The purposes of the project were (1) to provide the Army with improved and new frameworks for evaluating the deterrence of aggressor activities for both interstate aggression and aggression short of that threshold and (2) to apply those two frameworks to assess the United States’ conventional and nonconven- tional deterrence relationships with Russia and North Korea. In the latter case, for com- parative purposes, the authors also examine U.S. efforts to deter Chinese aggression. The research and writing for this report were completed in mid-2019. Events and developments since that time are not captured in this narrative. However, although some facts may have changed or new circumstances developed, we believe that the general interpretations, findings, and recommendations remain valid. This research was conducted within RAND Arroyo Center’s Strategy, Doctrine, and Resources Program. In an era of intensifying strategic competition, the challenge of deterrence is becom- ing increasingly relevant—and, thus, so is the issue of what factors cause deterrence to succeed or fail. This question prompted a two-year research agenda for the U.S. Army. In earlier work connected to the same project, RAND Corporation researchers con- ducted a quantitative analysis of 39 cases of U.S.-led extended deterrence since 1945 and derived 12 variables that tend to determine whether extended deterrence policies succeed or fail (see Table S.1). In this report, we apply those variables to two ongoing examples of extended deterrence: U.S. efforts to deter North Korean aggression against South Korea and U.S. efforts to deter Chinese aggression against Taiwan.1 Our analysis leads us to conclude that the state of interstate deterrence in Korea is healthy. The United States and its ally South Korea (officially the Republic of Korea) have a robust military presence on the peninsula that, at a minimum, would make any effort by North Korea (officially the Democratic People’s Republic of Korea) to reunify the nations by force extremely costly and, more likely, would bloodily rebuff such an attempt and result in ending the Kim family’s rule. The deterrent effect of this military presence is enhanced by the fact that the bulk of it is provided by indigenous South Korean military personnel who are committed to defend their homeland. The United States has also communicated its willingness to defend South Korea against such an attack on numerous occasions, at the highest levels, and in unambiguous terms. As shown in Table S.1, we judged that all of the variables for deterrence in Korea are robust or effective. The color-coding in the table and in Table S.2 represents our judgments based on the evidence gathered in the research. Green represents strong deterrence, gray represents mixed deterrence, and red represents weak deterrence. Although North Korea has an interest in reunifying the Korean Peninsula, this does not appear to be a high priority or one that it believes must be accomplished in the short term. Moreover, the partners’ conventional military capability is backed up by the United States’ overwhelming nuclear superiority. Deterrence is, of course, not a static condition.     DEFENSE WHITE PAPER Message from the Minister of National Defense The year 2010 marked the 60th anniversary of the outbreak of the Korean War. Since the end of the war, the Republic of Korea has made such great strides and its economy now ranks among the 10-plus largest economies in the world. Out of the ashes of the war, it has risen from an aid recipient to a donor nation. Korea’s economic miracle rests on the strength and commitment of the ROK military. However, the threat of war and persistent security concerns remain undiminished on the Korean Peninsula. North Korea is threatening peace with its recent surprise attack against the ROK Ship CheonanDQGLWV¿ULQJRIDUWLOOHU\DW<HRQS\HRQJ Island. The series of illegitimate armed provocations by the North have left a fragile peace on the Korean Peninsula. Transnational and non-military threats coupled with potential conflicts among Northeast Asian countries add another element that further jeopardizes the Korean Peninsula’s security. To handle security threats, the ROK military has instituted its Defense Vision to foster an ‘Advanced Elite Military,’ which will realize the said Vision. As part of the efforts, the ROK military complemented the Defense Reform Basic Plan and has UHYDPSHGLWVZHDSRQSURFXUHPHQWDQGDFTXLVLWLRQV\VWHP,QDGGLWLRQLWKDVUHYDPSHGWKHHGXFDWLRQDOV\VWHPIRURI¿FHUVZKLOH strengthening the current training system by extending the basic training period and by taking other measures. The military has also endeavored to invigorate the defense industry as an exporter so the defense economy may develop as a new growth engine for the entire Korean economy. To reduce any possible inconveniences that Koreans may experience, the military has reformed its defense rules and regulations to ease the standards necessary to designate a Military Installation Protection Zone.

    DPRK nuclear weapons capability 【Overview】 The nuclear and missile capabilities of the Democratic People's Republic of Korea (North Korea) continue to become enhanced but there are varying estimates regarding their strengths. For example, RAND Corporation, a U.S. think tank, and the South Korean Asan Institute for Policy Studies predicted that in an April 2021 report that in 2020 North Korea had between 67 and 116 warheads, and that this amount would increase to reach between 151 and 242 in 2027 (Bennett, Bruce W. et.al 2021). Elsewhere, Dr. Siegfried Hecker of Stanford University said in an April 30, 2021 interview with the 38 North site, which analyzes North Korea, that “20 to 60 is possible, with the most likely number being 45,” (38 North 2021). Few nations have made any official pronouncements, but the U.S. Defense Intelligence Agency (DIA) estimates the maximum size of the North Korean arsenal currently to be 60 warheads (Nikitin, Mary Beth D. & Ryder, Samuel D. 2021). In addition, in October 2018 the South Korean Minister of Unification, Cho Myoung-gyon, said that the Ministry’s Intelligence and Analysis Office believed North Korea had between 20 and 60 warheads (Kim, Hyng-jin 2018). Our estimate here of the North Korean stockpile, as of June 2021, is 40 warheads. North Korea, with its research facility in Nyeongbyeon as the hub, continues to produce plutonium and highly enriched uranium (HEU), and fissile materials for nuclear weapons (Nikitin, Mary Beth D. & Ryder, Samuel D. 2021、International Atomic Energy Agency 2021、United Nations Security Council 2021). The International Panel on Fissile Materials (IPFM) estimated in 2020 that the current amount of weapons-grade plutonium owned by North Korea was 40kg (International Panel on Fissile Materials 2021).

Prior to his return to Korea in 1945— courtesy of a War Department transport plane—Rhee spent nearly forty years in the United States. He earned degrees from Harvard and Princeton, spoke English fluently, and was a dedicated Christian to boot. He seemed tailor-made for the task of assisting the U.S. Army to occupy a country that did not want to be occupied. But Rhee was not returning to Korea as an American miracle man, but as a Korean revolutionary hero who had struggled against the power structures of the traditional Korean state and the Japanese occupation. Back on Kore- an soil he would lead a third revolution against both the last vestiges of the Chosun state– which the Japanese had largely left in place–and what he believed was a Soviet effort to subjugate the entire peninsula.     Temporary Workers from the Democratic People’s Republic of Korea in Mongolia Mitsuhiro Mimura (The Economic Research Institute for Northeast Asia) Yuji Fukuhara (University of Shimane) This presentation is based on fieldwork and interviews from 5 to 8 September 2017 in Ulan Bator, Mongolia. We went to construction sites and companies employing North Korean workers, and looked at the places of construction. We will report the contents of this fieldwork and discuss the significance of sending and receiving the North Korean workers from the viewpoint of Mongolia and DPRK relations. Mongolia has a population of 3 million whereas the DPRK has 24 million. Although North Korea is very small, it has 8 times more population of Mongolia. Ulan Bator is the only large city in Mongolia and has a population of 1.5 million. Because the economy is growing, there is a lot of construction work. In terms of history, Mongolia was established in 1924, and the DPRK was founded on 9 September 1948. After the USSR, the second country that established diplomatic relations with the DPRK was Mongolia in October 1948. During the Korean War, Mongolia supported North Korea together with the USSR and China, providing material support and horses. It also received many war orphans. From 1948 to 1989 was a honeymoon period for Mongolia-DPRK relations. North Korea had some flexibility about doing business with the USSR and China. Mongolia, on the other hand, was a landlocked country, located between the Soviet Union and China. Speaking bluntly, usually countries next to China don’t like China. Of course, the countries next to Russia don’t like Russia.

The North Korean government’s main reactions to the changes taking place in the international environment during this time are illustrated clearly in this passage: fear of increased isolation, apprehension of external threats, and resistance to reform. The transformation of the international situation between the years of 1989 and 1992 presented a daunting challenge for the already struggling North Korean government.

He also underscores the uncertainties attendant to even the limited use of force: actors beyond the United States-North Korea binary will influence outcomes, and how North Korea itself will respond is unpredictable.
