I CAN SEE YOU PLANNING AND VISIBILITY ASSESSMENT OF HIGH BUILDING DEVELOPMENT IN ROTTERDAM 12.1 INTRODUCTION Western European cities like London, Paris, Rotterdam and Frankfurt am Main have seen im- pressive high building developments over the past two decades. This has led them to develop policies for regulating the planning and construction of tall buildings, high-rise buildings and skyscrapers within their territory. So far, these high building developments and policies have received little attention from the academic community. This chapter elaborates a framework for analysing high building development and the visual impact of high buildings on the surround- ing landscape with the city of Rotterdam as a Western European showcase. It presents a system- atic approach for analysing high building development in terms of architectural height, year of completion, location and functional use, for use in the comparison of existing buildings with the urban policies that are in place. Comprehensive GISc-based viewsheds were used to analyse the visibility of the high buildings, factoring in both meteorological circumstances and the vertical area of the buildings. The showcase city of Rotterdam demonstrates that a considerable distance exists between the vision and reality. The city struggles to deliver a consistent and integrated policy for high-building urban areas, while the high building developments themselves seem to be ruled by a remarkable internal logic that is not fully recognised in policymaking. The impact of tall buildings, high-rises and skyscrapers on neighbourhoods, urban districts and cities is widely acknowledged by architects, urban planners, politicians and developers all 277 over the world.

The general Dutch spatial planning for the city and environment takes place at a regional level. The local community determines the primary development conditions, and the prospect is included in a legally binding land-use plan. Especially, Rotterdam is a representative port city as the center of world trade and the gateway to western Europe. According to the history of war, the city reconstruction and the movement of the port area have led to a general change in Rotterdam and the regional redevelopment project on the southern port area of Mass river for the expansion of city functions and the balanced development. The research purpose is to understand the spatial development of the Netherlands city-region based on the analysis regarding the Kop van Zuid project, which is a representative implemented case in Rotterdam. The theoretical framework is the five dimensions and twelve indicators of territorial governance from the TANGO research project by the EU. The target case is assessed by planning and social aspect, respectively, and the results are discussed based on the theoretical framework.

    Vereniging van Nederlandse Kunsthistorici Bibliografie Architectuur, stedenbouw en ruimtelijke ordening, tuin- en landschapsarchitectuur, monumentenzorg en bouwhistorie door de eeuwen heen 2006-2010 Inleiding De bibliografie met publicaties op het gebied van de geschiedenis van de architectuur en stedenbouw bedient verschillende groepen gebruikers. Een belangrijk element hierin is dat een eerste oriëntatie op één van de deelgebieden mogelijk wordt, en daarnaast geven de opeenvolgende bibliografieën een goed inzicht in de kwaliteit en de kwantiteit van de Nederlandse publicaties. Daarover zijn enige opmerkingen te maken. De hoeveelheid publicaties is indrukwekkend, want ook al kan een dergelijk overzicht nooit volledig zijn, er is een aanzienlijk aantal titels bij elkaar gebracht. Dit overzicht laat ook zien dat op uiteenlopende plekken in de wereld van de architectuurgeschiedenis en de monumentenzorg veel uitstekende publicaties worden geproduceerd, die nu zichtbaar worden maar doorgaans niet voor iedereen gemakkelijk te vinden zijn. In lokale, regionale en landelijke publicatiemiddelen als tijdschriften, jaarboeken, nieuwsbulletins en dergelijke worden inhoudelijke goede artikelen gepubliceerd, waarbij in diverse gevallen een meer in het oog springend tijdschrift of jaarboek om in te publiceren goed zou zijn geweest. Enige jaren geleden was merkbaar dat zowel voor de achttiende als de negentiende eeuw een inhaalslag gemaakt werd, zodat op die gebieden relatief veel werd gepubliceerd. In de nieuwste bibliografie is wat dat betreft een zeker evenwicht merkbaar, zodat deze gebieden niet meer of minder dan andere perioden in de belangstelling stonden. Het geheel is ingedeeld in drie hoofdcategorieën: 1. Architectuur- en bouwgeschiedenis; 2. Stedenbouw, vestingbouw en ruimtelijke ordening; 3. Tuin- en landschapsarchitectuur; 4 Monumentenzorg. Voor interieurarchitectuur en –decoratie is geen afzonderlijke categorie gebruikt; de betreffende titels zijn onder de Architectuur- en bouwgeschiedenis en Monumentenzorg terug te vinden.
