Signed: February 1st 2017 The Open Voice | 2 Abstract The human voice has undergone a seismic reappraisal in recent years, within musicology, and across disciplinary boundaries in the humanities, arts and sciences; ‘voice studies’ offers a vast and proliferating array of seemingly divergent accounts of the voice and its capacities, qualities and functions, in short, of what the voice is. In this thesis, I propose a model of the ‘open voice’, after the aesthetic theories of Umberto Eco’s seminal book ‘The Open Work’ of 1962, as a conceptual framework in which to make an account of the voice’s inherent multivalency and resistance to a singular reductive definition, and to propose the voice as a site of encounter and meaning construction between vocalist and receiver. Taking the concept of the ‘open voice’ as a starting point, I examine how the human voice is staged in three vocal works by composer Luciano Berio, and how the voice is diffracted through the musical structures of these works to display a multitude of different, and at times paradoxical forms and functions. In Passaggio (1963) I trace how the open voice invokes the hegemonic voice of a civic or political mass in counterpoint with the particularity and frailty of a sounding individual human body. -

Arpad Kosztin, does show mercy: he does not accuse, does not point a finger but gives us a work of factual history. And this is important for this painful objectivity gives the measure of the work's credibility. Our author does not have to be introduced to our readers for everyone knows his book on the debunking of the Daco-Roman theory (entitled the Daco-Roman Legend, it was published in English in 1997 by Matthias Corvinus Publishing, in the USA and Canada); on Romania's expansion into Transylvania; as well as his numerours lively and outspoken but profound essays and articles in the daily press. -

EJM 5 (2012) 4: 211–429 Europäisches © Verlag Österreich 2012 Journal für Minderheitenfragen Empfehlungen zur Stärkung der sorbischen Minderheit durch Schaffung eines abgestimmten Selbstverwaltungs-, Kooperations-, Projekt- und Institutionenclusters Matthias Theodor Vogt unter Mitwirkung von Vladimir Kreck und den Fellows des Collegium PONTES Görlitz-Zgorzelec-Zhořelec Absctract These “Recommendations to Enforce the Sorbian Minority by Crea- ting a Coherent Cluster of Co-operation, Projects and Institutions” are the fi rst example in the history of European Minorities of an in-depth analysis of state and local allocations, both on the cultural economy and the cultural policy levels, comprising a critical evaluation and a structured recommendation for the future. The study has been commissioned by representatives of the Sorbian people together with the Federal Republic of Germany, the Land Brandenburg and the Free State of Saxony via the Foundation for the Sorbian People at Bautzen. It has been elaborated 2008–2010 by the Institut für kulturelle Infrastruktur Sachsen in the framework of the Collegium PONTES Görlitz-Zgorzelec-Zhořelec, the Ger- man-Polish-Czech Institute of Advanced Studies of the Upper Lusatia. Under the guidance of the institute’s director Matthias Theodor Vogt nearly hundred experts on minority issues from a dozen countries have been working on the issues. It took some time (and sharp adverse wind from several German institutions, up to now benefi ciaries of Sorbian allocations), till the recommendations truly arrived in the midst of the Sorbian people which is the case now at the end of 2012. The European Journal of Minority Issues, feasting its fi rst fi ve years accom- plished, publishes the entire study, with the help of the Zittau/Görlitz University, to mark the methodological progress within our academic fi eld. -

The question, however, remains as to what extent this report- ed scepticism truly reflects people’s opinions and feelings about Europe. We all consider it normal to cross borders within Europe, often while using the same money, as well as to take part in exchange programmes, invest in enterprises across Europe and appeal to European institutions if national regulations, for example, do not meet our expectations. -

About the Speakers Federico Mayor Zaragoza was born in Barcelona in 1934. He holds a Ph.D. in Pharmacy from the Universidad Complutense de Madrid (1958). In 1963, he became a Professor of Biochemistry at the Facultad de Farmacia of the Universidad de Granada. In 1968, he became Rector of that institution, a job he held until 1972. The following year, he was named Professor in his specialty at the Universidad Autónoma de Madrid. In these years it started up the National Plan of Prevention of Mental Handicap, to avoid, by means of F. M. Zaragoza precocious diagnosis, diseases that can evolve with serious mental deterioration. During his 12 years as head of UNESCO (1987–1999) Federico Mayor Zaragoza gave new life to the organization's mission to "build a bastion of peace in the minds of all people", putting the institution at the service of peace, tolerance, human rights and peaceful coexistence, working within the scope of its powers and remaining faithful to its original goals. Under Mayor's guidance, UNESCO created the Culture of Peace Programme, whose objectives revolve around four main themes: education for peace; human rights and democracy; the fight against isolation and poverty; the defense of cultural diversity and intercultural dialogue; and conflict prevention and the consolidation of peace. On 10 November 1998, the UN General Assembly declared the years 2001–2010, International Decade for the Promotion of a Culture of Peace and Non-Violence for the Children of the World and, on 13 September 1999, it adopted the Declaration and Programme of Action on a Culture of Peace, which embodies Mayor's greatest aspirations from both a conceptual and practical standpoint. -

0 GHID DE PRACTICI INSTITUŢIONALE ÎN ASIGURAREA CALITĂŢII – EDUCAŢIE ŞI FORMARE PROFESIONALĂ INIŢIALĂ ŞI CONTINUĂ 1 INTRODUCERE Asigurarea calitatii in educatie si formare profesionala – prioritate europeana Acest volum de prezentare si promovare a unor practici institutionale eficiente este realizat prin eforturile Grupului National de Asigurare a Calitatii in Educatie si Formare Profesionala, Grup care reuneste specialisti ai institutiilor nationale cu atributii in evaluarea calitatii educatiei si formare profesionala (cu exceptia invatamantului superior). Propunerea de infiintare a GNAC a fost lansata in februarie 2006, ca urmare a adoptarii voluntare a unei structuri de Punct National de Referinta (National Reference Point) propuse de ENQA-VET, Reteaua Europeana de Asigurare a Calitatii in Educatie si Formare Profesionala. GNAC nu are personalitate juridica si reprezinta un grup de dialog inter-institutional, cu rol consultativ si de promovare a obiectivelor europene referitoare la asigurare si evaluarea calitatii la nivel de sistem si de furnizor de educatie si formare profesionala. O data cu adoptarea obiectivelor politice inscrise in programul de dezvoltare economica si sociala lansat la Lisabona si cu specificarea obiectivelor particulare de modernizare a invatamantului profesional si tehnic, prin Declaratia de la Copengaha, Comisia Europeană, în special, a coordonat dezvoltarea unor modele de asigurare a calităţii spre a fi folosite de către ţările UE, ca parte integrantă dintr-o strategie generală de cooperare si imbunatatire a sistemelor de învăţare pe întreg parcursul vieţii. Declaratia Ministrilor Educatiei adoptata la Copenhaga in 29-30 noiembrie 2002 si Rezolutia Consiliului European din 19 decembrie 2002 au lansat cadrul de promovare a unei cooperari sustinute in domeniul educatiei si formarii profesionale si au stabilit liniile generale ale agendei europene privind asigurarea calitatii in acest domeniu. -

EJM 3- 4 2017 Europäisches Journal für Minderheitenfragen Comparing Minority Languages – a Case Study of Flemish Sign Language and Upper Sorbian1 Maartje De Meulder, Eduard Werner and Danny De Weerdt Abstract This paper compares some sociolinguistic aspects of Flemish Sign Lan- guage (the language signed in Flanders, the northern part of Belgium) and Upper Sorbian (a West Slavonic language spoken in the east of Germany). For both languages, the following aspects are discussed: establishing the number of sign- ers/speakers; policies which lead to a situation of unstable diglossia; the domain in which both languages are being used; disrupted transmission patterns; (ab- sence of) written tradition; (absence of) formal standard; language rights and the grounds on which these rights are granted; and attitudes towards the languages and their speakers/signers.
