My dear friends,

During this Jubilee Year of Mercy may the graces showered upon God’s people through his Holy Church bring you consolation and peace.

This Jubilee Year of Mercy marks a very special time of grace in our lives. As you know from your reflections and works of mercy, the Catholic Women’s League will continue to provide a precious place where the members of the League can share the challenges and the special joys of living God’s manifold mercy.

There is an ancient phrase which teaches us a great deal about God’s Sacred Heart, that is, the movements of his heart and his intentions and love for us. “Let us fix our attention on the blood of Christ and recognize how precious it is to God his Father”. This phrase allows us to recognize the cost of our salvation and the cost of God’s mercy towards us. The cost paid by the Son is his very life, his blood. The cost of the Father is the love he has eternal shown to the Son who offers his life on our behalf. As we move through the celebrations of this Easter Season and through the remaining months of this Jubilee Year of Mercy, maybe this phrase will deepen our appreciation for the mercy God has shown us. May this appreciation, in turn, deepen our love and devotion to the Lord and his Holy people.

I am looking forward to our Diocesan Convention in Renfrew this coming May and I wish to thank Our Lady of Fatima and Francis Xavier League Council’s for their generous promise to host the Diocesan gathering. May the Convention be a time of shared friendship and strengthening in the bonds of the League in our parish and Diocesan communities.

May each of you enjoy a blessed summer with family and friends and may the Lord protect us and lead us more fully in to the overwhelming mystery of his Divine Mercy.

This is the perfect time to talk about upcoming conventions. I hope to see many of you at the 95th Annual Pembroke Diocesan Convention on May 28th in Renfrew. The host councils of St. Francis Xavier and Our Lady of Fatima are working hard to ensure your experience is memorable. The business sessions and banquet will be held at St. Francis Xavier Parish Hall. The Convention Mass will be celebrated at Our Lady of Fatima Church, the site of a designated Holy Door for this Jubilee Year of Mercy. A copy of the registration package is found in this issue of the Blue and Gold and has also been distributed to the parish presidents. Extend an invitation to your Spiritual Advisor. Even if he can’t attend, he will know you are thinking about him.

Now is the time to also think about attendance at the Ontario Provincial Convention to be held in Stratford from July 9-13. Registration information is available online at www.cwl.on.ca where you will find details on the special “Jubilee of Mercy Day” for Tuesday July 12 and the other exciting events and activities planned. Conventions are fun, a great learning experience and a place to bond with our CWL sisters. I’m hoping that members from our diocese will be in attendance to share celebration of a year’s service to God and Canada.

Some of our members have already registered for the National Convention in Halifax, August 14-17. Details are found in the Winter 2016 issue of The Canadian League magazine, a copy of which we all receive as members. Information is also online at www.cwl.ca.

The Jubilee Year and our Year of Mercy projects have been a gift to us all by making us more conscious of God’s mercy and reminding us of our responsibility to show others mercy. By studying the life of Blessed Irene Stefani, we find a missionary Sister whose service of love and compassion is a model for us as we strive to bring to life the corporal and spiritual works of mercy. Blessed Irene stood by the sick and dying. She respected the sanctity of human life from conception to death. Pray for Blessed Irene’s . Say the League Prayer regularly. Remember that our patroness, Our Lady of Good Counsel guides us and keeps us in her embrace.

Membership should always be foremost in each member’s mind. Opportunities will arise where a member is given the opportunity to promote the League and share their experiences with another woman. Take the time to tell others about your organization. We are only truly dynamic and complete as an organization when every member takes ownership for their role as a member for God and Canada. Can you today name a member you encouraged to join? Maybe two or more? Let’s really strive to bring women into our Catholic organization and show them what councils filled with Faith, Fun and Fulfillment do look like!!! Remember our goal in Pembroke Diocese of 100 new members during 2016!!

As of December 2015, there were 46, 045 members in Ontario. Nationally, there are 85, 246 members which means that we in Ontario have 54%of all members in the country. Out of the 1223 CWL councils in Canada, Ontario has 532, by far the largest province by council in the country. Please note though that when I joined the League in 1974, there were over 156,000 members across the country. Our numbers are dwindling, yet our mission of being “rooted in Gospel values, calling all members to holiness, through service to the people of God,” is more needed than ever.

Let’s be welcoming, positive and open in our interactions with others, kind and accommodating to our senior members, willing to change, knowledgeable about our Faith, forgiving of hurtful situations that happened in the past and helpful in promoting strong Spiritual programs at every meeting.

Membership fees are due in January but the League is active all year. Keep inviting! Continue to pray for the canonization of Blessed Irene Stephani and may her influence brighten our way as members in Pembroke Diocese.

Every Parish Manual of Policy and Procedure should be available to all members to read and must be updated in a timely manner. Help can be provided to councils preparing theirs. S’mores workshops are available to all councils….short workshops at meetings or a longer workshop for a day. Please contact me with your requests. 613-756-3200

Dear Sisters in the League:

Thank you all for your year-end reports. For various reasons, preparing these reports often causes us stress and frustration but, with the greatest guide by our side, God will help us as we write these and He will give us the courage we need to be able to present these to our sisters. Many councils have updated the materials we need for our Diocesan archives. I appreciate the effort you have made to accomplish this task.

It is so encouraging to hear that councils are supporting their president and being available if needed for consultation. Also, that members act as mentors for newcomers.

It is important for past presidents to continue to be active, vital members of the League. One way of staying involved is to act as a greeter at meetings to ensure that new members will be recognized and welcomed while the president is busy getting ready.

Historians are asked to make a one page summary of the highlights of their term (one copy for diocesan files, and another for the parish records).

Don’t forget to file records of minutes, annual reports and different events in your archives. We must ensure that past presidents/historians are providing consultative and advisory information, and that policy and procedure manuals are being reviewed and updated every two years.

I thank all parish past presidents for your hard work and I hope you will continue to support your council and to honour your role as keeper of the history of your council.

Thank you to all councils who submitted their Annual Parish Reports to me in a timely manner. Your promptness makes my so much easier. Just a reminder, that the Levy of $1 per member and your Diocesan Fees of $45 are now due. In this booklet you will find a remittance form for these fees and also one for Voluntary Fund Donations.

Does your Council prepare a budget each year?

All non-profit organizations, such as the CWL, should consider setting a budget based on what it will cost to run their programs for the coming year. Since most councils contribute funds or make donations to the same groups and often hold many of the same fundraising events every year, the annual treasurer’s reports for the last couple of years will provide a good starting point from which to prepare a budget. Each income stream and cost should be recorded as a separate line item on the budget. Don’t forget to include per capita fees, Diocesan levy and Diocesan fees in your budget. Use the Standing Committee Titles given on the Annual Parish Treasurer’s Report that is submitted to the Diocese, when setting up your budget. Use these titles in your ledger throughout the year, so that when it is time to file your annual report to the diocese all you will need to do is total the columns. I have included a sample budget. You can see that this council has been operating with a very small surplus in 2014 and 2015. I have purposely, included a large deficit in the 2016 budget. This council will have to decide on another form of fundraising or reduce the amount of donations they give out in 2016. You can’t spend money you don’t have.

Blessings to you all in this Jubilee Year of Mercy. I begin with a portion of Francis' prayer:

"Lord Jesus Christ, ...You are the visible face of the invisible Father, of the God who manifests his power above all by forgiveness and mercy: let the Church be your visible face in the world, its Lord risen and glorified."

In this jubilee year we strive to show ourselves, as part of the Church, a visible sign of that great mercy of God. In our councils we continue our diocesan project to make known and to pray for the miracle required to elevate Blessed Irene Stefani to canonized sainthood. Please remember to report to the rest of us what your council is doing to further her cause. Don't forget to include those activities in your annual report.

On the subject of annual reports, I noticed an area where reporting from our councils is really falling short. The second of the subsections for Spiritual Development is to Study the Teachings of the Church. There are many interesting areas that we can look into. We can ask members if there is any area of Church teaching that interests or puzzles them. Either you can do some research or you can invite your Spiritual Advisor to speak to you on that subject. It would make a very interesting meeting.

Our provincial Spiritual Development Chairperson, Colleen Martin, has clarified the process for the Book of Life and reporting of deceased members.

Keeper of the Book of Life: "Apparently the last directive and a change in process has caused confusion related to the procedure for ensuring the Book of Life is accurate and up to date. Elizabeth (Liz) Bortolussi has asked that we return to the previous method to hopefully eliminate confusion. Each quarter, the Diocesan Spiritual Development chairs should report all deceased members to the Provincial Spiritual Development chair with a cc to the Diocesan President. The Provincial Spiritual Development chair will pass the information on to the Keeper of the Book of Life (currently Elizabeth) who will then ensure the accuracy of the national list she receives. A copy of the form to use for reporting was sent to Spiritual Development chairs in January." If there are any questions or you have trouble with the form, please contact Colleen Martin. They "still require responses to Liz’s emails to the Diocesan Presidents regarding the accuracy of the last 3 quarters."

Refugees: There has been lots of activity throughout the Pembroke Diocese in sponsoring refugees to immigrate to our area. In some areas two to three parishes are working together to sponsor a family; in other areas parishes have worked with other community groups to sponsor a family; other areas were not able to take on the sponsorship of a family, but donated money to organizations to help refugees who are waiting in less than ideal conditions in refugee camps. Some of these refugees are Christians, some are Muslims, all are God's children. Thank you for preaching the gospel.

In her February 2016 Directive #4, Ontario Provincial Chair of Community Life, Wilma Vanderzwaag, highlighted that “the Canadian Human Rights Tribunal found the Canadian Government racially discriminating against 163,000 First Nations children and their families by providing flawed and inequitable child welfare services, and failing to implement Jordan's Principle to ensure equitable access to government services available to other children.”

Wilma also reminds us in her directive, of the pending National Inquiry on murdered and missing indigenous women.

We need to continue to pray for improved Human Rights as they relate to Canadian First Nations People, and continue to ask our government through our letter writing to address these issues.

In all our work, let us continue to pray to the Holy Spirit to help us live our gospel values with conviction, joy and courage to go beyond our comfort zone.

Are we there yet? Every parent has heard this question from the back seat of the car, but are we, in the Catholic Women’s League, there when it comes to communicating what the League has done for us and what it can do for others?

Too often we hear people say “I can’t do anything about that” or “I can’t change things” but we as League members know better and we can be proud of our important contribution to our parish, community and society as a whole.

Just recently we participated in the Pornography Hurts campaign to let members of our government know where we stand on this issue and we will continue to monitor other issues as we attempt to make a difference.

During this Year of Mercy proclaimed by we are asked to be aware of and practice the Spiritual and Corporal Works of Mercy. Many of you are already practising the corporal works of mercy. However do others in your parish and community know what you are doing? Have you communicated this information to them?

We must be always ready to respond to the question “What does the CWL do?” Are we there yet? Probably not, but we will keep on communicating until we are.

I wish all of you a belated Happy New Year!

Much has taken place since we last met with regards to Euthanasia. I have sent you a copy of the report from the Euthanasia Prevention Coalition on the Special Joint Committee on Physician Dying under the veneer of a “Patient-Centered Approach”. I do not know if you are aware but the Euthanasia Prevention Coalition were not allowed to make a presentation.

In December of 2015 the OPC posted a Communication Bulletin. I am going to include this report (though late). I thought it will give you some insight into who can apply. This information is sometimes not easy to locate for everyone.

I attended a meeting in Pembroke Ontario re Ontario River Power. At this meeting we were informed that all ratepayers will be charged about $1.00 to help offset the cost to help those who are unable to make their payments. I really do not have any problems with my having to make a donation. What bothers me is that it is being done, on my behalf, without my knowledge! I told them so at the meeting. I even e-mailed the OEB and asked them to send me a tax receipt for my donation. If you feel like I do, either e- mail or send a letter to the OEB and tell them you would like a tax receipt for your donation. I feel that a message needs to be sent telling the Ontario Energy Board and the Government that they cannot just take our hard earned money without asking us first!

OPC Communications Bulletin

Great news for those living in low-income households! The Ontario Minister of Energy has announced the Ontario Electricity Support Program (OESP). Beginning January 2016, the OESP is offering a reduction to household electricity bills for those who qualify. The OESP will reduce the cost of electricity by applying monthly credit to your bill/statement.

The credit amount depends on two criteria:

If your home is electrically heated, or you rely on medical devices requiring a lot of electricity, OESP offers a higher level of assistance. First Nations and Métis will also qualify for a higher level of assistance.

There are three things you need to do to apply! (Applications must be completed by January 1, 2016)

1. Gather up the following:  Your electricity bill  Birthdates and names of all residents in your home as registered with the Canada Revenue Agency.  Social Insurance Numbers, Individual Tax Numbers, or temporary taxation numbers for residents over the age of 16.

2. Visit OntarioElectricitySupport.ca

3. Fill out, print, sign and sent an application to the provided web. Those eligible will be notified and their bills will show the credit within six to eight weeks and you will not need to reapply for two years.

For more info contact: 1-855-831-8151 toll free within Ontario; 1-800-855-1155 (TTY to TTY) or contact your local electricity utility. There are many other programs designed to help….. The easiest way to find out what is available is by calling 211 to ask the questions.

Nancy Simms, our National Chairperson of Education and Health, has recently sent out an email from the Catholic Civil Rights League which states: “Whereas all of the media attention is now on Ottawa regarding the report of the Special Joint Committee, we must also focus our attention on the provinces as they regulate hospitals and doctors, not the federal government. It is the provinces that can try to compel healthcare workers to violate their consciences regarding assisted suicide and euthanasia. It is the provinces that can try to force Catholic hospitals to accept a regime of death on demand. Action has to be taken at the provincial level, because the federal government cannot force it if the provinces do not want to participate in this compulsion to participate and compulsion to refer those who wish to be killed. On the other hand, should the federal government back off, the provinces can still forge onward with these proposed aspects of assisted suicide and euthanasia that violate the consciences of physicians”.

We are encouraged to write letters (sample letter sent out) and addressed to the provincial minister of health.

From Nancy Simms latest communiqué, she has given information on; Declaration on Euthanasia and Assisted Suicide The Canadian Conference of Catholic Bishops (CCCB) and the Evangelical Fellowship of Canada launched a joint declaration on euthanasia and assisted suicide. Members are encouraged to sign and distribute the declaration to help make it known to all Canadians. The declaration and the signatory option can be accessed at www.euthanasiadeclaration.ca. Physician-Assisted Dying Presentation and Letter Cardinal Collins has spoken against assisted death and his comments can be read in the March 6th, 2016 Catholic Register. Resolution 2015.02 Ban Microbeads in Personal Care Products Regarding action that could be taken on Resolution 2015.02 through an on-line letter to the Hon. Catherine McKenna, federal minister of environment and climate change, requests a ban on microbeads in Canada. You are encouraged to write a letter to her which can be found at action.environmentaldefence.ca. Write a point or two at the beginning of the letter to personalize it.

It is very important to be monitoring the media discussion on eliminating Catholic Education in the province. A recent CBC poll had over 17,000 voting ‘NO’ and 4,000 voting ‘YES’. We need to be diligent and focused on keeping abreast of the situation.

In Directive # 2 Provincial Resolution Chair, Linda Squarzolo, informs us that in this Year of Mercy the Resolution Standing Committee has chosen St. John XXIII as the for her committee. During this time they will focus on resolutions, from the past, which relate to the spiritual and corporal works of mercy. These resolutions are still active because the government has not acted to change the situation. More information will be coming in future directives.

The focus of this directive is to outline the process of writing new resolutions. Every resolutions chair should have a copy of the national publication “Resolutions Supplement to the Executive Handbook.” This 34-page document is an important tool to use when preparing a resolution. It outlines the guidelines to follow and detailed requirements. It is available on the national website (cwl.ca) and can be read online, downloaded or printed.

Every resolution has five basic parts: the resolution itself, the brief, the works cited (bibliography), the action plan and a checklist for reviewing proposed resolutions.

It all starts with a member who has a concern about a particular issue. It can be something that has happened to her, in her family, parish, community or country. It is only our passion which leads to action that will change the world.

LEGISLATION

March came in like a Lion and our hope is it goes out like a Lamb. Even though our winter wasn’t as long or cold as usual we are all anxious for Spring to arrive.

Each standing committee has a chosen saint. Saint Laura is the chosen saint of the Legislation standing committee. Saint Laura worked with indigenous people of South America which demonstrates social justice in action.

I thank all the councils who sent an annual report. I always enjoy discovering what great works you ladies are doing in your parish councils.

In her latest Directive, Provincial Legislation Chair Carol Richer, states as Legislation chair persons we are called upon to encourage members to carry out the action plans of League resolutions. Resolutions ON.15.04, ON.13.01, ON.09.05, ON.08.02 and ON.99.06 are some that urge us to hear the cry of the poor, to feed the hungry, to advocate for justice and to support life and dignity for all. In your Annual reports you spoke of members volunteering at food banks, nursing homes, women’s shelters etc. You are doing good works and doing them well. Keep up the good work.

World Day of Prayer 2016

As one of four local faith communities coming together on Friday, March 4th, Our Lady of Good Counsel Parish in Deep River hosted this year’s World Day of Prayer service. The service, written by the women of Cuba, was based on the theme “Receive Children. Receive Me.” World Day of Prayer is observed in more than 170 countries and some 2,000 communities across Canada and is open to everyone.

Members of the CWL organized the event on behalf of the parish, following the guidelines provided by the Women’s Inter-Church Council of

Canada (WICC), an independent organization of Canadian Christian women committed to ecumenism, women’s spiritual growth, social justice and women’s issues.

Our Parish Priest, Father Terry Sirosky, supported our request to invite clergy from the other churches to join in the service. Ministers from the Community and Anglican Churches attended, respectively giving the Reflection/Meditation and leading the Benediction. Representatives from the Catholic, Anglican, Community, and Real Hope Christian Assembly churches took part in the service, including three students from St. Mary’s School. Approximately 70 adults were in attendance, as well as senior classes from St. Mary’s School. It was a very meaningful and spiritual service. A highlight was having the school children involved in providing art work and participating in the readings and singing. The music provided by the choir was beautiful.

The reception following the service was well attended. The food table included very tasty empanadas, made by one of our church members. Others in the parish and community provided several items from Cuba for our display table.

It was evident from the ecumenical spirit demonstrated during the service and at the reception that World Day of Prayer is a very important event in our community and we were proud to be part of it. Faith Lutheran Church was unable to participate this year but plan to host World Day of Prayer in 2017.

TEMISCAMING – ST THERESA

CWL, social media and Facebook

I recently decided to get more involved in my community and had the pleasure of having wonderful conversations with some of its inhabitants. What I noticed was that I was often asked the same question. What is the CWL? This was very disturbing to me; the CWL does so much to help our church and community, why doesn’t anybody know we exist? I needed to find a way to acquaint our population with the CWL. With the decrease of people reading our local paper and listening to our community channel, I felt that holding the communication chair of the CWL at the St Theresa’s Parish in Témiscaming QC, it had become my obligation to find new ways of reaching out to our community.

Social media seems to be the way everybody is communicating their information throughout the world. Why would we not do the same? Being able to reach out to an even greater number people, younger older, men and woman, they would be able to see the hard work these women put into their church and community. As time passes we are having fewer new members join the Catholic Woman’s League, but how can they, when they don’t know we exist.

I recently decided to create a Facebook page for the Catholic Woman’s League of Canada in Témiscaming, posting pictures of activities, fundraisers and different services we host in our community. Being able to share all of them with other local Facebook pages and therefor reaching out to a higher number of people. As well, for the members that are unable to attend activities or meeting, they will be updated on our progress, and still feel like they are part of something important.

I invite all of you to find different ways of reaching out to your communities using social media, sometimes change can bring new ideas and new opportunities.

Today is the Feast day of St. Francis of Paola the of Sailors

Francis of Paola was a man who deeply loved contemplative solitude and wished only to be the "least in the household of God." Yet, when the Church called him to active service in the world, he became a miracle-worker and influenced the course of nations. After accompanying his parents on a pilgrimage to Rome and Assisi, he began to live as a contemplative hermit in a remote cave near Paola, on Italy's southern seacoast. Before he was 20, he received the first followers who had come to imitate his way of life. Seventeen years later, when his disciples had grown in number, Francis established a Rule for his austere community and sought Church approval. This was the founding of the Hermits of St. Francis of Assisi, who were approved by the Holy See in 1474. In 1492, Francis changed the name of his community to "Minims" because he wanted them to be known as the least (minimi) in the household of God. Humility was to be the hallmark of the brothers as it had been in Francis's personal life. Besides the vows of poverty, chastity and obedience, Francis enjoined upon his followers the fourth obligation of a perpetual Lenten fast. He felt that heroic mortification was necessary as a means for spiritual growth.

It was Francis's desire to be a contemplative hermit, yet he believed that God was calling him to the apostolic life. He began to use the gifts he had received, such as the gifts of miracles and prophecy, to minister to the people of God. A defender of the poor and oppressed, Francis incurred the wrath of King Ferdinand of Naples for the admonitions he directed toward the king and his sons.

Following the request of Pope Sixtus IV, Francis traveled to Paris to help Louis XI of France prepare for his death. While ministering to the king, Francis was able to influence the course of national politics. He helped to restore peace between France and Brittany by advising a marriage between the ruling families, and between France and Spain by persuading Louis XI to return some disputed land. Francis died while at the French court.

Story: The King of France, Louis XI, was slowly dying after an apoplectic seizure. He sent a messenger to Italy to beg Francis to come and heal him, making many promises to assist him and his order. Francis refused, until the king appealled to the pope, who ordered Francis to go. Louis fell on his knees and begged Francis to heal him. The saint replied that the lives of kings are in the hands of God and have their appointed limits: Prayer should be addressed to God. Many meetings followed. Though Francis was an unlearned man, those who heard him testified that his words were so full of wisdom that all present were convinced the Holy Spirit was speaking through him. By prayer and example he brought about a change of heart in the king, who died peacefully in his arms.

Comment: The life of Francis of Paola speaks plainly to an overactive world. He was a contemplative man called to active ministry and must have felt keenly the tension between prayer and service. Yet in Francis's life it was a productive tension, for he clearly utilized the fruits of contemplation in his ministry, which came to involve the workings of nations. He responded so readily and so well to the call of the Church from a solid foundation in prayer and mortification. When he went out to the world, it was not he who worked but Christ working through him—"the least in the household of God."

Known as 'Nyaatha' or Mother of Mercy, she had a burning desire to spread the Gospel to everyone she met. May our lives be enriched by Your Gospel message and may we be inspired to imitate her in spreading Your love and mercy to the people in our lives, we pray, through the intercession of Mary, Mother of the Divine Mercy, Amen.

Please pray for the canonization of Blessed Irene Stefani.

Pembroke Diocese has been given Blessed Irene Stefani. We are to study her life, discuss her virtues and then plan activities in each of our parish councils to emulate these virtues using the corporal and spiritual works of mercy.

Blessed Irene Stefani 1891-1930, was a member of the Consolata Missionary Sisters and served in and neighbouring African countries. Her miracle was the multiplication of water in holy water font in church in Nipepe, Mozambique that was used for four days by about 270 people sheltered there to escape the violence of the civil war.
