DESPOSATO University of Arizona The Impact of Federalism on National Party Cohesion in Brazil This article explores the impact of federalism on national party cohesion. Although credited with increasing economic growth and managing conflict in countries with diverse electorates, federal forms of government have also been blamed for weak party systems because national coalitions may be divided by interstate conflicts. This latter notion has been widely asserted, but there is virtually no empirical evidence of the relationship or even an effort to isolate and identify the specific features of federal systems that might weaken parties. In this article, I build and test a model of federal effects in national legislatures. I apply my framework to Brazil, whose weak party system is attributed, in part, to that country’s federal form of government. I find that federalism does significantly reduce party cohesion and that this effect can be tied to multiple state-level interests but that state-level actors’ impact on national party cohesion is surprisingly small. Introduction Federalism is one of the most widely studied of political institutions. Scholars have shown how federalism’s effects span a wide range of economic, policy, and political dimensions (see Chandler 1987; Davoodi and Zou 1998; Dyck 1997; Manor 1998; Riker 1964; Rodden 2002; Ross 2000; Stansel 2002; Stein 1999; Stepan 1999; Suberu 2001; Weingast 1995). In economic spheres, federalism has been lauded for improving market competitiveness and increasing growth; in politics, for successfully managing diverse and divided countries. But one potential cost of federalism is that excessive political decentralization could weaken polities’ ability to forge broad coalitions to tackle national issues.1 Federalism, the argument goes, weakens national parties because subnational conflicts are common in federal systems and national politicians are tied to subnational interests. -

International Journal of Communication 12(2018), 3553–3579 1932–8036/20180005 Lega Nord and Anti-Immigrationism: The Importance of Hegemony Critique for Social Media Analysis and Protest CINZIA PADOVANI1 Southern Illinois University Carbondale, USA In this study, I implement Antonio Gramsci’s hegemony critique to analyze the anti- immigration rhetoric promoted by the Italian ultraright party Lega Nord [Northern League]. Specifically, this case study focuses on the discourse that developed on the microblogging site Twitter during the Stop Invasione [Stop Invasion] rally, organized by Matteo Salvini’s party on October 18, 2014, in Milan. I argue that hegemony critique is helpful to investigate political discourse on social media and to theorize the struggle surrounding contentious topics such as immigration. The method, which is multilayered and includes content analysis and interpretative analysis, allows for the exploration of a considerable data corpus but also an in-depth reading of each tweet. The result is a nuanced understanding of the anti-immigration discourse and of the discourse that developed in favor of immigration and in support of a countermarch, which progressive movements organized in response to Lega’s mobilization on the same day in Milan. UNISCI Discussion Papers, Nº 25 (January / Enero 2011) ISSN 1696-2206 ITALY’S ATLANTICISM BETWEEN FOREIGN AND INTERNAL POLITICS Massimo de Leonardis 1 Catholic University of the Sacred Heart Abstract: In spite of being a defeated country in the Second World War, Italy was a founding member of the Atlantic Alliance, because the USA highly valued her strategic importance and wished to assure her political stability. After 1955, Italy tried to advocate the Alliance’s role in the Near East and in Mediterranean Africa. The Suez crisis offered Italy the opportunity to forge closer ties with Washington at the same time appearing progressive and friendly to the Arabs in the Mediterranean, where she tried to be a protagonist vis a vis the so called neo- Atlanticism. This link with Washington was also instrumental to neutralize General De Gaulle’s ambitions of an Anglo-French-American directorate. The main issues of Italy’s Atlantic policy in the first years of “centre-left” coalitions, between 1962 and 1968, were the removal of the Jupiter missiles from Italy as a result of the Cuban missile crisis, French policy towards NATO and the EEC, Multilateral [nuclear] Force [MLF] and the revision of the Alliance’ strategy from “massive retaliation” to “flexible response”. On all these issues the Italian government was consonant with the United States. After the period of the late Sixties and Seventies when political instability, terrorism and high inflation undermined the Italian role in international relations, the decision in 1979 to accept the Euromissiles was a landmark in the history of Italian participation to NATO. -

Through the analysis of eight consecutive electoral campaigns, in a six year period, mixing computer-based quantitative and qualitative content analysis and framing analysis, this study aims to display how Roma communities are portrayed in Matteo Salvini’s discourse. The study describes how “Gypsies” are framed as a threat to society and how the proposed solution—a bulldozer to raze all of the camps to the ground—is presented as the only option. The paper concludes that representing Roma as an “enemy” that “lives among us”, proves to be the ideal tool to strengthen the “us versus them” tension, characteristic of populist discourse. A variety of understandings and definitions, and multiple societal and political representations, exist about “who the Roma are” (Magazzini and Piemontese 2019). The Council of Europe, in an effort to harmonize the terminology used in its political documents, apply “Roma”—first chosen at the inaugural World Romani Congress held in London in 1971—as an umbrella term that includes “Roma, Sinti, Travellers, Ashkali, Manush, Jenische, Kaldaresh and Kalé” and covers the wide diversity of the groups concerned, “including persons who identify themselves as Gypsies” (2012). -

brazilianpoliticalsciencereview ARTICLE Federalism, Bicameralism, and Institutional Change: General Trends and One Case-study* Marta Arretche University of São Paulo (USP), Brazil The article distinguishes federal states from bicameralism and mechanisms of territorial representation in order to examine the association of each with institutional change in 32 countries by using constitutional amendments as a proxy. It reveals that bicameralism tends to be a better predictor of constitutional stability than federalism. All of the bicameral cases that are associated with high rates of constitutional amendment are also federal states, including Brazil, India, Austria, and Malaysia. In order to explore the mechanisms explaining this unexpected outcome, the article also examines the voting behavior of Brazilian senators constitutional amendments proposals (CAPs). It shows that the Brazilian Senate is a partisan Chamber. The article concludes that regional influence over institutional change can be substantially reduced, even under symmetrical bicameralism in which the Senate acts as a second veto arena, when party discipline prevails over the cohesion of regional representation. UEF-SPINELLI GROUP MANIFESTO 9 MAY 2021 At watershed moments in history, communities need to adapt their institutions to avoid sliding into irreversible decline, thus equipping themselves to govern new circumstances. After the end of the Cold War the European Union, with the creation of the monetary Union, took a first crucial step towards adapting its institutions; but it was unable to agree on a true fiscal and social policy for the Euro. Later, the Lisbon Treaty strengthened the legislative role of the European Parliament, but again failed to create a strong economic and political union in order to complete the Euro. Resulting from that, the EU was not equipped to react effectively to the first major challenges and crises of the XXI century: the financial crash of 2008, the migration flows of 2015- 2016, the rise of national populism, and the 2016 Brexit referendum. This failure also resulted in a strengthening of the role of national governments — as shown, for example, by the current excessive concentration of power within the European Council, whose actions are blocked by opposing national vetoes —, and in the EU’s chronic inability to develop a common foreign policy capable of promoting Europe’s common strategic interests. Now, however, the tune has changed. In the face of an unprecedented public health crisis and the corresponding collapse of its economies, Europe has reacted with unity and resolve, indicating the way forward for the future of European integration: it laid the foundations by starting with an unprecedented common vaccination strategy, for a “Europe of Health”, and unveiled a recovery plan which will be financed by shared borrowing and repaid by revenue from new EU taxes levied on the digital and financial giants and on polluting industries. -
