National Centre for Culture 2017 TENETS OF CULTURAL POLICY FOR 2018 Minister of Culture and National Heritage POLISH CULTURE YEARBOOK POLISH CULTURE Culture holds an important place on the list of the priorities of the current government. This is reflected in the work of the Ministry of Culture and National Heritage, which actively implements cultural policy. Key operations include increasing outlays on culture and the protection of heritage from the central budget, conducting responsible historical policies, and consistently introducing legislative changes for the benefit of creators and artists, as well as entities operating in the sphere of culture. The event that will provide a unique character to cultural life in 2018 is the upcoming centenary of rega- ining independence. CELEBRATIONS OF THE REGAINING OF INDEPENDENCE Independence Day holds an important place in the calendar of state and national celebrations. When asked about which events deserve a special ce- lebration, Poles usually indicate the 11th of November. They appreciate the im- portance of the celebration, which reminds us of the beautiful history of Poland and becomes an opportunity to manifest our pride that we are Poles. National Centre for Culture research shows that there is a clear expectation within so- ciety that the centenary of independence should be celebrated in a special way. Taking into account the unique character of the upcoming anniversary, in appreciation of the significant value of independence, and to address the INTRODUCTION 5 needs of Polish society, the Council of Ministers adopted the Multi-Annual 2017 Governmental ‘Niepodległa’ Program for 2017–2021. Its aim is not only to cel ebrate events from the past, but also to build a common future. It is our wish that the work started in 2017 and continuing until 2021 will help en- hance Polish civic society and shape a modern patriotism. The function of the Government Plenipotentiary for celebrations of the Centenary of Regaining Independence by the Republic of Poland is filled by Jarosław Sellin, the secretary of state in the Ministry of Culture and National Heritage. The hundredth anniversary of regaining independence provides an op- portunity not only to reminisce on the events of 1918, but also for in-depth reflection on the whole history of Poland. In the history of our nation, it is possible to see values that have shaped its identity over the centuries: the pursuit of freedom, respect for dignity and human rights, and solidarity. In the pages of history, these were the catalysts for action by many gener- ations of Poles. They were especially visible during the Bar Confederation, in the multicultural life of the Polish-Lithuanian Commonwealth, and at the signing of the Union of Lublin. POLISH CULTURE YEARBOOK POLISH CULTURE The Multi-Annual Governmental ‘Niepodległa’ Program is divided into three priorities. The first covers projects implemented by institutions reporting to the Ministry of Culture and National Heritage, the second concerns the support of local activities, and the third is responsible for celebrations abroad. The second priority is of particular importance, its aim being the inclusion of the largest possible number of Poles in the celebrations. Within this priority, there are two grant programs to which NGOs and local government cultural institutions may apply. Building a true community must be based on bottom-up initiatives. Independence Day is a celebration for all Poles, and we would like to enjoy it together, regardless of the differences in society: in villages, in small towns and large cities, involving individuals and large institutions. INCREASED EXPENDITURE ON CULTURE The year 2018 will see an increase in expenditure on culture from the state budget. Taking into account all means at the disposal of the Ministry of Culture and National Heritage, other ministries and the Chancellery of the President of the Republic of Poland, this will amount to 4 billion PLN, an increase of 20% since 2015. This financial aspect is a significant element of implemented cultural policy. Apart from increasing the expenditure on INTRODUCTION 6 culture, action has been taken for the creation of various financial incen- 2017 tives for activities in the sphere of culture undertaken by creators, artists and commercial entities. Ringfencing of the state budget has resulted in an increase in income that allows for the undertaking of new projects. On the initiative of the Ministry of Culture and National Heritage, between 2017 and 2018 three new institutions will be created: the Institute of Solidarity and Bravery (from December 2017); the National Institute of Polish Heritage Abroad (from 1st January 2018); and the National Institute of Architecture and Urban Studies (from 1st January 2018). It is worth mentioning that in the last two years the list of institutions managed by the Ministry of Culture and National Heritage has been supple- mented with: the Witold Pilecki Center for Totalitarian Studies, the Polish Royal Opera, the Polish Music Publishing House, the National Publishing Institute, the Animated Film Studio in Bielsko -Biała, the KRONIKA Film Studio, the Polish Newsreel, and the Studio Miniatur Filmowych in Warsaw. These address significant gaps visible in national cultural policy. The Ministry of Culture and National Heritage also supports local govern- POLISH CULTURE YEARBOOK POLISH CULTURE ment in their cultural activities. Recently, the list of institutions co-managed by the Ministry of Culture and National Heritage was expanded to include the Polish Theatre in Warsaw, the Mieczysław Karłowicz Philharmonic in Szczecin, the Artur Malawski Sub-Carpathian Philharmonic in Rzeszów, the Mazowsze Song and Dance Folk Group, the Music Theatre in Łódź , the Philharmonic in Łódź, the Philharmonic in Łomża, the Amadeus Polish Radio Chamber Orchestra, the Śląsk Song and Dance Ensemble and the Pade- rewski Centre in Kąśna Dolna. The Ministry of Culture and National Heritage makes effective use of European grants. In 2018, 99 projects will be implemented financed from structural funds within the VIII priority axis on Protection of Cultural Heritage and Development of Culture Resources of the Infrastructure and Environment Operational Programme. The total budget of such projects is 1.7 billion PLN, of which 1.3 billion PLN comprises grants from the European Regional

It is recalled how – at the moment a Polish state first came into being in the 10th century – its western border also followed a course more or less coinciding with these same two rivers. In subsequent cen- turies, the political limits of the Polish and German spheres of influence shifted markedly to the east. However, as a result of the drastic reverse suffered by Nazi Germany, the western border of Poland was re-set at the Oder-Neisse Line. Consideration is given to both the causes and consequences of this far-reaching geopolitical decision taken at the Potsdam Conference by the victorious Three Powers of the USSR, UK and USA. (This is not *explicitly* limited to SF, but appears more often in branded-cyberpunk than one would hope for a subgenre borne out of Bruce Sterling being politically realistic in a zine.) Pretty much *any* form of large-scale space travel. Low earth orbit, not so much; but, human beings in tin cans going to other planets within the solar system is an expensive multi-year endevour that is unlikely to be done on a more regular basis than people went back and forth between Europe and the americas prior to steam ships. Forget about interstellar travel. Any variation on the old chestnut of "robots/ais can't be emotional/creative". On the one hand, this is realistic because human beings have a tendency for othering other races with beliefs and assumptions that don't hold up to any kind of scrutiny (see, for instance, the relatively common belief in pre-1850 US that black people literally couldn't feel pain). On the other hand, we're nowhere near AGI right now and it's already obvious to everyone with even limited experience that AI can be creative (nothing is more creative than a PRNG) and emotional (since emotions are the least complex and most mechanical part of human experience and thus are easy to simulate).

Wrong Memory Codes? The Polish “Blue” Police and Collaboration in the Holocaust In 2016, seventy-one years after the end of World War II, the Polish Ministry of Foreign Affairs disseminated a long list of “wrong memory codes” (błędne kody pamięci), or expressions that “falsify the role of Poland during World War II” and that are to be reported to the nearest Polish diplomat for further action. Sadly—and not by chance—the list elaborated by the enterprising humanists at the Polish Foreign Ministry includes for the most part expressions linked to the Holocaust. On the long list of these “wrong memory codes,” which they aspire to expunge from historical narrative, one finds, among others: “Polish genocide,” “Polish war crimes,” “Polish mass murders,” “Polish internment camps,” “Polish work camps,” and—most important for the purposes of this text—“Polish participation in the Holocaust.” The issue of “wrong memory codes” will from time to time reappear in this study.

Środowisko muzyczne z satysfakcją przyjęło ogłoszenie przez Sejm RP roku 2016 Rokiem Feliksa Nowowiejskiego1. Znaczenie kompozytora w polskim krajobrazie kulturowym I połowy XX wieku jest nie do przecenienia nie tylko ze względu na jego bogatą i różnorodną twórczość, ale także jej wymiar społecz- ny i kontekst patriotyczny przyczyniający się do umacniania polskiej tożsamości narodowej. Przez całe życie Nowowiejski angażował się niezwykle żywo w otaczającą go rzeczywistość i ta aktywność znalazła odzwierciedlenie w jego twórczości, w któ- rej widać dwa wyraźnie zarysowane nurty: profesjonalny i amatorski. Środowisko z trudem wybaczało mu ten drugi, jednak czas pokazał, jak ważną rolę odegrał on w podtrzymaniu ducha narodu i jego tożsamości. W niniejszym opracowaniu zamierzam skupić na poznańskich latach Feliksa Nowowiejskiego (1919–1946). Aby je jednak je docenić i podsumować, zarówno w wymiarze artystycznym, jak i społecznym, warto nakreślić tło wcześniejszych wydarzeń, ze szczególnym uwzględnieniem okresu kształtowania się podstaw oso- bowości twórcy i lat jego edukacji.
