 9km in length (over twice the length of Sydney’s existing longest tunnel – the M5 East), the tunnel will be costly to build and
