LIBRARY ANNUAL BUDGET VOTE: The Library’s Annual Budget Vote is on Tuesday, August 10 from 10 am to 9 pm in the Library. The 2022 budget proposal is in compliance with the NY State Tax Cap. See pages 2-3 inside for detailed information about the proposed 2022 budget.

To Our Taxpayers: The last few years have challenged our financial resources and last year we did not increase the budget. We continue to implement mandated increases in minimum wage, rising costs for benefits, insurance, and expenses related to the COVID Pandemic that strain our operating budget, while our patrons continue to request more programs and space. We do our best to operate within the NY State mandated 2% tax cap along with reductions in state aid. Ever cognizant of the impact on our property taxes, we present a balanced budget that is within the allowed increase for the 2022 budget year. Sincerely, Board of Trustees

About This Budget/ Based on information on the NYS Comptroller’s website at the time of planning, the proposed tax appropriation for 2022 is $2,183,334 and is within the New York State Tax Cap allowance, including a carryover of $32,824 due to no budget increase last year. Buildings and Grounds operations increased by $4,000 in anticipation of increased costs for additional cleaning, supplies and PPE due to COVID. Staff and benefits increased in compliance with the next step in the NYS $15/hr. minimum wage scale, allowing for a modest increase in the NYS health insurance, and the addition of a part-time IT person and a part-time Administrative Assistant for the business office. Programs and materials increased by $2,000. Other income lines increased in anticipation of a return to “normal” in the coming year.

How much more will the 2022 tax appropriation cost? According to the current Southampton Town tax-rate sheet for 2020/2021, the full market valuation of the Hampton Bays Library District was $3,841,248,082 and the tax rate is .5404. Using this information, we estimate the 2021/22 tax rate to be .5684. A house valued at $500,000 will pay $284.20 next year, or $5.47 per week - an increase of $14.00 over last year. The Library Director is available to answer questions about this budget on weekdays from 10 am to 5 pm. The full budget spreadsheet will be available upon request. The Budget Hearing is on Tuesday, August 3 at 7 pm in the Library followed by the Regular Board Meeting.
