Linguistic reconstruction in Uralic: Problems and prospects ............................................................................... 473 5 6 1 Plenary presentations 7 8 Campbell, Lyle – Hauk, Bryn University of Hawai‘i at Mānoa Language endangerment and endangered Uralic languages In this paper we report on the status of the endangered languages in the world based on research findings of the Catalogue of Endangered Languages (at endangeredlanguages.com, ELCat). We compare and contrast the situation for Uralic languages with that of most of the rest of the world’s endangered languages. In this context we focus on new findings concerning the status of Uralic languages, on the implications of these findings for language typology and historical linguistics, and on what is now needed in the documentation and revitalization of these languages. Although concern for language endangerment became prominent after 1992, Uralic scholars have made substantial strides in recording the Uralic languages from the 19th century onward. As a result, documentation and archival materials exist for nearly all Uralic languages and major dialects. However, as languages across the globe are increasingly threatened with extinction, Uralic linguists once again have the opportunity to demonstrate leadership in further documentation of the many endangered Uralic languages to help safeguard linguistic diversity. ELCat lists 37 endangered Uralic languages, 15 of them severely endangered. These results underscore the responsibility of linguists and other scholars to guarantee adequate documentation of these languages, and to act urgently in the case of the most critically endangered ones. In this paper we point to the cases where it is important to provide more adequate documentation, to foster language revitalization where possible, and to consider better curation for existing language documentation. For some of the numerous Uralic languages that were documented in the 19th and early 20th centuries portions of these valuable collections remain undigitized or out of reach for researchers and revitalization programs. The problem is not limited just to these materials from past documentation work either. Modern documentation efforts face similar issues of curation and access. We raise the questions of what further documentation is most urgently needed and of how to best to deploy documentation of Uralic language materials for future researchers and language revitalization efforts. Literary and cultural contributions of our discipline Although our notion of Finno-Ugrianness is strongly connected with linguistics and based on linguistic evidence only, it makes sense to speak of Finno-Ugric cultures too. The reason for this is that many cultural manifestations are linked to language in one or another way – be it only through the fact that the mother tongue of the creator of a work of art is a Finno-Ugric language. Most of these manifestations can be properly, or at least better, understood only with knowledge of the respective language. 9 The basic idea underlying the lecture is the following: If linguistic features of Finno-Ugric languages contribute to our general knowledge of language, then, as a consequence, also specific features of Finno-Ugric cultures should have the ability to broaden our horizon with respect to general literary and cultural history. Therefore as the motto of the lecture may serve a quote by the Estonian poet, philosopher and scholar Uku Masing, who wrote in 1940: Small peoples necessarily have a broader outlook on life on account of the fact that they cannot disregard the existence of others. The inevitable and implicit reverse version of this insight would be: Large peoples necessarily have a narrower outlook on life on account of the fact that they can disregard the existence of others. Since all Finno-Ugric cultures are small when compared to, e.g., English, Russian, German or Chinese, they lack the restrictions of these large cultures. The aim of the lecture is not to establish a comprehensive set of cultural features which are regarded or interpreted as something 'specifically Finno-Ugric'. This would be very hard, if not impossible, to prove for two reasons: First of all, the divergence between a modern Hungarian film and a Mansi folk dance is too large to be able to serve as an example for common Finno-Ugric features. And, secondly, the creators of a Finnish poem on the one hand and a Mordvinian song on the other hand have undergone such different foreign influences that it seems impossible to distil any kind of 'Finno-Ugric essence' from them. The first aim of the lecture is rather to point to several features or simply elements of different Finno-Ugric cultures that deserve more attention because of their – real or alleged or reputed – uniqueness. Uniqueness here means that the respective phenomenon cannot be found in the same shape within other cultural environments without any connection to a Finno-Ugric language. This may help us to establish a notion of Finno-Ugrianness in the cultural field. The only possibility to label a cultural phenomenon 'Finno-Ugric' seems here to be the method Wittgenstein sketched in his concept of family resemblance: No single fixed criteria or distinctive feature for 'Finno-Ugric cultural manifestations' can be given, but a set of criteria can be established of which, say, a certain number has to be matched in order to make something 'Finno-Ugric'. Secondly, investigating these specific features should lead to a better understanding of multicultural situations, since all Finno-Ugric cultures are situated in a more or less multicultural environment. Therefore the study of these cultures has a high potential to contribute to our theoretical framework of multicultural studies.     Johanna Laakso Real Language, Real Literature: Problems of Authenticity in Modern Finnic Minority Literatures Abstract: Alongside the nation-state languages Finnish and Estonian, their sister varieties – such as Meänkieli in Sweden, Kven in Norway, Karelian in Finland and Russia, Veps in Russia, or Võro in southern Estonia – are now either recognized or striving for recognition as minority languages. Developing literary standards and literatures raises questions of authenticity: is language a naturally existing part of ethnic identity or something that must be cultivated and formally studied? Should literature offer realistic depictions of the life and multilingual language use of minorities, or should it serve the puristic goals of language planning and language-based identity building? The ways in which literary and mimetic multi- lingualism can relate to the linguistic reality of minorities are still in need of further research. Keywords: authenticity, Estonia, language planning, minority literatures, multi- lingualism, Russia, Scandinavia 1 A language for a nation The national awakenings prompted by Romantic nationalism in the nineteenth century led to the standardization of many Finno-Ugric languages: first in the emerging state language projects, and then at different points of time into the late twentieth century, also involving many Finno-Ugric minorities. The goals of these processes were not only practical and political but also aesthetic: to create a language for artistic expression. Romantic nationalism saw language as a supra-individual product of nature and the Volksgeist. The Romantic pioneer authors of emerging nations used “a subaltern vernacular in order to demonstrate and celebrate its literary capabil- ities” (Leerssen 2013, 13). Paradoxically, however, they had to overlook the pro- cesses of language planning and forget the fact that the language they used was not a direct representation of the authentic vernacular but an artefact, as alien to the common people as were the Western forms and genres in which it was used.

Paolo Agostini University of Padova [email protected] LANGUAGE RECONSTRUCTION – APPLIED TO THE URALIC LANGUAGES* SUMMARY After pointing out the shortcomings and methodological weakness of the general theory of linguistic reconstruction, the author disputes the alleged antiquity of Uralic. Proto-Uralic as recon- structed by the scholars seems to be the sum of a set of features belonging to several distinct language families. The paper examines a number of lexical concordances with historically attested languages and comes to the conclusion that the Proto-Uralic word-stock is the result of a sum of borrowings that took place from the most disparate languages: Balto-Slavic, Old Swedish, several Turkic dialects, Mongolic, Tunguz, Aramaic, Hebrew, Arabic, late Middle Persian dialects, Byzantine Greek and Latin. Yet, other languages may also come into account: Chinese, Caucasian languages as well as lan- guages unknown in present day are possible candidates. A large number of bases of the Uralic word- stock can be easily identified by following a few phonological constraints. The linguistic features of the Uralic daughter-languages seem to show that they originated from a pidgin language spoken along the merchant routes that connected the Silk Road to North- and East-European trade. It is a well-known phenomenon that sometimes, when groups of people speaking different languages come into contact for the first time, a new restricted language system (lingua franca or pidgin) comes into being in order to cater to essential common needs.

    Linguistica Uralica XLIII 2007 1 VALTS ERNÇSTREITS (Riga) LIVONIAN ORTHOGRAPHY Abstract. This article deals with the development of Livonian written language and the related matters starting from the publication of first Livonian books until present day. In total four different spelling systems have been used in Livonian publications. The first books in Livonian appeared in 1863 using phonetic transcription. In 1880, the Gospel of Matthew was published in Eastern and Western Livonian dialects and used Gothic script and a spelling system similar to old Latvian orthography. In 1920, an East Livonian written standard was established by the simplification of the Finno-Ugric phonetic transcription. Later, elements of Latvian orthography, and after 1931 also West Livonian characteristics, were added. Starting from the 1970s and due to a considerable decrease in the number of Livonian mother tongue speakers in the second half of the 20th century the orthography was modified to be even more phonetic in the interest of those who did not speak the language. Additionally, in the 1930s, a spelling system which was better suited for conveying certain phonetic phenomena than the usual standard was used in two books but did not find any wider usage. Introduction The Livonian language has been extensively written for about 150 years by linguists who have been noting down examples of the language as well as the Livonians themselves when publishing different materials. The prime consideration for both of these groups has been how to best represent the Livonian language in the written form. The area of interest for the linguists has been the written representation of the language with maximal phonetic precision.

The issue was prepared within the frame- work of cooperation between the Department of Folkloristics of the Estonian Literary Museum and the Folklore Department of the Komi Science Centre by Komi and Estonian folklore researchers. Prior to this, the authors published one of the issues (vol. 17, 2016) of the Sator periodical, which was also dedi- cated to Komi folklore studies. The goal of this issue is to present some of the results of recent Komi folklore studies to wider academic circles, overcoming the natural linguistic obstacles. The majority of articles are written within the research project “Local Folklore Traditions of the European Northeast of Russia: Mechanisms of Development and Adaptation, System of Genres, Ethnocultural Folklore Interaction” (№ AAAA-A17-117021310066-4). The history of Komi folklore studies reveals processes typical for the Rus- sian, Soviet, and post-Soviet research dealing with folklore (the research field extended and became more limited over time), as well as studying the Komi language and culture as part of the general development of Finno-Ugric stud- ies. Traditionally, academician Andreas Sjögren (1794–1855) is considered to have discovered Komi folklore – in 1827, he transcribed folklore texts and published them as examples of the Komi language.

As a central place for teachings about language, grammar books contained orthographic instructions from the very beginning, and such practice continued also in later periods. Understanding the function, content, and orthographic forms in the past provides for a better description of the nature of the orthographic standard in the present. The evolution of grammatographic practice clearly shows the continuity of development of orthographic content from a constituent of grammar studies through the littera unit gradually to an independent unit, then into annexed orthographic sections, and later into separate orthographic manuals. 5 antique, 22 Latin, and 17 vernacular grammars were analyzed, describing 19 European languages. The research methodology is based on distinguishing orthographic content in the narrower sense (grapheme to meaning) from the broader sense (grapheme to phoneme). In this way, the function of orthographic description was established separately from the study of spelling. As for the traditional description of orthographic content in the broader sense in old grammar books, it is shown that orthographic content can also be studied within the grammatographic framework of a specific period, similar to the description of morphology or syntax.
