Your valued participation and tremendous contribution to the event are deeply appreciated. Without this contribution from participants, who travelled from around the world to show their commitment to secu- rity in Africa, without the important work of the nearly sixty facilitators, and without the distinguished participation of heads of states and high ranking government officials, the third Dakar Forum would not have been the success that it was. At the 2013 Elysée Summit in Paris, Senegal expressed its commitment to organising a progressive annual meeting of international proportions, open to all stakeholders concerned with security in Africa and its repercussions abroad. As the world confronts new threats in a new strategic landscape, the spread of terrorism, and the urgent need for a united and adapted response, has compelled nations to join forces and take action. Three years later at the Bamako Summit for Partnership, Peace and Emergence, African and French Heads of State and government officials issued a statement of appeal: “We call on all peace and security stakeholders to adopt the recommendations from the first three editions of the International Forum on Peace and Security in Africa, and to actively participate in the next edition in November 2017.” Senegal is honoured to answer this call and pledges to work diligently to make the Dakar Forum an even more valuable and helpful resource for all of Africa and the world. The third edition of the Forum, a full account of which has been provided in this exhaustive report, tackled many key and emerging issues, such as the fight against radicalisation, ideological responses to violent extremism, environmen- tal and humanitarian threats, and the private sector’s contribution to peace. It also sought to further examine issues of security and defence which should remain the Forum’s unique focus. Such issues include, for example, the growing threat of terrorism, the challenges of peacekeeping, and of course local efforts to adapt and strengthen the capabilities of African defence and security forces. We invite all our partners, and anyone else wishing to get involved, to join us as we fully commit to organising the next edition of the Dakar Forum in November 2017. 5 A WORD 6 Jean-Yves LE DRIAN Minister of Defence of France Once again, the Forum has majorly contributed to revamping the strategic vision and identifying concrete solutions to security challenges in Africa. We can safely say that this third edition of the Forum has exceeded our expectations. While emphasising that this is the case “once again,” I am confident that, with each passing year, the Forum has become even more powerful and relevant. It is in this spirit of progress that the Forum brings us together. I have sup- ported this visionary initiative from the very beginning, at a time when no other such forum existed to explore issues of security and defence across Africa, this despite the major security challenges faced by the continent. We also knew that a collective discussion on these issues, if undertaken regularly over the long-term, could only help in shining new light on the security and defence challenges in Africa. The establishment of this platform was therefore paramount. Today, thanks to President Macky Sall, the Dakar Forum has become a regular fixture. Whether addressing sensitive questions on terrorism and radicalisation, or complex security concerns related to control over land and resources in Africa, the discussions sparked in the plenary sessions, conferences and workshops have led to a better understanding of the various challenges, providing new insights. Two years have passed since the first forum in December 2014, and the verdict is clear: the Dakar Forum is, once again, a resounding success. Participating political decision makers, researchers, NGOs, international organisations or institutional and private stakeholders have been unanimous in recognising the added value of this discussion. Moving forward, this forum will be considered as one of the major meetings by which we set the pace for the international strategic agenda. We can only applaud such an event and continue working hard to preserve its defining elements, such as its informal setting, the diversity of participants, and the free and open discussion. Each of these aspects has made this an outstanding event and serves as the perfect indication of its growing success year after year. It is up to us to move beyond the annual forum and incorporate its values into our actions every day. Let me assure you, France will stand alongside its African allies in support of establishing and strengthening their security, both individually and collectively. Finally, I would once again like to express my sincerest gratitude to our Senegalese colleagues for hosting this excep- tional third edition of the Forum on Peace and Security in Africa. Credit: Tauno Tõhk/EU2017EE At the end of 2017 HRVP Mogherini lauded a breakthrough on security and defence policy with the agreement by 25 EU member states to launch Permanent Structured Cooperation (PESCO). These EU countries will develop defence capabilities and enhance the operational readiness of armed forces with a view to enabling militaries to plan, spend and deploy together. In addition, 17 PESCO projects have been announced, ranging from common military training, the development of a medical command, and a EUFOR rapid response core, which have potential for synergy with UN peace operations. PESCO will be linked to a European Defence Fund and complemented by an annual defence review (CARD) to help address European capability shortfalls and ensure coherence between national defence spending plans. In addition to launching PESCO, EU member states also agreed in 2017 to establish a permanent operations military headquarters in Brussels for non-executive Common Security and Defence Policy (CSDP) military training missions. C’est pour cela que, comme en 2007, avec ce numéro spécial de « la lettre du député » j’ai plaisir à vous adresser mon bilan de mandat pour cette législature. Même s’il est relativement complet, ce document ne se veut ni parfait 20 ni exhaustif. Il est un éclairage sur l’action que j’ai menée tant à l’Assemblée nationale questions orales (travaux en séance, en commission...) que sur le terrain (interventions, visites d’entre- au Gouvernement prises, permanences, rencontres thématiques...). Vous verrez que je me suis dépensé sans compter pour mériter la confiance que vous 5 000 m’avez témoignée et de l’honneur qui est le mien de vous représenter.     Avec et sans nostalgie (turbulences ou histoire lacunaire d'une lutte et d'un goût très vif de la liberté) une proposition de lecture performée d'Emmanuelle Chérel avec Mamadou Khouma Gueye et Marie-Pierre Groud, pour l'exposition Wiwildu de Patrick Bernier et Olive Martin, au Centre d'art contemporain Le Grand Café, Saint-Nazaire, Automne 2016. « De reconnaître ceux qui ont existé et existent en dehors de nous et, voyant ce dehors, de commencer de nous voir nous-mêmes du dehors » . Omar Blondin Diop, dans le film de Jean-Luc Godard, La chinoise, 1967 « La voie la plus courte pour aller vers l'avenir est celle qui passe toujours par l'approfondissement du passé1». Cette lecture dresse quelques pistes et lignes de fuite esquissant des relations qui se sont établies de l'Indépendance (1960) à nos jours entre la sphère de l'art et les minorités politiques de gauche au Sénégal. Cette configuration narrative, archéologique, symbolique, effectuée avec Mamadou Khouma Gueye, réalisateur, s'appuie sur des notes établies à partir de documents et de traces. Elle dessine un territoire complexe qui rend visibles des coïncidences ou chevêtres (qui se recoupent en un point précis, signalant qu’un repère ou du commun se sont instaurés). Elle invente à partir d'elles pour tout à la fois trouver ce qui est enfoui et construire ce qui n’existait pas. Sa trame tente d'écrire le trajet de ces idées et de ces luttes, de saisir l’épaisseur et la fragilité de leurs trajectoires. Elle veut aussi faire entendre le souffle de ces voix multiples et divergentes (tout comme celles de leurs opposants) afin d'inviter à s'interroger une nouvelle fois sur les voies qu'elles désignaient.

    The Problems of the ³Establishment´ : ωϭοϭϣϟ΍ϡγ΍ Political Parties in the Middle East The Problems of the ³Establishment´ : ωϭοϭϣϟ΍ϥ΍ϭϧϋ Political Parties in the Middle East 21/11/2016 : έηϧϟ΍ΦϳέΎΗ ΔϣΩϘΗϣϟ΍ΕΎγ΍έΩϟ΍ϭΙΎΣΑϸϟϝΑϘΗγϣϟ΍ίϛέϣ : ΏΗΎϛϟ΍ϡγ΍ : ωϭοϭϣϟ΍ Political parties and coalitions, often referred to as the ³establishment´parties or the parties sponsored by the regime and the president, face in the coming months escalating crises impacting their performance, their alliances, and their survival. These crises are evident in the current state of the dominant parties in the Sudan, Algeria, Tunisia, Morocco, Mauritania, Djibouti, Syria, Iraq, and Turkey. These parties suffer from a legacy of repeated failure in attaining domestic achievements, the escalation of conflicts involving party leadership, and the formation of fluid institutional party alliances. In addition, there is increasing intersection between executive functions and party roles, conflicts on the fringes of party coalitions, the absence of ideological harmony between these ruling coalitions, and the purging of the party structure from dissenting elements.
